Positive dynamics and inflow of young people: Dmitry Chernyshenko spoke about key achievements of science
The
business program of the "Science and Universities" Thematic Day at
the RUSSIA EXPO began with a plenary session. It was moderated by Dmitry
Chernyshenko, Deputy Prime Minister of Russia.
According
to Dmitry Chernyshenko, our country is now in difficult, yet unique conditions,
when new opportunities are opening up.
"The
key task of the Decade of Science and Technology, announced by the President,
was to attract and retain human resources in science, especially among young
people. And in 2022 we managed to reverse the trend of outflow of specialists
from science. The number of personnel engaged in research and development has
increased and reached 670 thousand people. Positive dynamics allows Russia to
retain the fifth place in the number of scientific personnel in the world.
There is already a steady trend of inflow of young people into science. This
shows that the measures to support young researchers, implemented on behalf of
the President, have been effective," said Dmitry Chernyshenko.
He also
spoke about the management system of scientific and technological development,
key tools of technological leadership and training of scientific personnel.
"Breakthrough research requires modern scientific infrastructure. Within the framework of the national project "Science and Universities" more than 40% of the instrumentation base of leading scientific organizations has been updated. This is a program of infrastructural renewal that is unprecedented in its volume and scope in Russia's recent history. In 2024, 195 scientific institutions will receive grants for the modernization of their instrument base worth about 11.3 billion rubles. More than 30% of this equipment is Russian-made. This will allow us to solve the task set by the President to upgrade the instrument base in leading scientific organizations by at least 50%," said Deputy Prime Minister.
According to him, the "Our Lab" project is actively developing now. Its portal has already united more than 19 thousand positions of domestic scientific equipment and consumables. The register includes more than 500 manufacturers from Russia and Belarus.
Dmitry
Chernyshenko also met with the heads of laboratories opened under the
"megagrants" program. The program has been in effect for 13 years and
is quite widely known abroad, said Dmitry Chernyshenko.
"The President gave an order to ensure a change in the approaches of the program implementation - and this should be done on the basis of feedback. The first steps within the framework of the order have been made - the grant period has been increased from three to five years. The amount has been increased from 30 to 100 million rubles per year. In terms of finances, the program is comparable to those grants given abroad. Besides, there is support for post-doctoral students - there is a two-year grant program of 15 million rubles a year for them," Dmitry Chernyshenko addressed the scientists.
The geography of leading scientists involved in cooperation under the program includes 36 countries of the world. Thanks to megagrants 345 laboratories have been created. About 10 thousand articles in highly rated scientific journals have been published. More than 1.7 thousand intellectual property objects have been registered.
