Start of selection for the fifth cohort of the "Muravyov-Amursky — 2030" programme launched at the National Centre RUSSIA
A ceremonial event marking the launch of selection for the fifth cohort of the personnel training programme for public service and development institutions of the Far East and the Arctic, "Muravyov-Amursky — 2030", was held at the National Centre RUSSIA. Participants attended a series of expert lectures and discussions. The agenda included an introduction to the specifics of internships in federal executive authorities, discussion of project-based work in key areas of development for the Far Eastern and Arctic regions, and consideration of issues related to audit and interbudgetary relations.
"We have reached our first, albeit modest, but still
milestone — the fifth cohort. These five years have certainly not gone
unnoticed: over this time, the programme has delivered exactly the results we
were aiming for. We discussed, fine-tuned and calibrated every element of the
programme with great care and deliberation. Yury Petrovich Trutnev, with his
trademark demanding approach, set a high standard, guiding us towards the
creation of a precise and sustainable mechanism. Sergei Vladilenovich Kiriyenko
shared valuable recommendations, drawing on his experience of major federal
initiatives. Everyone involved in the creation of the project viewed it as
unique from the outset — unique to the same extent as the territories we are
developing together, such as the Far East and the Arctic," said the
Minister for the Development of the Far East and the Arctic, Alexei Chekunkov,
addressing the participants.
The Minister emphasised that the Far East and the Arctic
account for more than half of the country’s territory and concentrate its key
resources, which means their development requires new management approaches in
a changing world. He noted that the "Muravyov-Amursky" programme is
not a classical educational course, but a practical pathway for training a new
generation of civil servants through work on real-world regional development
challenges.
"'Muravyov-Amursky — 2030' is one of the strongest and most significant personnel training programmes. Those who have already become participants are fortunate. Those who will join will be no less fortunate. As a regional leader, I understand better than anyone how important professional and motivated personnel are today — people who understand what it means to create for the benefit of the country and the Far East, the largest region of the Russian Federation, which the President of the Russian Federation, Vladimir Putin, has designated as an absolute priority for the entire 21st century. 'Muravyov-Amursky' is not just about knowledge; it is a tool for achieving a goal and realising one’s dream — for becoming the person one has always aspired to be. It is this programme that creates an environment in which service to our great country can be combined with concrete solutions and tangible results," said the Governor of the Jewish Autonomous Region, Maria Kostyuk.
The aim of the programme is to build a team for public
service and development institutions of the Far East and the Arctic. The team
will include the very best candidates who are ready to link their lives with
the Far East and the Arctic and bring new tools and practices into public
service. Russian citizens aged between 21 and 35 inclusive, with at least two
years of professional experience in their field, may apply to take part.
Training under the "Muravyov-Amursky — 2030"
programme is free of charge, provided that graduates subsequently take up
positions in public service in the regions of the Far East and the Arctic. Upon
completion, participants will receive a professional retraining diploma from
the Skolkovo School of Management and partner universities, and will be
included in the civil service talent pool. The programme involves full
immersion in the work of government bodies and the regions of the Far Eastern
Federal District and the Arctic Zone of the Russian Federation, familiarising
participants with regional specifics, taking into account nine time zones,
extreme climatic conditions and emergency situations.
"What does the selection process consist of? It
includes two stages — remote and in-person. Registration opens today, giving
everyone the opportunity to submit an application form for review. The next
stage will include a video introduction and two tests. Based on the results, we
will select 250 candidates who will be invited to take part in the in-person
selection stage in Vladivostok. Participants will be required to write an essay
and complete an in-person assessment exercise. Candidates will then undergo
interviews with regional coordinators and federal mentors. On 25 May, we will
determine those who will become part of the fifth cohort of the
"Muravyov-Amursky" programme. Over the course of a year, participants
will attend nine in-person modules, as well as complete remote work amounting
to thousands of academic hours. Upon completion of training and in parallel
with the educational programme, participants will be supported by mentoring and
employment programmes. In total, 19 regions of the Far East and the Arctic are
involved in the programme as employers, along with at least 50 mentors
integrated into the educational process," explained the Head of the
"Muravyov-Amursky — 2030" programme, Ksenia Kishkareva.
Selection began on 21 January and will run until 16 March
2026. Graduation of the fifth cohort is scheduled for April 2027.
Since the programme’s launch, 149 graduates from 39 regions
of the country have completed it. Of these, 100 have successfully taken up
employment: five head regional executive authorities, nine work as deputy
ministers, and 11 hold senior management positions in organisations. The
professional activities of graduates span key sectors, including investment,
economics and construction, education, healthcare, housing and utilities,
tourism, IT, social policy and road infrastructure. More information about the
