The results of the All-Russian municipal award "Service" were summed up at the National Centre RUSSIA

The meeting of the Supervisory Board of the 2nd All-Russian municipal award "Service," at which the results of the public vote were announced, took place on April 14, 2025, at the National Centre RUSSIA.

The award is held by order of the President of the Russian Federation Vladimir Putin and is granted to outstanding representatives of the municipal community — officials who have made a special contribution to the development of municipalities and to improving the quality of life of citizens. The award is organized by the All-Russian Association for the Development of Local Self-Government (VARMSU) with the support of the Presidential Executive Office of the Russian Federation.

Representatives of federal authorities, public organizations, educational and research centres took part in the meeting of the Supervisory Board. The event was chaired by the First Deputy Chief of Staff of the Presidential Executive Office of the Russian Federation Sergei Kiriyenko.

"Representatives of the municipal community bear the responsibility for making decisions on the ground; they are the closest level of government to the people, and the public’s attitude toward the entire system of public authority depends on the quality of their work and their openness to direct dialogue. Many strong and interesting applications were submitted for the award. It is clear how many bright, professional, and decent people work and serve in the system of local self-government. These are the people we need to talk about. For them, their small homeland is not just a territory — it is their native land, where they have the opportunity to make people’s lives better," noted Sergei Kiriyenko.

During the meeting, the results of the public vote were presented. The vote was held on the public services portal from March 31 to April 13, 2025, and was open to all Russian citizens with a registered account. Nearly 1 million votes were cast for the projects.

The members of the Supervisory Board approved the winners and awardees in ten categories:

• "Courage and heroism — in service to the Motherland";

• "Family well-being — a priority of the state";

• "Great legacy — for future generations";

• "Strengthening partnerships — expanding opportunities";

• "Caring for the families of heroes — a contribution to common victory";

• "The institution of mentorship — for the future of the country";

• "Everyone’s initiative — shared success";

• "Territorial development — well-being of residents";

• "Young professionals — in service to the country";

• "Direct dialogue — trust in authority".

This year, 41,313 applications for the award were submitted from all regions of the country — twice as many as last year. The projects were presented by heads of municipalities, municipal officials and employees of municipal organizations, municipal deputies, chairpersons and members of territorial public self-government bodies (TOS), village elders, executive directors, and staff of municipal councils. Importantly, the award supports initiatives that reflect an internal desire to serve people and one’s municipality.

Co-Chair of the VARMSU and member of the Presidium of the Council under the President of the Russian Federation for the Development of Local Self-Government Irina Guseva noted that today municipal authorities are not only a part of the administrative vertical, but also an environment of trust, cooperation, and genuine service to the people.

"In VARMSU, we see our mission not only as the development of the local self-government institution, but also as the support of those who make this system lively, humane, and effective. The selection process was not easy. Nearly one million votes were cast for the award participants. Many worthy projects were submitted from various corners of the country by people of all ages. Alongside stories of heroic everyday life in border areas, there are also admirable examples from ordinary life — the development of the institution of mentorship, the preservation of historical memory. All of them are united by one thing — the desire to serve their native land and its people," said Irina Guseva.

The award ceremony for the winners and laureates of the "Service" award will take place on 21 April 2025 as part of the 2nd All-Russian municipal forum "Small Homeland — the Strength of Russia" at the National Centre RUSSIA.

Approximately 4,000 participants from 89 regions of the Russian Federation will take part in the forum: representatives of local self-government, federal and regional authorities, business, public organizations, and experts.

The forum's business programme will include panel sessions, discussion platforms, and lectures on current issues of the national and municipal agenda.
