SCO Makes a Leap in Development: Results of SCO Heads of Government Meeting Summed Up at the National Centre RUSSIA

The member states of the Shanghai Cooperation Organisation (SCO) have made a leap in development. They have demonstrated a unity of views on the future and confirmed their readiness to build it together. The Prime Minister of Russia, Mikhail Mishustin, and the SCO Deputy Secretary-General, T.R. Midhun, summarised the results of the 24th Heads of Government Council meeting at the National Centre RUSSIA.

The meeting of the Council was held under the chairmanship of Russia, represented by Mikhail Mishustin, Russia’s Chairman of the Government.

"All states confirmed their commitment to strengthening the SCO as a leading international association for joint work in the economy, trade, security, and the humanitarian sphere. I am confident that the decisions we have made will give new impetus to enhancing trade, economic, scientific, and technological cooperation, and will create favourable conditions for new joint projects in the interests of developing our national economies and improving the well-being of our citizens," Mikhail Mishustin noted.

The SCO Deputy Secretary-General T.R. Midhun said that one of the key topics of the meeting was the further implementation of the political agreements made at the Tianjin summit. These include enhancing interaction among the SCO member states and continuing discussions on the SCO Bank. Promising directions for expanding the share of national currencies in mutual settlements between states were outlined, as were vectors for developing financial infrastructure within the SCO space.

"In summary, we have not merely held another meeting; we have made another leap in the development of the SCO, by showing the unity of our views on the future, by preparing and confirming our readiness to shape a future sustainable world order <...> We are convinced that lasting peace and stability are built on mutual understanding among peoples. Ahead lies the implementation of the plans and initiatives outlined, which can significantly enhance the SCO's efficiency and strengthen the position of its members and partners on the international stage. Summing up the results, I wish to state that we have not simply held another HGC meeting — we have made a new leap in the development of the SCO, having confirmed the unity of our views on the future and our readiness to build it jointly," said T.R. Midhun.

He noted that an honest exchange of views on current issues of the SCO agenda took place, including the Development Strategy until 2035 and the organisation's economic programmes. This included summing up the results of meetings of heads of ministries, expert groups, and business structures, and discussing issues of regional security and the development of mechanisms to counter threats, including the establishment of centres for information security and combating cross-border crime. Meeting participants also touched upon the trade, investment, transport, energy, agriculture, finance, e-commerce, and humanitarian exchanges.

"During the restricted-format meeting, the heads of governments of the member states, together with heads of the SCO executive bodies, discussed current trends in the global economy and further ways to strengthen the economic side of the organisation's activities. The heads of delegations put forward a number of new initiatives and proposals aimed at further deepening mutually beneficial cooperation," the SCO Deputy Secretary-General stated.

In 2024-2025, Russia held the chairmanship of the SCO Heads of Government Council. The chairmanship has now passed to the Republic of Tajikistan.
