The results of the Youth Achievement Award "Time of the Young" were announced at the National Centre RUSSIA
On December 21, the National Centre RUSSIA hosted the awards ceremony for the "Time of the Young" All-Russian Youth Achievement Award by Rosmolodezh. The ceremony recognized organizations, regions, regional ministry leaders, and projects for their contributions to the development of the youth policy sector.
The distinguished guests of the event included the First Deputy Chief of Staff of the Presidential Executive Office of Russia Sergei Kiriyenko, Deputy Prime Minister of Russia Dmitry Chernyshenko, Head of Rosmolodezh Grigory Gurov, Chairman of the Board of the Movement of the First, Hero of Russia Artur Orlov, Governor of the Yamalo-Nenets Autonomous Area Dmitry Artyukhov, Governor of the Omsk Region Vitaly Khotsenko, Director of the Information and Press Department of the Ministry of Foreign Affairs of Russia Maria Zakharova, Director General of the ANO "Russia — Land of Opportunity," Rector of the Senezh Management Workshop Andrei Betin, among others.
Deputy Prime Minister of Russia Dmitry Chernyshenko presented awards to the winners of the "Minister of Youth 2024" category of the "Time of the Young" award by Rosmolodezh. First place was awarded to the Minister for Youth Affairs of the Kamchatka Region, Viktoria Ariarti; second place went to the Chair of the Youth Affairs Committee of the Government of the Khabarovsk Region, Amaliya Shikhaleva; and third place was awarded to the Deputy Governor of the Belgorod Region — Minister for Youth Affairs of the Belgorod Region, Tatyana Kireyeva.
"Our President, Vladimir Vladimirovich Putin, instructed the Government to create the national project 'Youth and Children.' Starting next year, youth events will be held within its framework. However, effective management of this national project is impossible without people who are well-acquainted with the values established by Presidential Decree No. 809, which we must adhere to, and who know how to make their work genuine and effective in their cities and regions," noted Dmitry Chernyshenko.
"I thank Rosmolodezh for its teamwork. Even at the edge of the earth, we feel like part of a vast, powerful team that serves for the benefit of Russian youth. Thank you! Russia begins here!" said Viktoria Ariarti, a prize winner and Minister for Youth Affairs of the Kamchatka Region.
The All-Russian Youth Achievement Award 'Time of the Young' has been held since 2021. This year, the award honored winners in 10 categories, including the thematic category 'Young Families,' announced specifically in celebration of the Year of the Family. In this category, the Bustonov family from the Moscow region, known for their active public work, won first place.
The 'Young Communities' category was introduced for public organizations and communities that made significant progress in their activities in 2024. The winners were: I place — the Russian National Youth Public Organization 'Russian Student Brigades,' II place — the All-Russian Public Youth Organization 'All-Russian Student Rescue Corps,' and III place — the All-Russian Volunteer Youth Public Movement 'Volunteer Company of the Combat Brotherhood.' The well-deserved awards were presented by Russian actor and member of the Public Council under Rosmolodezh, Vitaly Gogunsky.
In the 'Place for the Young' category, recognizing the best youth spaces, the winners were announced as follows: I place — Youth Centre "Spit" (Astrakhan region), II place — Art Residency "October" (Belgorod region), III place — Youth Centre "Creative Processes Factory" (Republic of Tatarstan). The awards were presented by Dmitry Artyukhov, Chair of the State Council Commission on the 'Youth and Children' direction and Governor of the Yamalo-Nenets Autonomous Area, along with Andrei Betin, Director General of the ANO "Land of Opportunity" and Rector of the Senezh Management Workshop.
The first place in the 'StateStart' category was shared by three organizations: the Youth Council of the Federal Bailiff Service, the Youth Council of the Pension and Social Insurance Fund of the Russian Federation, and the Youth Council of the Federal Tax Service.
In the framework of the 'StateStart' category, winners were also announced in subcategories. For the 'Association of Youth Governments' subcategory, the awards were distributed as follows: I place — Youth Government of Krasnoyarsk Region, II place — Youth Government of the Republic of Bashkortostan, III place — Youth Government of the Tyumen Region.
In the second subcategory, "Youth Parliaments," the best at the regional level was the Youth Parliament under the Legislative Assembly of the Perm Region (Arseny Krotovskikh). At the municipal level, the best was the Youth Duma under the Nizhny Tagil City Duma (Yulia Yazovskikh). On the federal level, the following individuals were recognized: Dmitry Denisyuk, Deputy Chairman of the Chamber of Young Legislators under the Federation Council of the Russian Federation, and Alena Mironova, Deputy Chairperson of the Youth Parliament under the State Duma of the Federal Assembly of the Russian Federation. The awards were presented to all prize-winners by Alexei Komissarov, Rector of the Presidential Academy.
In the "Friend of Russia" category, the winners were: I place — Dmitry Katalymov from Canada, an event organizer for the 191st Rifle Division reenactment group, II place — Alexander Skalkin from Kazakhstan, Deputy Chair for Digitalization and Project Management of the public organization Russian Community "Radonezh" and a member of the World Coordinating Council of Russian Compatriots, III place — Anna Grishina from Qatar, a member of the Coordination Union of Russian Compatriots' Organizations in Qatar and a teacher of Russian language and literature. This category included leaders of youth communities and compatriots from abroad who promote a positive image of Russia internationally. The awards were presented by Maria Zakharova, Director of the Department of Information and Press of the Ministry of Foreign Affairs of Russia.
In the "Mentor of the Youth" category, the winner was Andrei Melnichenko, a mentor for the Movement of the First, who guided volunteers during the Special Military Operation. The laureate was awarded by Artur Orlov, Chairman of the Board of the Movement of the First and Hero of Russia, alongside young participants of the movement.
The winners in the "Event of the Year" category were: I place — Directorate of the North Caucasus Youth Educational Forum "Mashuk," II place — Directorate of the All-Russian Youth Environmental Forum "Ecosystem. Pristine Land," III place — shared by the Directorate of the All-Russian Forum for Young Scientists "Pole" and the Directorate of the V All-Russian Forum (Assembly) of Cossack Youth. In addition to federal events, regional initiatives were recognized. The prize-winners were: I place — Directorate of the Youth Educational Forum "Caspiy" (Republic of Dagestan), II place — Directorate of the District Youth Forum "Meteor" (Nizhny Novgorod region), III place — Directorate of the Youth Educational Forum of the Northwestern Federal District "Ladoga" (Leningrad region). The awards were presented to the winners by Natalia Virtuozova, Director General of the National Centre RUSSIA, and Sergei Pershin, Deputy Minister of Culture of the Russian Federation.
"The atmosphere at today’s ceremony is so inspiring that I, too, wish to become a laureate of the award. The mission of the National Centre RUSSIA is to create a space for creativity and self-fulfillment, to inspire young people, and to instill a sense of pride in our country and our collective achievements. The Head of Rosmolodezh, Grigory Gurov, presented awards to the winners in the "Friend of the Young" category. The winners included several companies: the technology company VK took the I place, PJSC Norilsk Nickel — II place, and LLC SIBUR — III place.

