Municipal officials now have their own digital portal
The Municipalities.RF portal will
become a multifunctional assistant for local government specialists and will
facilitate their current tasks. The presentation of the new project took place
within the framework of the All-Russian Municipal Forum Small Motherland - the
Strength of Russia.
The portal presented today is the
first stage in the creation of a unified digital platform for municipal
employees. Its functionality is based on the wishes of government officials
voiced within the framework of the Presidential Council for the Development of
Local Self-Government. The key sections were determined on the basis of a
sociological survey conducted by the project developer, the parent organization
of the Regional Management Centers, ANO Dialogue Regions. The proposed digital
tools will help municipal officials work more efficiently.
According to Dialog CEO Vladimir
Tabak, the proposed digital tools will help build the work of municipal
employees more effectively.
"The portal is a digital assistant for municipal officials, which will help not only optimize their work, but also provide information and expert support at all its stages. Globally, it is a portal for communication of the professional community. With its help, municipal employees can present their developments for their scaling up. Last year, 25 such proposals were included in the list of instructions from the President of Russia. Now it is possible to share ideas and study the experience of colleagues on a single platform", — said Vladimir Tabak, Director General of the ANO Dialogue Regions.
The Municipalities.RF portal is an
add-on to existing services that were developed with the support of leading
organizations in the municipal government system. The Executive Office of the
President of the Russian Federation coordinated the creation of the portal. The
development of services was also carried out by VARMSU, GSPM RANEPA, the
Skolkovo Innovation Center, and the Consultant Plus legal system.
At the moment the resource includes
eight digital tools, among them there are:
The Legal Vector service is
integrated with Consultant Plus and provides access to basic legal materials
that are necessary for the work of a municipal official. The service contains
the following sections: legal base, legislative digest (monthly), law
enforcement practice, consultations. The service updates more than 100
normative legal acts automatically. It provides an opportunity to get answers
to questions in a chatbot or use a lawyer's consultation.
Municipal Navigator contains a
regularly updated database of state support measures and tenders with
auto-selection by flexible filter, as well as a bank of ready-made solutions
with step-by-step instructions. To date, the Municipal Navigator provides
information on 42 support measures. The portal also provides a selection of success
stories with examples of projects implemented through the use of existing
opportunities.
The Municipal Practices service
ensures the formation of a community for communication and exchange of
experience of municipal officials and provides access to the best practices at
the municipal level. Within its framework, the user can receive assistance from
experts who have already implemented the selected practice in the format of
mentoring and obtain additional expertise.
The Municipal Dialogue service is
aimed at collecting information on the issues in the field of municipal
authorities' work. It also accumulates analytics for the development of
solutions at the federal level. As part of the service, federal project teams
will be created in areas in which anyone can participate.
The Municipal Academy service
provides access to educational courses and programs for professional
development. The tool allows to analyze competencies and build a development
trajectory in the course of training. The service provides for seamless
integration with the educational platform of GSPM RANEPA, where users will have
access to dozens of educational courses and professional development programs.
Users will also be able to train in
programs developed by ANO Dialog Regions as part of the Dialog PRO platform.
The portal is designed for 715,000 active users (including heads of municipalities, municipal officials, municipal deputies, and employees of municipal organizations). An intuitive interface and quick registration, including through social networks, have been created for users. It contains useful services, best practices and opportunities for expert assistance.
The International RUSSIA EXPO is the
most important achievements of the country gathered in one place. Throughout
the entire period of the Exposition, guests can look forward to cultural
events, a rich business and educational program. The expositions of 89 Russian
regions, leading federal departments, corporations and public organizations are
presented to the visitors. The exposition will be held at VDNH in Moscow until
April 12.
