The professional conference of RAPC on artificial intelligence in politics took place at the National Centre RUSSIA
On April 4, 2025, the Professional Conference of the Russian Association of Political Consultants "Artificial Intelligence in Social Architecture and Political Consulting: Practice, Trends, Forecasts" was held at the National Centre RUSSIA. The event was supported by the Expert Institute for Social Research and the business publication Vedomosti.
The conference brought together practicing political consultants, social architects, IT developers, and representatives of the executive and legislative authorities, who shared their experience in integrating AI and neural networks into political and social processes.
A welcome address to the conference participants was sent by the First Deputy Chief of Staff of the Presidential Executive of the Russian Federation, Sergei Kiriyenko:
"Modern achievements in the field of information technology open new horizons for social architects, allowing them to effectively use artificial intelligence and neural networks for data analysis, forecasting social trends, and optimizing efforts in implementing their projects. All this not only contributes to improving the quality of life of citizens but also creates a platform for more active participation in the implementation of socially significant initiatives by the entire professional community and the citizens involved in these projects."
The main program of the conference was opened by the Deputy Minister of Digital Development, Communications, and Mass Media of the Russian Federation, Oleg Kachanov. He spoke about the application of artificial intelligence in public administration. The speaker outlined the key principle of its use: "Our position is very simple — only domestic AI for the public sector." Even today, neural networks significantly assist the government in handling citizen inquiries: they transform the format of interaction, set a new standard for feedback, identify substantive and fake complaints, and much more:
"With the help of AI, we can provide citizens with a preliminary, preventive response to a certain issue. We can try to quickly mitigate negativity,"— Oleg Kachanov said.
In the context of the main topic of the conference, Alexander Kharichev, Head of the Presidential Directorate for Monitoring and Analyzing Social Processes of the Russian Federation, spoke about the future of social architecture and the impact of AI on this field. According to him, political projects alone can no longer guarantee results in elections, and in this regard, Russia follows the global trend: large-scale social projects are being implemented everywhere. As for the use of AI in this field, Alexander Kharichev sees neural networks more as an assistant to humans rather than a replacement:
"The most complex work involves meanings and interpretations. AI will not be able to produce high-quality analytics unless a top-tier analyst teaches it how. AI can only reduce the number of hands needed. Ten consultants will develop the right interpretations and meanings, and then this will be replicated."
A sharp discussion on current and future practices of AI implementation in the socio-political sphere took place during the panel discussion "The Potential Influence of Domestic Neural Networks and Artificial Intelligence on Social Architecture Processes." This discussion featured Dmitry Danilets, Head of AI at AMBERDATA LLC; Ilya Bugaev, General Director of NIO MASSPERS; Nikolai Derevtsov, Head of the Artificial Intelligence Department at the Social Networks agency; Sergei Moshchenkov, Founder of PolitProject and a member of the Russian Association of Political Consultants (RAPC); Alexander Nazarov, political strategist and RAPC Board Member; and Alexander Seravin, Head of the Regional Executive Committee of the Saint Petersburg branch of United Russia. The discussion was moderated by Yekaterina Kinyakina, Editor of the "Technology and Telecommunications" section of the business publication Vedomosti.
As part of the RAPC professional conference, presentations were delivered by Stanislav Makhortov, Head of Legal Practice at the General Radio Frequency Centre; political scientist Gleb Kuznetsov; Valentin Bianchi, Lead Expert at the Centre for African Studies at HSE University; Mikhail Vinogradov, President of the Petersburg Politics Foundation; Yevgeny Mikhaylenko, Director of the Centre for Social Research and Technological Innovations (CITY) at HSE University; and Larisa Pautova, Managing Director of FOM.
