On May 25, Pavilion No. 75 hosted an expert session titled "The New Look of the Far East Cities: Tools for Implementing Master Plans". Representatives from federal and regional authorities, development institutions, and industry organizations deliberated on approaches and mechanisms for implementing master plans for city development in the Far East. The session was moderated by Andrei Konovalov, Director of the Territorial Development Department at the Far East and Arctic Development Corporation (FEDC).

"The cities in the Far East are undergoing transformation — work is in full swing, and we already see initial projects coming to fruition. Presently, 22 master plans for cities and agglomerations are in execution. To manage such a large-scale program, the City Renovation Headquarters, led by Alexei Chekunkov, Head of the Russian Ministry for the Development of the Russian Far East, oversees operations. This Headquarters facilitates coordination among regional and municipal leaders in the Far East, as well as representatives from federal ministries and agencies. Additionally, the Ministry for the Development of the Russian Far East has established a project office, assigning a responsible manager to each city," said Andrei Konovalov.

Isolda Nenilina, Project Manager at the Department of Support of Construction, Housing, and Utilities Projects of the Federal Agency "RosCapStroy" under the Ministry of Construction, Housing, and Utilities of Russia, discussed program development within the federal project aimed at creating a comfortable urban environment in the Far Eastern Federal District (FEFD) and across Russia.

"We have numerous opportunities to enhance territories within the 'Formation of a Comfortable Urban Environment' federal project. This includes state program implementations and nationwide voting on territory selection. Notably, yard territories are upgraded based on popular votes. Following last year's voting, 535 territories in the Far Eastern Federal District will undergo improvements," Isolda Nenilina remarked.

Anton Glushkov, Minister and Chief Architect of the Primorye region within the Ministry of Architecture and Urban Planning Policy of the Primorye region, shared insights on master plan implementation within the region.

"To date, the Primorye region has developed master plans for six cities. These plans were endorsed at the close of last year as part of long-term programs, which further delineate goals and objectives. Currently, we are focused on updating normative and legal acts to more actively address integrated territory development issues," emphasized Anton Glushkov.

Maxim Sabirjanov, Head of the Medium-sized Enterprise (MSE) "Infrastructure Projects" at the "Fund for Territorial Development", outlined the outcomes of projects executed under infrastructure budget loans (IBL).

"The IBL mechanism will be extended post-2025, with an annual allocation of at least 250 billion rubles in new loans to Russian regions. It's noteworthy that the regions themselves determine the projects for which they seek financing. We are confident that the Far Eastern Federal District will continue to actively participate in projects aimed at enhancing the region's residents' quality of life," stated Maxim Sabirjanov.

The International RUSSIA EXPO showcases the country's most significant achievements in one venue. Throughout the Exposition, guests can expect cultural events and a robust business and educational program. Expositions from 89 Russian regions, leading federal departments, corporations, and public organizations offer visitors a comprehensive view. With over 14 million visitors already, the International RUSSIA EXPO runs at VDNH in Moscow from November 4 to July 8.
