Young scientists from the Tula region discussed the development of scientific and innovative projects at the National Centre RUSSIA
On 17 September, at the exposition "Region-2030.
Platform of the Future" in the National Centre RUSSIA, as part of the Tula
Region Days, another meeting of the Council of Young Scientists and Specialists
of the region took place. The event was chaired by Mikhail Panteleyev, First
Deputy Governor and Chairman of the Government of the Tula Region.
Mikhail Panteleyev thanked the researchers for their
contribution to the development of scientific fields.
"The results of your research are of great importance
for the economy and social sphere of our region. Joint work of the Government
of the Tula Region, universities and enterprises makes it possible to create
conditions for our youth to realise their potential at home — on Tula land.
Over the past few years, we have increased support for science and higher
education through regional funding," said the Chairman of the Government
of the Tula Region.
Mikhail Panteleyev noted that the Tula region was among the
first regions to approve a state programme for scientific and technological
development, with a regional budget currently amounting to 1.6 billion roubles
until 2028. These funds are directed towards equipping laboratory
infrastructure, creating and improving educational spaces, and financing
support measures for young scientists.
Significant progress has been achieved in the development of
new materials, medicines, instrumentation and biochemical technologies.
Research in these areas has expanded in the region’s universities. Thanks in
part to this, the Tula region maintains high positions in the shipment of
innovative goods and services: 4th place in the Central Federal District and
10th place in Russia.
The Chairman of the Government also spoke about the key
results of the side event of the Congress of Young Scientists held in the Hero
City of Tula. He stressed that the project tasks for the experts participating
in the side event were chosen in line with the regional agenda.
"The side event became an effective platform for
jointly forming a qualified regional demand for priority scientific research
and development," emphasised Mikhail Panteleyev.
Anton Pankratov, Chairman of the Committee for Science and
Innovation of the Tula region, reported on the participation of the regional
delegation in the 5th Congress of Young Scientists, which will be held from 26
to 28 November at the Sirius federal territory.
The participants summed up the work of the Council for 2025
and discussed priority areas for 2026–2030, including the introduction of new
tools for developing scientific and innovative projects.
"While drawing up the Council’s work plan for 2026, it
is important to ensure its alignment with the region’s programme for scientific
and technological development. This will allow us to focus on priority areas,
use available resources effectively and achieve maximum synergy in developing
the scientific potential of the Tula region," said the Chairman of the
Government of the Tula Region.
The Council also discussed scientific projects of the Agency
for Strategic Initiatives, initiated by universities.
"I am confident that today’s meeting of the Council will
enable us to develop effective solutions for the further development of the
region’s scientific potential. Together, we can create favourable conditions
for the implementation of the boldest scientific ideas and projects for the
benefit of the Tula region," emphasised Mikhail Panteleyev, instructing
Anton Pankratov to reformat the Council’s work. Within the Council, working
groups will be created to develop various measures to support scientists and to
introduce best practices from other regions.
Mikhail Panteleyev also presented the annual prizes of the
Government of the Tula region to the best young scientists. This year’s winners
included researchers from Tula State University, Lev Tolstoy University, the
Central Design Bureau for Instrument Engineering, and the Tula branch of the
All-Russian State University of Justice.
