The national project "Youth and Children" reaches 52 million people: Rosmolodyozh presents annual results at the National Centre RUSSIA
On 10 April, the annual meeting of the Board of the Federal
Agency for Youth Affairs was held at the National Centre RUSSIA.
Representatives of public authorities and civil society organisations involved
in youth policy reviewed the results of Rosmolodyozh’s work in 2025 and
outlined plans for 2026.
Dmitry Chernyshenko presented the results of the first year
of the national project "Youth and Children": "All our work is
carried out within the national project 'Youth and Children' — the largest in
terms of both the number of initiatives and the audience it reaches, which
totals 52 million people. Thanks to it, we are creating equal opportunities for
children and young people across the country. In 2025, not only were all
planned targets met, many were exceeded. Participation in professional and
personal development projects has already surpassed the plan by 20 percent,
while youth engagement in career guidance activities exceeded expectations by
23 percent."
He noted that Rosmolodyozh faces a major task of involving
veterans of the special military operation in youth policy and patriotic
education. Dmitry Chernyshenko also reported that nearly 10 million volunteers
are registered on the Dobro.rf platform, with more than 700,000 assistance
requests fulfilled last year and nearly 250 humanitarian missions organised. At
present, more than 2,500 volunteers are providing assistance in Dagestan.
He paid particular attention to the development of modern
youth spaces: "Our President has emphasised that creating conditions in
which everyone can fully realise their potential is and will remain a priority.
Through the 'Region for the Young' programme, 100,000 square metres of youth
spaces were renovated in 2025."
The Deputy Prime Minister thanked the regions for preparing
the regional programme of the International Youth Festival. He instructed that
mechanisms be developed to increase awareness of youth centres and that the
"Generation Index" tool be introduced to gather feedback on ongoing
initiatives.
Sergei Novikov, Chief of the Presidential Directorate for
Social Projects, addressed participants via video link. He stressed that
building a unified system of youth development is only possible through joint
efforts. Regions, educational institutions, and organisations from both the
public and commercial sectors play a key role.
"Last year, following instructions from the President,
the process of establishing youth policy committees in all 89 regions of Russia
was completed. This gives us more opportunities to work with young people at
the local level. In the Year of the Unity of the Peoples of Russia, our
traditions, culture, love for our homeland, respect for elders, and readiness
to defend the Fatherland will unite all youth projects and programmes. I would
also like to note that a unique feature of our country is the peaceful
coexistence of representatives of different peoples and faiths. In the context
of an information war, we must unite young people around shared values through
our historical and cultural heritage," said Sergei Novikov.
He also highlighted the importance of patriotic education,
work with participants of the special military operation, and noted that this
year the Immortal Regiment campaign, timed to Victory Day on 9 May, will take
place both offline and online.
Chairman of the Board and Head of Rosmolodyozh, Grigory
Gurov, spoke about strengthening the legislative framework of youth policy.
"This year, we are setting several key ideological
objectives. They relate to conveying core meanings and values. It is important
to turn the conversation about values into lived experience, create a unified
environment for education and youth policy, continue working with participants
and veterans of the special military operation and their families, increase
awareness of the measures within the national project 'Youth and Children', and
develop outreach to underserved audiences and young people in difficult life
situations," said Grigory Gurov.
Among the priorities for 2026, Grigory Gurov highlighted
efforts to prevent negative social phenomena among young people and to
strengthen information security. Key events of the year, he noted, will include
Youth Day, the All-Russian Week of Community Clean-ups "We Are for
Cleanliness", the All-Russian Award "Time of the Young", and the
International Youth Festival 2026.
Artyom Metelev, Chairman of the State Duma Committee on
Youth Policy and Chairman of the Council of the Dobro.rf Association, noted
that the key priorities remain support for families, mentoring, safety,
employment, volunteering, and patriotic education: "In 2026, our main task
is to bring what we have started to completion. The prevention of cybercrime is
a major focus — the relevant law has already passed its first reading. Today,
this accounts for nearly 40 percent of all crimes. We must protect young people
and build a systematic prevention framework through schools, universities,
banks, and the digital environment. Work on preventing bullying has been
ongoing for a long time and is close to completion. As for pit bikes, it is
necessary to update regulations, safety standards, and strengthen accountability.
Another priority is the law on student sport, as well as updating support
measures for youth and children’s non-profit organisations."
Artyom Metelev added that the past five years can rightfully
be described as a reset of the entire youth policy system. According to him, a
key driver of this transformation was the revision of the core legislation,
which laid the foundation for the development of infrastructure and personnel,
and significantly expanded the powers of the Federal Agency and regional
authorities.
During the Board meeting, Grigory Gurov awarded honorary
certificates to civil servants, employees of subordinate institutions of
Rosmolodyozh, partners of the agency, and staff of the National Centre RUSSIA.
In addition, a cooperation agreement was signed at the
National Centre RUSSIA between Rosmolodyozh and the administration of the city
of Yelets. The city became the winner of the contest "Youth Capital
2026" as part of the All-Russian Award for Youth Achievements "Time
of the Young".
A "Class Meeting" dedicated to the development of mass sport among children and young people took place at the "Space of Opportunities" at the National Centre RUSSIA.
From 20 to 22 April, the International Industrial Trade Fair "INNOPROM. Central Asia" will take place in Tashkent.
