Service as the highest value: participants of the Small Motherland - the Strength of Russia forum discussed the importance of the municipal level government
On January 15, the All-Russian Municipal Forum Small Motherland — the Strength of Russia takes place in Moscow on the site of the International RUSSIA EXPO. For the first time 7.5 thousand representatives of municipalities from 89 regions of the country gathered in one place.
The forum is held for the first time on the instructions of the President of the Russian Federation Vladimir Putin, announced at a meeting of the Presidential Council for the Development of Local Self-Government.
The forum is organized by the All-Russian Association for the Development of Local Self-Government (VARMSU).
First Deputy Chief of Staff of the Presidential Executive Office Sergei Kiriyenko spoke at one of the key panel discussions Strength in People. In his address to the forum participants, he noted that municipal officials are representatives of the level of government that is closest to the people, therefore their main mission is to serve for the benefit of the state and its society.
"You are at the forefront of communication with people, you are the face of the entire system of public power. I would like to emphasize that municipal service is not just a job, it is a service. Behind these words are values - attitudes that shape motivation and ultimately the result. Service is our cultural code. Because service is not just a job, it is a sincere urge to make the surrounding reality better day by day. Not because you will be paid or praised for it, but because your heart commands it", — said Sergei Kiriyenko.
According to the participants, the forum has become a new stage in the development of local self-government in the country. It is the first time that heads of municipalities from all over the country gather in such numbers in one place, at the International RUSSIA EXPO, where the main achievements of each region of the country are presented.
"This is a very important forum, because the authorities closest to the people are municipal authorities. Heads of municipalities are the people who with their own hands implement national projects, execute the Presidential Decrees. The attention that is being paid to the heads of municipalities today is what we needed to do. We are grateful to the President for holding this forum and for the agenda that is being discussed here. I think a lot of changes will come out of the discussions that were held here today. Of course, we will also use some things in our work", — said Andrei Nikitin, Governor of the Novgorod region.
"The right vertical is being established in the country. And today at the forum we got acquainted with each other, we know what we live for, we help, we support our President. In the Stavropol region today you can go to the heads of cities easily without a secretary and solve problems promptly. The main thing is to be ready for changes, to focus on development, to hear people", — concluded Mikhail Minenkov, Head of Nevinnomyssk, Hero of the Russian Federation.
The panel discussion participants also addressed the issues of human potential development and professional improvement of municipal management teams.
"Today, the mechanism of social elevators is successfully operating in Russia. One of its key elements is education. Lifelong learning is a requirement of the time. For those who want to develop their careers in public administration, the Presidential Academy has created a wide range of programs. A special place in it belongs to the School of Governors, 51 graduates of which have already become heads of regions, and five have become federal ministers. Last year the Academy launched the School of Mayors, and four of its students were promoted during their studies. All this proves the effectiveness of this educational tool. The Academy will continue to search for and develop promising and talented young people across the country", — said Alexei Komissarov, Rector of the Presidential Academy, Director General of the ANO Russia - Land of Opportunity.
During the day, three large panel discussions, 32 round tables, and 25 lectures take place simultaneously at the VDNH site in Moscow. Eight pavilions are involved in the event. Four large-scale municipal projects of VARMSU are presented at the forum, and the results of the Municipal Dialogue-2023 Marathon are summarized. A portal for the municipal community was presented for the first time.
The International RUSSIA EXPO is the most important achievements of the country gathered in one place. Throughout the entire period of the Exposition, guests can look forward to cultural events, a rich business and educational program. The expositions of 89 Russian regions, leading federal departments, corporations and public organizations are presented to the visitors. The exposition will be held at VDNH in Moscow until April 12.
The first event to be held at the Russia National Centre, which is being established by the order of President Vladimir Putin, will be the International Science Fiction Symposium and Exhibition "Inventing the Future". The symposium will take place from November 4 to 6.
Tomorrow, the International RUSSIA EXPO will conclude its work. From November 2023 to July 2024, it was visited by more than 18 million guests.
Every day, for eight months, the RUSSIA EXPO delighted guests and gave unforgettable emotions.
