On 19 August, the All-Russian Pedagogical Congress finished its work at the National Centre RUSSIA. The event brought together 1,300 educators from all regions of the country, researchers from the Russian Academy of Education and the Russian Academy of Sciences, deputies of the State Duma and senators, representatives of executive authorities and public organizations. One of the key topics of the discussion was the Education Development Strategy up to 2036.

The delegates were greeted by Dmitry Chernyshenko, Deputy Prime Minister of Russia, Sergey Kravtsov, Minister of Education of the Russian Federation, Valery Falkov, Head of the Ministry of Education and Science of the Russian Federation, Anzor Muzaev, Head of Rosobrnadzor, Denis Ashirov, State Secretary and Deputy Head of Rosmolodezh, Irina Belykh, Chairman of the State Duma Committee on Education.

Speaking to the participants of the All-Russian Pedagogical Congress, Dmitry Chernyshenko said that the feedback received was taken into account when preparing the Strategy and action plan. Thus, the school remains the second most important institution after the family in shaping the patriotic feelings of citizens, the index of pride in the country increased 2.6 times from 2021 to 2024, and the share of schoolchildren who want to go abroad decreased from 23% to 7% in three years. The positive assessment of the general education system doubled from 2016 to 2024. 97% of respondents believe that young people in Russia have every opportunity to realize their abilities.

A survey "The Future of Education in Russia" was conducted on the Gosuslugi portal, and about 340 thousand respondents took part in it. Discussions of the Strategy took place in each region, and a centralized collection of proposals from the regions was organized. As a result, more than a thousand of them were collected.

The key aspects of changing the educational strategy were discussed at strategic sessions with Prime Minister Mikhail Mishustin, in the State Duma, during government hours chaired by Vyacheslav Volodin, and in the Federation Council under the chairmanship of Valentina Matvienko. In total, about 900 questions and suggestions were received from the State Duma deputies and senators.

The Deputy Prime Minister noted that qualitative challenges were formulated, as well as the purpose, mission and values of the Strategy. They were compared with the basic documents. The main performance indicators of the Strategy will reflect top-level changes in education, both qualitative and quantitative.

"The most important stage of discussion of the Strategy is starting now. In August, the whole country will join the discussion at the teachers' councils, and we will summarize the results at the Classroom Teachers' Forum. Work on the document will continue during this year. And when the Strategy is approved by presidential decree, we will begin to work out a plan for its implementation. I am confident that the Congress will become a platform for constructive dialogue, bold ideas and particular solutions, as well as for initiatives which will strengthen Russia's leadership position in the field of education," Dmitry Chernyshenko emphasized.

In his speech, Sergey Kravtsov, Minister of Education of the Russian Federation, spoke about the achievements that have been reached in recent years. Thanks to the National Project "Education", large-scale infrastructure projects were launched in 2019, and education regained its consistency. Centralization of management has returned, unified educational programmes and federal work programs synchronized with the GIA have been developed and approved. Upbringing has become an integral part of education again, starting in kindergarten.

Positions of education advisers to the director have been introduced in schools and colleges. Unified state textbooks come to replace dozens of different textbooks on every subject. Thanks to the attention paid to all school subjects, including new ones ("Fundamentals of Security and Defense of the Motherland" and "Labor"), a broad outlook of schoolchildren is ensured.

Weekly classes "Conversations About Important Things" and "Russia is My Horizons" are held in all schools of the country. All schools are connected to the unified digital FGIS platform "My School" and to the library of verified electronic educational materials.

"The decisions that we made and their implementation allowed us to achieve significant results in six years. Russia has entered the top ten countries in terms of the quality of general education, and the proportion of lagging schoolchildren has decreased from 25% to 15%. Participation in science Olympiads has ceased to be something elitist. In 2025, 8 million schoolchildren, which is 2 million more than in 2019, participated in the All-Russian School Olympiad. Last year, 79% of the gold medals at international science Olympiads were taken by the Russian participants. In 2019, this figure was only 52%," Sergey Kravtsov noted.

The head of the Ministry of Education of Russia outlined the importance of the key topic of the All-Russian Pedagogical Congress — the discussion of the Education Development Strategy.

As part of the implementation of the comprehensive programme, it is necessary to strengthen the unified system of work on children's upbringing at all levels of education, to create tools for updating the content of education, technologies and teaching methods. They should ensure the fundamentality, flexibility and adaptability of key educational programmes based on advanced scientific achievements, at the same time taking into account the changing demands of the state, society and the labor market. It is also necessary to introduce a systematic approach to the organization and conduct of the educational process, to develop tools for international humanitarian cooperation, and to expand the formats of historical education.

In addition, the key tasks include ensuring the early harmonious development of each child's abilities. It is to be done through mathematical, natural science, research, inventive, artistic, sports and musical components of educational programmes. Also, the key tasks set the goal of training highly qualified personnel to meet the needs of economy, humanities and technology, and suggest ways of solving other urgent tasks.

"The success of the Strategy depends on the main wealth of the Russian education system — the teachers. Thanks to their work all the educational results are achieved that the country is proud of. And they, in close cooperation with their students' families, are educating Russian patriots, worthy citizens of the country, and the future professionals who will ensure our leadership in the technical and humanitarian fields. Neither artificial intelligence nor any other information technology will ever be able to replace a teacher. Because spirituality, morality, culture, and life values can be instilled in a person only by another person. Our task is to pay teachers attention, to ensure decent salary and conditions for their noble work," Sergey Kravtsov emphasized.

Valery Falkov, Minister of Higher Education and Science of the Russian Federation, also took part in the work of the All-Russian Pedagogical Congress. As he noted, a comprehensive response to all the challenges mentioned in the Education Development Strategy is contained in the new model of higher education.

"All our key tools that we have created in recent years: the large-scale university support programme "Priority 2030", advanced engineering schools, student design bureaus, and many others, are aimed at transforming the higher education system. We formulated this task for ourselves several years ago, and we are consistently and purposefully moving towards achieving this result, carefully and evolutionarily changing the existing system. A comprehensive response to all the challenges outlined in the Strategy is the transition to a new model of higher education," said Valery Falkov.

A panel discussion "The Voice of the School, University and College: Education Through the Eyes of Practitioners" was also held at the Congress.

The participants and guests of the event also visited the exposition of educational achievements and the "Journey Across Russia" display.
