DOM.RF and the Melnichenko Foundation signed a cooperation agreement on April 24 at the National Centre RUSSIA, focused on the development of urban environments. The document outlines collaborative efforts in creating master plans for industrial cities and agglomerations. The agreement was signed by Anton Finogenov, Director of Urban Environment Development at DOM.RF, and Tatyana Zhuravleva, Director General of the Melnichenko Foundation.
The parties emphasized that the signed agreement aims to fulfill the directive from the President of the Russian Federation, Vladimir Putin, announced during the 2024 Address to the Federal Assembly, to develop and implement master plans for 200 large and small cities.
"The development of industrial cities is one of the most challenging tasks, requiring a comprehensive approach. A master plan, aimed at retaining and attracting human capital as well as developing small and medium-sized businesses, is central to this process. DOM.RF has extensive experience in this area, so we are prepared to share it with our partners to jointly create comfortable living conditions. We warmly welcome initiatives from large and responsible corporations like the Melnichenko Foundation, willing to engage systematically in the development of territories within the framework of a strategic document," commented Director of Urban Environment Development at DOM.RF, Anton Finogenov.
Specialists from DOM.RF and the Melnichenko Foundation will collaborate in the process of drafting technical specifications for the development of relevant documents, participate jointly in working groups, strategic sessions, and meetings, as well as conduct expert evaluations of interim projects and final master plans.
"The Melnichenko Foundation is currently engaged in preparing development strategies for small towns in more than 10 regions of Russia, including through the development of master plans. In turn, DOM.RF has accumulated extensive practical experience and expertise in urban environment development. The signed agreement provides the Melnichenko Foundation with an opportunity to enhance the efficiency of master plan preparation, which will bring us closer to our main goal — making industrial cities attractive and comfortable for people," noted Tatyana Zhuravleva, Director General of the Melnichenko Foundation.
Following the signing of the agreement, a discussion titled "Space of Opportunities: New Life for Small Industrial Towns" was held at the architectural exposition "The Birth of Scale." Experts discussed the challenges facing the government in creating comfortable living conditions, including those that can be addressed through digital projects.
"An important tool aimed at enhancing the competitiveness of Russian cities is the widespread application of modern digital and engineering solutions. The 'Smart City' project is aimed at creating comfortable living conditions for their residents. The project involves 107 cities with populations of up to 100,000 people. Currently, agreements have been signed with 87 pilot cities from 47 regions, which have committed to additional obligations for implementing a comprehensive set of smart improvement measures," noted Konstantin Mikhailik, Deputy Minister of Construction of Russia.
