More than a billion square meters by 2030: plans of the construction industry revealed at the RUSSIA EXPO
A meeting
of the board of the Ministry of Construction, Housing and Utilities of Russia
was held at the RUSSIA EXPO. On the Construction Industry Day at the
Exposition, it was held in a plenary format with the participation of business
representatives and the largest organizations of the industry for the first
time. Here they presented the results of work for the last 20 years.
The
industry faces ambitious tasks to create a comfortable environment for the
citizens of Russia, said Marat Khusnullin, Deputy Prime Minister of Russia.
Last year the country built 110.1 million square meters of housing, with more
than 51 million square meters of apartment buildings - this is plus 12%
compared to 2022. Also, about 59 million square meters pertain to individual
housing construction, which is also a record high in Russia's history.
"The
President has set for us very ambitious strategic objectives, national goals to
be achieved no later than 2030. This is the improvement of housing conditions
for at least five million families annually, housing commissioning - at least
120 million square meters. Thus, we have to build more than a billion square
meters by 2030. That is, every fifth meter in the country should be new,"
said Marat Khusnullin.
It is also
assumed that by 2030 the quality of urban environment will improve one and a
half times, 85% of the road network in large urban agglomerations will be
brought to the regulatory state. In addition, utility networks will also be
renewed, said Deputy Prime Minister.
"The construction industry continued active growth in 2023. According to Rosstat data for 2020 - 2023, the volume of work in construction increased by 23%. Including the results of 2023, we see growth of almost 7%. In terms of volume the construction industry, together with related industries, occupies 13.4% of the economy. The sector employs 11.5 million people - that's 16% of all workers in the country. The sector affects everyone in our country - through housing and utilities, through roads," emphasized Marat Khusnullin.
Over the
past 20 years, 1.45 billion square meters of housing have been built in Russia,
said Minister of Construction, Housing and Utilities Irek Faizullin. Since
2017, 26 million families have improved their housing conditions.
"The
volume of housing construction since 2004 has increased more than two and a
half times - it was 41 million in 2004, 30 million in 2000, and today more than
110 million have already been commissioned in the country. Achievement of such
indicators is largely the merit of those people who carry out this work in our
regions and businesses," said Irek Faizullin.
The
construction speed is largely influenced by the system of industry support
formed in Russia. In particular, there is a program to stimulate housing
construction and infrastructure menu, said the head of the Ministry of
Construction. In addition, procedures in construction have been reduced from
134 to 32, 25 procedures have been transferred to electronic form. Much work is
being done in the sphere of housing and utilities - concession mechanisms have
been launched, almost 2.5 thousand relevant contracts have been concluded. In
addition, there are almost 1,500 objects under the project Clean Water, 136 -
under the Revitalization of the Volga River. The capital repair program is also
working - 45 thousand houses will be repaired in 2023 alone. During the same
period, almost 193 thousand people were relocated from dilapidated and
emergency housing. In Donbass, more than 18 thousand objects have been
restored.
"All
this is happening only thanks to the support of the President and the
Government. We will continue to work on improving our own result. There are a
lot of tasks - I thank everyone greatly for their work," concluded Irek
Faizullin.
According
to the conducted surveys, business notes the improvement of business climate in
Russia, emphasized the President of the Russian Union of Industrialists and
Entrepreneurs Alexander Shokhin. Companies are also implementing large
investment projects - and their number is growing. Most of them are related to
the construction industry.
"This
positive trend in investment is largely due to the fact that effective
mechanisms of interaction between business and government have been established
in recent years. Over these 15 years, regulatory impact assessment of draft
regulatory acts has been introduced, starting from laws and ending with
departmental acts. The assessment of the actual impact of acts, the regulatory
guillotine, the reform of the supervisory and control industry as a whole, and
road maps have also made their way into existence. If we talk about the
regulatory guillotine and roadmaps, it seems to us that the most striking
example here is the interaction between the RUIE and the Ministry of
Construction," said Alexander Shokhin.
The
International RUSSIA EXPO is the most important achievements of the country
gathered in one place. During the entire time of the Exposition, guests are
welcomed by cultural events, a rich business and educational program. The expositions of 89 Russian regions,
leading federal departments, corporations and public organizations are
presented to the visitors.
