The Primorye Territory ranks among the top 20 constituent entities of the Russian Federation for digital delivery of support measures to participants in the special military operation. All core priority support measures for participants in the special military operation and their families have been put in place in the Territory. This work meets the objectives of the national project "Data Economy and Digital Transformation of the State", approved by the President of the Russian Federation, Vladimir Putin. The Governor of the Primorye Territory, Oleg Kozhemyako, announced this at a strategic session on the region's digital development held at the National Centre RUSSIA in the Primorye Territory.

The regional head emphasised that digital transformation has become a systematic undertaking in the Territory. This is not a series of isolated initiatives, but the comprehensive development of infrastructure, state information systems, feedback platforms and digital services in the social sector, education, security, inspection and oversight, and municipal governance.

"What matters here is how the authorities listen to people. Digital solutions deliver tangible results in the most sensitive areas. For example, support measures following the birth of a child, support for large families and subsidies for housing and utility bills are provided automatically, without an application. The use of the 'Unified Population Register' allows us to make one-off payments proactively, as we did during the emergency in Ussuriysk for 20,000 affected residents. They did not need to apply anywhere," Oleg Kozhemyako noted.

The Governor drew attention to the most important principle behind this work: a people-centred approach based on zero visits, one application and a completed digital result. He then outlined specific results of the region's digital development in individual sectors of the economy and social sphere.

"More than 67,000 schoolchildren have used free digital educational content through the 'Regional Education' state information system. The Primorye Territory has been included among the pilot regions introducing the federal system for enrolling children in health and recreation camps," he said.

Businesses can access trade-related services online. Throughout the Territory, the Public Services Portal can already be used to obtain permits for non-stationary retail facilities, retail markets or fairs. A registry of these facilities has been created. Any citizen can view it on the Public Services Portal, ensuring transparency and bringing businesses out of the grey economy. Businesses have responded positively to the use of digital tools.

"Last Friday, 17 July, the 'Mobile Inspector' system was used to inspect three businesses over their retail alcohol sales successfully in just two hours. They are located in settlements far apart from one another: Chuguyevka, Kavalerovo and Dalnegorsk. With a traditional in-person approach, it would be physically impossible to complete these inspections in two hours. The total road route exceeds 180 kilometres through mountainous areas, entailing hours of travel, business travel expenses for several employees and fuel costs," Oleg Kozhemyako emphasised.

Basic telecommunications infrastructure is developing rapidly in the Primorye Territory. Modern services have already been provided to 26 settlements, with another 17 to be added by the end of this year. Almost 8,000 households will gain access to high-speed internet in total. Under the project to bridge the digital divide, base stations have already been installed in 56 of the 58 settlements.

"Our task is to ensure that digital technologies and artificial intelligence contribute to the development of the Primorye Territory, improve people's quality of life, enhance regional security and increase the efficiency of public administration," Oleg Kozhemyako noted.
