On December 21, at the National Centre RUSSIA during the awarding ceremony of the All-Russian Youth Achievements Award "Time of the First" by Rosmolodezh, the cities awarded the title of "Youth Capital of Russia — 2025" were announced. The status was once again divided between two cities — Perm and Omsk.

First Deputy Head of the Presidential Executive Office of the Russian Federation, Sergei Kiriyenko, announced the winners of the special nomination "Youth Capital of Russia — 2025." He thanked the teams of the cities that held the title of "Youth Capital of Russia" in 2024 — Moscow and Vladivostok — as well as the entire five-city finalist pool this year.

"For the first time, the final stage of the competition — a public vote for the title 'Youth Capital of Russia — 2025' — took place on the Gosuslugi website. Moreover, voting for one's own region was not allowed. This became a true test of teamwork. A total of 818,000 people participated in the public vote, and the gap between the leaders was only 500 votes. Therefore, the jury and the organizing committee decided that in 2025, Russia would again have two Youth Capitals — Omsk and Perm," said Sergei Kiriyenko

From December 1 to 20, a public vote took place on the Gosuslugi (State Services) website for the first time in the history of the competition, deciding which city would receive the title of Youth Capital of Russia in 2025. Residents could choose from five finalist cities: Khabarovsk, Novy Urengoy, Omsk, Perm, and Tomsk. The public vote became the final and decisive stage of the competitive trials for the special nomination "Youth Capital of Russia" of the All-Russian Youth Achievements Award "Time of the Firsts" by Rosmolodezh.

"Today, Perm is officially recognized as 'Youth Capital of Russia — 2025.' Over 325,000 residents from across the country voted for us. I thank each of you for your trust and support! Special thanks to our fellow citizens who actively engaged friends and acquaintances from other regions. Together, we will host large and exciting events throughout the year for young people from all over Russia. Perm will be a home for young and creative individuals. The slogan of the Perm region is 'When we are together — everything is possible!' And this is our shared victory. We invite and look forward to welcoming everyone to Perm!" — said Dmitry Makhonin, Governor of the Perm Region.

"Omsk deserves to be called the Youth Capital of Russia. Our region is home to the brightest, most beautiful, and talented youth. This is not only a victory for Omsk but for all of Siberia! The status of 'Youth Capital' will allow us to attract additional resources to support youth initiatives and projects aimed at fostering patriotism in children and adolescents. In 2025, we have planned a huge number of youth events, and we are inviting the whole country to join us!" — emphasized Vitaliy Khotsenko, Governor of Omsk Region.

The winning cities will receive additional support for the development of youth projects and programs, becoming hubs that attract young people from across Russia. The status of Youth Capital of Russia has previously been awarded to Nizhny Novgorod (2023), Moscow, and Vladivostok (2024).

In the first selection round for the title of Youth Capital of Russia — 2025, 17 cities competed: Khabarovsk, Novokuznetsk, Omsk, St. Petersburg, Blagoveshchensk, Syktyvkar, Ivanovo, Perm, Novy Urengoy, Melitopol, Anadyr, Ryazan, Mariupol, Lipetsk, Pskov, Tomsk, and Ilovaisk.

The TOP-5 cities were determined by an expert jury that included representatives from large and small businesses, media leaders and experts, youth policy experts, project leaders, mentors, Heroes of Russia, and participants of the Special Military Operation (SMO).

The special nomination of the All-Russian Youth Achievements Award "Time of the First" by Rosmolodezh was first introduced in 2022.

The National Centre RUSSIA was established by order of the President of the Russian Federation, Vladimir Putin, to preserve the legacy of the International RUSSIA EXPO and to showcase the achievements of the country and its citizens on a permanent basis. Federal government agencies, state companies, corporations, and regions take part in the Centre’s work.

The National Centre RUSSIA is located at 14 Krasnopresnenskaya Embankment, Moscow. The Centre is open from 10:00 to 20:00 every day except Monday.
