The National Centre RUSSIA hosts the 24th meeting of the SCO Heads of Government Council
On 18 November, Mikhail Mishustin, Prime Minister of the Russian Federation, opened the 24th SCO Heads of Government Council meeting (HGC), which is held among the member states of the Shanghai Cooperation Organisation, at the National Centre RUSSIA. Representatives of ten countries, as well as observers and dialogue partners, are taking part in this high-level meeting. Throughout the day, it is planned to focus on priority issues of strengthening trade, economic, investment, and cultural-humanitarian interaction within the SCO. This is the final part of the events held under Russia's chairmanship of the organisation's HGC in 2024-2025.
The event traditionally began with a handshake ceremony. Mikhail Mishustin welcomed all representatives of the SCO Heads of Government Council.
"Here at the National Centre RUSSIA, we are summing up the results of Russia's chairmanship of the Council, during which particular attention was paid to expanding trade, economic and humanitarian interaction within the Shanghai Cooperation Organisation. I would like to thank all states for their constructive and partner-like participation. Today we have a very busy agenda, so I suggest we get straight down to work," said the head of the Russian government.
It is planned that the heads of the governments will consider measures for the comprehensive and progressive implementation of the SCO Development Strategy until 2035. This refers, first and foremost, to expanding trade, economic and cultural-humanitarian ties. The attendees will focus on issues of interaction in the fields of the digital economy, artificial intelligence, 'green' industry, energy, tourism, education, science and innovation, healthcare, culture, sport, and youth contacts.
The results of the meeting will be reflected in a Joint Communiqué. It will note that the SCO countries jointly support open and fair world trade. A number of decisions on financial and organisational matters will also be adopted, including the approval of the association's budget for 2026.
The SCO comprises ten permanent members: Belarus, India, Iran, Kazakhstan, China, Kyrgyzstan, Russia, Pakistan, Tajikistan, and Uzbekistan. Furthermore, a number of countries hold observer or dialogue partner status.
