How to attract young people to rural territory management: forum results at the National Centre RUSSIA
The
All-Russian Forum "Transformation of the State and Municipal
Administration System in the Paradigm of a New Spatial Development Model:
Challenges for Rural Territories and Small Towns" took place on June 5,
2025 in the "Space of Opportunities" at the National Centre RUSSIA.
The Forum
is an esteemed expert platform for discussing topical issues and development
directions of the state and municipal administration system in the context of
current spatial development tasks: developing scientific, educational and youth
policy to attract young people to managerial activities in local
self-government bodies, strengthening cooperation between educational and youth
organisations, technological partners, and the scientific community.
Within the
framework of the Forum, experts discussed key aspects of managing the
socio-economic development of rural territories and small towns:
— Rural personnel: how to attract and motivate young people to implement the main directions of Russia's spatial development strategy.
— Scientific research and key directions for agricultural business development: the sustainable development agenda and growth points for rural youth.
— Psychology of choice: how to create comfortable conditions for young people to work in the country's rural territories.
— Rural economy: key challenges and growth engine.
— Lean production in rural areas; improving production and management processes in agricultural business and territorial management.
— Project activities in rural development: technologies and practices.
— Rural GR: new tools and technologies.
— Public health management in rural territories and small towns: challenges, trends and opportunities.

Implementation of the "Vernadsky Classes" project: developing
specialised management training for rural youth.
Forum
speakers included Deputy Minister of Agriculture of the Russian Federation
Ksenia Shevelkina, Deputy Minister of Science and Higher Education of the
Russian Federation Olga Petrova, State Duma Deputy Anna Skroznikova, Director
of the Department for Work with Educational Organisations of the Russian
society Znanie Albina Bikbulatova, and heads of local self-government bodies.
The
"Space of Opportunities" is the result of joint work by the largest
public organisations: Movement of the First, Rosmolodezh, the "Russia —
Land of Opportunity" platform, the Russian society Znanie and the National
Centre RUSSIA.
More than 170 couples from across Russia have already submitted applications to take part in the second All-Russian wedding festival "Russia.
Through play-based activities, children learn about architecture, architects, and their role in society.
