A smart city is a smart country: Irek Faizullin assessed the development of the industry in the regions

On the Day of the Construction Industry, Housing and Utilies at the International RUSSIA EXPO, Irek Faizullin, Head of the Russian Ministry of Construction, visited the expositions of many regions: Rostov, Volgograd, Nizhny Novgorod, Kursk, Irkutsk, Sverdlovsk, Novosibirsk and Arkhangelsk regions. He also inspected the stands of the Republics of Kalmykia, Chechnya, Bashkortostan, Mari El, Mordovia, Sakha (Yakutia), Altai, Primorye and Krasnoyarsk regions, the city of Sevastopol and a number of others. The stands presented the latest innovations and projects in construction and infrastructure development in the regions.

At the stand of the Perm region, the Minister of Construction, Housing and Utilities of the Russian Federation announced the choice of the capital for the Smart City - Smart Country forum.

"In the summer of 2024, the fifth forum on digitalization of urban economy Smart City will be held in the capital of the Perm region. This important event is a platform for discussion and presentation of advanced technologies and innovative solutions," said Irek Faizullin.

Dmitry Makhonin, Governor of the Perm region, gave the Minister of Construction Irek Faizullin a tour of the stand and spoke about achievements in the field of construction, housing and utilities.

"Recently, the vectors of urban planning policy in the Perm region have seriously changed: more emphasis is placed on the integrated development of territories, on the construction of social facilities and infrastructure. We continue to implement large-scale infrastructure projects in the region, including federal ones. We help our sponsored territories: this year we plan to restore 14 more facilities, including two boiler houses in Severodonetsk. Our cities are in the top of various ratings for the implementation of digital solutions in the management of municipal resources. Our region is one of the leaders in the IT industry. We are proud that the Smart City forum will be held in our region and we have a lot to show," said Dmitry Makhonin, Governor of the Perm region.

At the Perm region's stand, the Minister of Construction, Housing and Utilities of Russia was greeted by Ardi, a unique humanoid robot that can sing a song or recite a poem. A special movie theater with visual effects makes it possible to get acquainted with the region's potential.

The region takes an active part in the reconstruction of new regions; at the stand of the region, Irek Faizullin, Minister of Construction, Housing and Utilities of the Russian Federation, presented a letter of gratitude to a builder from Severodonetsk.

One of the points of the visit were the stands of new regions. Irek Faizullin together with the Head of the DPR Denis Pushilin inspected the stand of the Donetsk People's Republic. 

"The results of the reconstruction are visible today. These are new residential neighborhoods, more than a thousand kilometers of new roads, built bridges and overpasses, part of the land corridor to Crimea, these are landscaped parks and recreation areas," Denis Pushilin emphasized.

Among other things, Irek Faizullin inspected the stand of the Republic of Mari El, where the Head of the region Yuri Zaitsev spoke about achievements in the field of construction, housing and utilities.

"We have not only achieved, but also exceeded the planned indicators. For example, for 2023 housing commissioning exceeded 530 thousand square meters, which is almost 123.5% of the level of 2022. Within the framework of the federal project Ensuring Sustainable Reduction of Uninhabitable Housing Stock in 2023, more than 40 thousand square meters of emergency housing were eliminated and 3.5 thousand people were relocated. It is important that alongside the construction of residential buildings, public spaces are being transformed, construction and overhaul of socially important facilities are underway, and special attention is paid to the housing and utilities sector," emphasized the Head of the Republic of Mari El Yuri Zaitsev. 

As part of his round of the exposition, the Russian Minister of Construction visited the stand of the Tambov region, where the Head of the region Maxim Yegorov told him about the pace of development of the construction industry.

"In 2023, in the Tambov region housing commissioning has increased by almost 20% of the planned. Individual housing construction is developing at a high rate - a quarter more than in 2022. The Tambov region is among the best regions in Russia in terms of housing construction, and among the top five in terms of the number of landscaped areas. I am confident that we will maintain the current pace and fulfill all our obligations to implement federal and national projects. In addition, we will continue to restore the territories that have been liberated and returned to Russia," emphasized the Head of the Tambov region Maxim Yegorov. 

The region is also actively building social facilities - two schools and a polyclinic will be commissioned in 2023.

During the inspection of the stand, the Head of the Construction Ministry presented a departmental award of the Ministry of Construction, Housing and Utilities of the Russian Federation to the construction dynasty of the region - the Gurich family. Three generations are actively involved in the creation of housing, communal and social infrastructure facilities in the Tambov region.

The stand of the second largest region of Russia - Krasnoyarsk region - presented a 3D model Krasnoyarsk 2018 - Krasnoyarsk 2028. 10 Years of Development, where you can see both the significant facilities already commissioned and those planned for construction: sports facilities created in preparation for the Universiade-2019, the new Krasnoyarsk airport and hospital complexes. Among the facilities to be built in the near future are the Opera and Ballet Theatre building, a new campus of the Institute of Gastronomy and the National Center. The Head of Ministry of Construction presented awards to the Krasavin family of designers, whose total work experience exceeds 115 years.

Among other things, the Minister of Construction, Housing and Utilities visited the exposition stand of the Sverdlovsk region, where he was told about the production of construction materials, as well as the construction of a cement plant and the development of the local raw material base.

"The construction industry for the Sverdlovsk region, which celebrates its 90th anniversary this year, is the driver of the economy. That is why our region traditionally shows record volumes of housing commissioning. In 2023, this figure exceeded 3.2 million square meters, and over the past 10 years, almost 29 million square meters. Thanks to this, the region is among the top ten leading subjects in terms of housing commissioning in Russia. We are greatly assisted in this by such federal development tools as the Stimulus program, projects under the infrastructure menu and the program of integrated territorial development," said Sergei Shvindt, Deputy Governor of the Sverdlovsk region.

In 2024, the International Construction Championship and 100+ Technobuild exposition will be held in Ekaterinburg. A large-scale construction week will be organized, including professional skills contests, exposition and business programs.

The stand of the Arkhangelsk region demonstrates the power and evolution of the Russian fleet. In the center of the exposition there is a ship hull with a virtual heart beating inside. Nearby there is a model of a nuclear submarine and a 3D map of the region demonstrating the natural diversity of the region. All possible mechanisms are used to stimulate housing construction in the region.

"With the help of IBC, we built Moscow Avenue and reconstructed Lenin Street. Thanks to the new road arteries, a modern residential neighborhood is now being born here. The largest and most modern school for 1600 pupils, kindergartens, commercial and social housing, and landscaping of the territory have already been built here. In 2024 the construction of a school for 860 children will be completed. All this is thanks to the teamwork of our region headed by the Governor Alexander Tsybulsky and the support of the Ministry of Construction, Housing and Utilities of the Russian Federation, the Government of the Russian Federation and the President of Russia," said Dmitry Rozhin, Deputy Chairman of the Government of the Arkhangelsk region.

At the stand of the region Irek Faizullin awarded the Arkhangelsk dynasty of builders Artemyevs. The head of the family, his daughter, grandson and granddaughter work in the construction industry. Irek Faizullin presented the family with a federal departmental award for professionalism, diligence and loyalty to the profession.

"It is thanks to events such as the RUSSIA EXPO, where we are now, that we can see how the regions of our large country complement each other. Each has its own unique potential that can be successfully used to achieve common goals. For example, many subjects are now taking part in the rebuilding of new regions. Interaction and exchange of experience between the regions, territories and republics of Russia are key factors for the development not only of construction, but also of all sectors of the economy," emphasized Irek Faizullin, Head of the Russian Ministry of Construction.
