The main directions of the future national project "Personnel", as well as the experience in the field of vocational education gained in the regions, were discussed at the RUSSIA EXPO during the National Priorities Day.

Opening the plenary session "Opportunities of the Future: Personnel", Deputy Prime Minister of the Russian Federation Tatyana Golikova emphasized the strategic importance of manpower provision for the economy.

"The fulfillment of such strategic tasks as import substitution and ensuring the technological sovereignty of our country depends on the quality of employment. Today, unemployment is at a historical minimum of 2.8%. In the perspective until 2030, the number of employed will increase by 2.4 million people. The greatest need for personnel is forecasted in manufacturing industries, transportation and storage, healthcare and social services, scientific and research activities and IT," said Tatyana Golikova.

The Deputy Prime Minister noted that for the priority industries alone it is necessary to train about one million additional specialists in the next five years. In this regard, the main directions of the "Personnel" national project will be: the creation of a system of human resources management, training for key sectors of the economy and the creation of a network of modern campuses, as well as support for the employment of women coming out of maternity leave, young people, senior workers.

"By the end of 2024, Russia will have almost 900 modern employment centers - that's every third CPE (Center of Public Employment). Next year, employment services in 18 more regions will undergo comprehensive modernization. All 100% of employment centers will be transformed in 2028. Almost 20 thousand career counselors have already undergone retraining. Effective employment support tools - retraining, subsidies, targeted support for job seekers, support for labour mobility - will be expanded and fine-tuned," said Anton Kotyakov, Minister of Labour and Social Protection of the Russian Federation.

Special attention is paid to the training of young specialists. As the Minister noted, the education system will be guided by a five-year forecast of staffing needs of the labour market in the context of industries. The first such forecast, prepared with regard to the economic demand, labour productivity growth rates and demographic trends, will be presented at the end of 2024. The prospective demand of 83.4 thousand enterprises employing almost 12 million employees has already been studied. Business associations, sectoral departments and employment centers have been involved in this work.

The efficiency of personnel training will be ensured by educational programs based on two-component professional standards. According to the Head of the Ministry of Labour of Russia, in 2025 the updating of part of the existing standards will be completed, and the full transition to this principle will take place by the end of 2030. The development of digital services for the labour market will also continue - this is operational monitoring of the situation on the labour market, monitoring of graduate employment, which will be the basis for rating educational organizations by employment rate, as well as the service "Internships and Practices".

"It is necessary to give a young person a fundamental education, so that in the future it would be possible, if necessary, to change profession, so that they would have such competencies and skills that would allow them to find themselves, receive a decent salary, and develop their country. The national project "Personnel" and the project "Professionality" are dedicated to this. Today, more than 60 percent of 9th grade graduates continue their education in college. College education is becoming prestigious. By completing the "Professionality" program, the graduate becomes a professional and receives professional knowledge from the first minutes of training," said the Minister of Education of the Russian Federation Sergei Kravtsov.

As the Head of the Ministry of Education noted, in 2024 more than 137 thousand specialists of the new format will become graduates of the "Professionality" project. By 2026, the project will cover all 89 regions. Today there are 1600 enterprises among the participants, by 2030 there will be 4000 of them.

After the plenary session, Tatyana Golikova, Anton Kotyakov and Sergei Kravtsov visited the regional stands located in Pavilion No. 75 of VDNH. The exposition of the Moscow region presented the work of the unique agricultural laboratory of the Kolomna technical school and the project "Vocational Guidance for Parents". At the stand of the Kaluga region, students and teachers spoke about the experience of the regional stage of the championship movement "Professionals" at the Federal Technopark of Professional Education, and at the exposition of the Nizhny Novgorod region, representatives of professional education organizations invited guests to the opening of the Youth Forum of Professionality ambassadors, which will be held in Nizhny Novgorod.

In addition, the business program included panel discussions: "Youth Employment: Instruments of Growth" and "Professionality: Future-Sized Education". During the thematic day of young job seekers at the exposition of the Ministry of Labour of Russia "Family. Work. Longevity" (Pavilion C1), a career dictation was held, during which they learned to prepare their own resumes and answer the employer's questions when applying for a job.

The guests of the Exposition were also able to take part in industrial gymnastics held on the Exposition's outdoor stage. The exercise was launched by Senator and three-time Olympic Games winner Alexander Karelin. Finalists of Oleg Gazmanov's national patriotic song project "Rodniki" ("Water Springs") performed in front of the visitors.

National Priorities Days are a series of events dedicated to the realization of national priorities and socially important tasks set by the President of Russia in his annual address to the Federal Assembly. The new national project "Personnel" will start operating in 2025 and will address the tasks of qualitative renovation of the education and employment infrastructure, creation of conditions for the realization of the labour potential of citizens and meeting the staffing needs of the economy.
