At the National Centre RUSSIA in Moscow, Deputy Prime Minister of Russia Dmitry Chernyshenko welcomed participants of the plenary session of the All-Russian seminar-meeting with heads of juvenile affairs units (PDN) and temporary detention centres for juvenile offenders of the territorial bodies of the Ministry of Internal Affairs of Russia. The event is dedicated to a significant date — the 90th anniversary of the establishment of the Juvenile Affairs Service.

The All-Russian seminar-meeting was opened by the First Deputy Minister of Internal Affairs of the Russian Federation, Colonel-General Alexander Gorovoy.

Dmitry Chernyshenko noted that behind this date are decades of selfless work, thousands of saved destinies and continuous service to the cause of protecting the most precious thing we have — our children.

He thanked the employees for their important and responsible work in educating patriotic and socially responsible citizens of our country.

"This is one of the most important contributions to the future development of our society and a national goal set by President Vladimir Vladimirovich Putin. Your service is a key link in promoting educational initiatives and projects. You instil in the younger generation our traditional spiritual and moral values, form moral guidelines for children, which are reflected in the Decree of our President Vladimir Putin. This is a significant contribution to the security of Russia's future and the implementation of the state's strategic priorities", said Dmitry Chernyshenko.

He also reported that more than 15 thousand juvenile affairs officers are included in the coordinated work of municipal and regional commissions for juvenile affairs and protection of their rights. More than 400 thousand children and their parents, who are on various types of records, are annually included in the system of preventive work. This helps to solve a systemic task — to prevent juvenile delinquency and to conduct prevention of family problems.

Dmitry Chernyshenko also presented letters of gratitude to employees of the Ministry of Internal Affairs of Russia.

First Deputy Chief of Staff of the Presidential Executive Office Sergei Kiriyenko sent greetings to the participants: "I thank you for your dedication to the cause, for your concern and endless commitment, because often it is you who are the first to extend a helping hand to children and their parents in difficult life situations, subsequently influencing the fate of young people."

The Head of Rosmolodezh Grigory Gurov noted that the prevention of destructive phenomena in the youth environment is built around three key elements: information security, sociocultural work and development of opportunities for youth self-realisation.

"This year, Rosmolodezh has already begun developing a Set of measures to prevent negative social manifestations in the youth environment for 2025-2028. We involve young people in volunteering, patriotic education, develop youth policy infrastructure, strengthen international cooperation and provide grant support to young authors of socio-economic projects. It is important to us that young people feel the support of the state, could find their way in life and be happy. Our work should help cultivate immunity to propaganda and romanticisation of destructive behaviour, create conditions where society itself will actively counteract the spread of antisocial phenomena", noted Grigory Gurov.

The event was also attended by Deputy Head of the Presidential Executive Office's Department for Social Projects Alexei Avetisov, Chairman of the State Duma Committee on Youth Policy Artyom Metelev, First Deputy Minister of Education of the Russian Federation Vladimir Zhelonkin, Deputy Minister of Science and Higher Education of the Russian Federation Olga Petrova.
