Forum participants will discuss the development of inclusive vocational education: its accessibility and quality, career guidance and employment of people with disabilities and health limitations. The event is organized by the FSBEI SPE "Institute for the Development of Vocational Education" together with the Russian Society "Knowledge".

The Forum opened with a plenary session "Abilympics - the Flagship of Inclusive Vocational Education" with the participation of representatives of the Ministry of Education of the Russian Federation, the Ministry of Science and Higher Education of the Russian Federation, the Ministry of Labor and Social Protection of the Russian Federation, the Ministry of Culture of the Russian Federation, the Institute for the Development of Vocational Education, the Federal Methodological Center for Inclusive Education, the National Center "Abilympics", the Russian Society "Knowledge".

The event was attended by Tatevik Karabekyan, Deputy Director of the Department of State Policy in Secondary Vocational Education and Vocational Training of the Ministry of Education of the Russian Federation; Tatyana Romanova, Vice-Rector of the FSBEI SPE "Institute for the Development of Vocational Education"; Albina Bikbulatova, Director for Work with Educational Organizations of the Russian Society "Knowledge"; Denis Shamgunov, Deputy Director of the Department of Employment and Labor Migration of the Ministry of Labor and Social Protection of the Russian Federation; Yegor Kazakov, Vice-Rector for Inclusive Projects of the Russian State Specialized Academy of Arts; Igor Namakonov, CEO of the Federation of Creative Industries; Svetlana Kharlamova, Head of the Resource Educational and Methodological Center of K.D. Ushinsky Institute of Secondary Vocational Education of Moscow State Pedagogical University; Andrey Pominov, First Deputy Minister of Education and Science, Republic of Tatarstan; Evgenia Matarzhuk, Deputy Minister and Head of the Department of General Education, Ministry of Education and Science of the Khabarovsk region; Svetlana Anokhina, Director of the Center for Social Adaptation and Vocational Training, Moscow Technological College No. 21. The session was moderated by Dina Makeeva, Head of the Federal Methodological Center for Inclusive Education of the National Center "Abilympics".

"This year the Abilympics movement turns ten years old. During these years we have achieved huge results. We started with a very small number of participants, but now we have more than 90 thousand of them. Many of them have grown from schoolchildren to specialists and masters of industrial training", - said the Head of the Federal Methodological Center for Inclusive Education of the National Center "Abilympics" Dina Makeeva.

"The Abilympics movement is one of the priority directions realized by the Ministry of Education of Russia. On the instructions of President Vladimir Vladimirovich Putin, the order of the Russian government established the annual holding of Abilympics championships in Russia. The professional skills championships have been held since 2015, and since 2017 they have been part of the unique presidential program "Russia - Land of Opportunity". Since 2015, 90 thousand people with disabilities and health limitations became participants of Abilympics championships from the age of 14. More than 93% of them have been employed at more than 2.5 thousand enterprises-partners of the movement. The number of Russian subjects where regional championships are held has increased from 29 to 89, and the number of participants has grown from 254 to 21576 people," said Tatyana Romanova, Vice-Rector of the Institute for the Development of Professional Education.

Tatevik Karabekyan in her speech addressed the topic of the tasks that Abilympics faces today.

"The Ministry of Education has a number of tasks for this and the next years in terms of inclusive and secondary vocational education.  I would like to remind you that we have just over 3000 organizations that conduct admission and provide training for persons with disabilities and health limitations. At the same time, enrollment and graduation rates are gradually increasing, and the contingent is also expanding. However, the list of programs for which children are enrolled is roughly the same everywhere and does not always correspond to the list of programs that are the most promising and in demand within a particular subject. Today, the issue of matching personnel to the demands of the labor market is on the agenda. The key indicator in the system of secondary vocational education is employment, so the Abilympics movement development centers and basic vocational organizations have a task to adjust the system of inclusive secondary vocational education to the demands of the labor market," emphasized Tatevik Karabekyan, Deputy Director of the Department of State Policy in Secondary Vocational Education and Vocational Training of the Ministry of Education of the Russian Federation.
