The Ministry of Industry and Trade outlined the measures of state support for the medical and pharmaceutical industries
On May 16,
the RUSSIA EXPO held a thematic day "Modern Technologies for Health
Preservation". The plenary session was dedicated to the national project for
the development of modern medical technologies - "New Technologies for Health
Preservation". Deputy Minister of Industry and Trade of the Russian Federation
Ekaterina Priezzheva took part in the event.
The
participants learned about the main results of the development of the medical
and pharmaceutical industry and proposals to flesh out the new national project
for the development of modern health preservation technologies. The development
of the national project is being carried out on the instructions of the
President of the Russian Federation Vladimir Putin.
Ekaterina
Priezzheva, Deputy Head of the Ministry of Industry and Trade of Russia, said
that since 2014, the market volume of medical products in value terms has
increased by 2.5 times, in pharmaceuticals - by 1.5 times. She called the
results in the field of import substitution one of the main achievements.
“In the
growing markets, we have managed not only to maintain, but even to increase the
share of domestic products. For example, in 2023, its share amounted to 28.5%
in the medical industry and 36.8% in the pharmaceutical industry. In absolute
terms, the growth was four times for medical devices and three and a half times
for pharmaceuticals. The share of domestic medicines in physical terms as of
2023 is 63%. That is, two-thirds of products as of the end of the previous year
are domestic,” emphasized Ekaterina Priezzheva, Deputy Head of the Ministry of
Industry and Trade of Russia, adding that the average annual growth rate
remains high and is currently more than 10%.

Priezzheva emphasized that such results became possible due to the measures of
systematic state support provided to domestic manufacturers. The state provided
support for 1,700 projects worth more than 227 billion rubles.
“Now, when
we have already developed the necessary competencies and modernized production,
it is necessary to focus on deepening localization in order to ensure the raw
material independence of manufacturers, and focus on our own developments,
localization of production, increasing the share of exports,” she said
In her
speech, the deputy minister announced details of the implementation of such
projects as the “Pharma-2030” strategy, the plan for the development of the
medical industry until 2030, the new federal project “Industry for Healthcare”.
Such goals as transition from import substitution to advancing over import,
consistent deepening of localization, stimulation of domestic developments,
increasing the share of exports and introduction of new locally produced goods
into medical practice were named as benchmarks.
Ekaterina
Priezzheva assured that the government, represented by the Russian Ministry of
Industry and Trade, will consistently continue to support the medical and
pharmaceutical industry, maintaining both existing measures and introducing new
forms of assistance, the main content of which will be to facilitate access to
investment and provide accelerated and facilitated access to sales markets.
