Minister of Healthcare Mikhail Murashko chaired an extended meeting of the Ministry of Healthcare Board titled "On the results of the Ministry of Healthcare of Russia’s work in 2025 and objectives for 2026", which was held at the National Centre RUSSIA. Participants reviewed the development of the healthcare sector and discussed priorities for the current year. Key topics included the implementation of national projects, improving access to medical care, workforce development, healthcare digitalisation and more.

President of the Russian Federation Vladimir Putin sent a greeting to the participants, noting that the past year demonstrated significant achievements in modern Russian medicine.

"Within the framework of the national project 'Long and Active Life', new medical facilities are being built and existing ones modernised across all regions of the country, with state-of-the-art equipment and vehicles being supplied, with domestic products accounting for around 70 per cent. Medical care, including high-tech treatment, is becoming more accessible and of higher quality, pharmaceutical provision is improving, and important work is underway to develop genetic technologies and models of personalised medicine, opening up unique opportunities for the prevention, diagnosis and treatment of serious diseases. A comprehensive system has been established to provide priority medical and psychological assistance, as well as rehabilitation, to participants and veterans of the special military operation and their families. And, of course, I would like to particularly note that for the first time infant mortality has fallen to its lowest level in the country’s history," the head of state emphasised.

According to him, these impressive results are largely due to the coordinated and highly professional work of scientists, practising doctors, nurses and specialists, their expertise, experience, compassion and readiness to help.

Prime Minister of the Russian Federation Mikhail Mishustin, in his greeting, stressed that the Government of Russia closely monitors the accessibility and quality of medical care across the country, with particular attention paid to improving healthcare infrastructure. His message was read out by Minister of Healthcare Mikhail Murashko.

"On the instruction of the President, the national project 'Long and Active Life' has been launched. Within its framework, the modernisation of primary care continues, and medical organisations are being equipped with modern equipment," the Prime Minister noted. "It is important to strengthen the fight against socially significant diseases so that those affected receive the necessary therapy. Innovative methods must be introduced into medical practice. It is also essential to build a healthcare system focused on healthy longevity, enabling the timely prevention of health risks. And, of course, further efforts are needed to address workforce challenges in hospitals and clinics and to train in-demand specialists," said Mikhail Mishustin.

The Prime Minister added that the state is facing new challenges, with priorities for the coming years set out by the President of the Russian Federation, Vladimir Putin, in the Healthcare Development Strategy for the next five years.

Deputy Prime Minister Tatyana Golikova spoke about the introduction of a separate section on telemedicine technologies in the state guarantees programme: "From 2026, the programme of state guarantees will include a dedicated section on the provision of medical care using telemedicine technologies."

She noted that the basic compulsory medical insurance programme has been expanded to include remote monitoring of patients with high blood pressure or elevated blood sugar levels. She also highlighted the increased availability of specialised care. In 2025, more than 1.7 million people received high-tech medical care, 11% more than in 2024. This year, the high-tech medical care programme has been expanded to include innovative transplantation methods and now covers 14 profiles.

In his report, Minister of Healthcare Mikhail Murashko noted that in 2025 the healthcare system reached a new level: "2025 became the first year of the full-scale implementation of a new phase in the sector’s development, including the rollout of new national projects <…> 2026 is already the second year of their implementation. If last year was dedicated to launching and fine-tuning management mechanisms, the trajectory of healthcare development for the entire five-year period now depends on the quality of this work."

During the Board meeting, participants also addressed the digital transformation of healthcare, workforce development, the provision of medicines and medical devices, as well as progress in combating cardiovascular, endocrine and oncological diseases.
