An open dialogue with Tatyana Golikova took place at the National Centre RUSSIA
On December
13, at the National Centre RUSSIA, Tatyana Golikova participated in the series
of open dialogues "100 Questions about the Future of Russia." She
summarized the achievements of national goals in the areas of population
preservation, family support, health improvement, and well-being from 2019 to
2024, discussed how work in these areas will continue, answered questions from
the audience, and online listeners.
"It is
very pleasant to be back at the National Centre RUSSIA. It has become a good
tradition for us to summarize our achievements and set new goals here. This is
where we are seen and heard by an audience that cares about the fate of our
country, our families, our children, and our parents," said Tatyana
Golikova.
According
to her, despite historically difficult demographic circumstances, there is a
positive trend regarding birth rates and the growth of large families with many
children.
"Today,
there are 30 million children and 24.5 million families in Russia. Since 2016,
the number of births of third and subsequent children has been increasing. In
2023, compared to 2016, the total fertility rate rose by 20.4%, contributing to
the growth of large families. Over the past five years, this figure has
increased by 27%, resulting in 2.5 million such families," stated Tatyana
Golikova.
The Deputy
Prime Minister emphasized the symbolic importance of summarizing achievements
at the National Centre RUSSIA as part of the Year of the Family declared by the
President. She discussed how key government support instruments for large
families — maternal capital, benefits for large families, and family mortgages
— are being implemented. According to her, this work will continue under new
national projects.
"The
Year of the is not just a phrase, and I wouldn’t want the achievements of this
year to end with the calendar year. But I think it won’t be the case. Not by
accident, starting from January 1, 2025, we are launching the national project
'Family,' which is the largest in terms of financial allocation: 18 trillion
rubles for 6 years, as planned today," said Tatyana Golikova.
She also
noted that one of the most important issues for families with children is
balancing family responsibilities with professional self-fulfillment. To
achieve this, the creation of relevant infrastructure is necessary.
Specifically, under the national project "Demography," about 1.7
thousand kindergartens have been built across the country since 2019.
A crucial
aspect is employment and ensuring the economy has a qualified workforce. In
recent years, the strategy in the employment sector has been significantly
revised. A targeted, client-centered approach to providing services to citizens
and organizations has been introduced, and the appearance of employment
centres, now called "Work in Russia," is changing.
"They
are becoming not centres for the unemployed but centres of assistance in job
searching, where employers have become the main clients. Now, recruitment
centers will help find employees, form a personnel reserve, and develop
long-term workforce strategies. It is encouraging that this resource is gaining
momentum. We expect that by the end of the year, every third employment center
will undergo transformation, and by 2028, the entire employment service will be
modernized, becoming a new, contemporary center providing employment services
to all participants in this process," said the Deputy Prime Minister.
Great
attention within the framework of national projects has been paid to the
medical care of the population. Since 2019, more than 6,000 healthcare
facilities have been created across the country. Starting in 2021, under the
President’s directive, a program for the modernization of primary healthcare
has been launched. Within this framework, more than 1,300 healthcare facilities
have been constructed or renovated, and over 5,500 buildings have been
repaired.
"It is
important that two-thirds of these transformations took place in rural areas
and small towns, which means that the accessibility of primary healthcare
institutions has increased by an estimated 32%. This work will also continue
within the new national project 'Prolonged and Active Life.' Most importantly,
nearly 100 million of our citizens — a significant portion of our country —
underwent medical check-ups in 2024 alone. This, in turn, means the early
detection of many diseases, timely registration, and the provision of necessary
medical assistance," emphasized the guest of the studio.
Tatyana Golikova also highlighted that programs promoting active longevity, a system of long-term care, and the introduction of new types of social service institutions — where living conditions are close to family environments — play a significant role in enhancing the quality and length of life. Of course, an essential aspect of well-being is culture, the development of which is also supported by national projects. These include the provision of equipment for theaters and philharmonic halls, the construction of children’s art schools, the renovation of libraries, and the support of federal educational institutions that serve as flagships in training specialists for creative education. "But the most important reason behind these efforts: there should be more of us, and this is the main goal," concluded Tatyana Golikova.
The series
of open dialogues "100 Questions about the Future of Russia" at the
National Centre RUSSIA is dedicated to the national development goals of the
country for the period up to 2030 and prospects until 2036. Participants in the
meetings include representatives of federal executive authorities of the
Russian Federation, regional speakers, members of the business community,
public organizations and associations, and experts in various fields.

The
National Centre RUSSIA was established by order of the President of the Russian
Federation, Vladimir Putin, to preserve the legacy of the International RUSSIA
EXPO and to showcase the achievements of the country and its citizens on a