Through this award, we recognize the best teams, regions, project authors, and young individuals striving to develop their future and the future of our Motherland. It is an opportunity to say 'thank you' to everyone working in the field of youth policy and engaging in educational activities. Only together can we create truly interesting and beneficial projects for Russia's future," said Grigory Gurov.
In 2024, a special category by VK, "Best VKontakte Community," was announced for social media accounts of government institutions. The winners were: I place — media channel "Iamyoung," II place — "Young Vyatka," III place — "Young Don," IV place — "Youth of Mordovia," V place — "MSO. Youth of the Samara Region." The award was presented by Angelika Shishkina, Project Manager of the Strategic Partnership Department at VK.
Additionally, the laureates of the special nomination "Youth Capital of Russia" were announced. The title was shared by two cities — Perm and Omsk. The winners were chosen through nationwide voting. For the first time, voting was conducted on the Gosuslugi platform, with over 800,000 Russians participating.

The All-Russian Youth Achievements Award "Time of the Young" by Rosmolodezh was first initiated in 2021. In 2022, a special nomination, "Youth Capital of Russia," was introduced. This is a nationwide award in the field of youth policy that recognizes the outstanding achievements of industry professionals, leaders of youth public organizations, business structures, and individuals who have made a significant contribution to the development of youth policy in Russia.

The National Centre RUSSIA was established by order of the President of the Russian Federation, Vladimir Putin, to preserve the legacy of the International RUSSIA EXPO and to showcase the achievements of the country and its citizens on a permanent basis. Federal government agencies, state companies, corporations, and regions take part in the Centre’s work.
