On 8 October, the second hackathon of the special project "First Neurocontent Cup" — a joint initiative of the presidential platform "Russia — Land of Opportunity", the Internet Development Institute, the National Centre RUSSIA, and ANO "Artificial Intelligence Technology Development" — kicked off. The project supports specialists who use neural networks to create content highlighting the country’s achievements. The event is part of the II International Symposium "Inventing the Future".

First Neurocontent Cup is a unique competition where participants create media content using neural networks and other AI tools. The project brings together professionals from different fields — designers, developers, content managers, scriptwriters, copywriters, videographers, motion designers, and AI creators — helping them gain national recognition and show how new technologies can shape a positive and creative image of the country.

"A month ago, when we launched the pilot hackathon, we didn’t expect such strong interest. The demand has only grown — for the second hackathon, we received several times more applications. I want to thank the teams from the Internet Development Institute and the National Centre RUSSIA for believing in this new format and actively supporting it. And special thanks to the participants — we’ve met many talented young people who are teaming up here to create content about our country’s achievements," said Gennady Guryanov, First Deputy Director General of the presidential platform "Russia — Land of Opportunity".

Participants of the Cup are digital specialists with basic skills in neural networks and video editing, experience with specialised software, and media portfolios. The event attracted 416 applicants from 70 regions of Russia and the Republic of Abkhazia, with 99 participants selected to form 27 creative teams. During the second hackathon, they are competing to produce AI-based videos on topics such as "Technologies of Tomorrow", "Human of the Future", "Cities of the Future", and "Union of Science and Creativity". The ideas for these projects were generated by experts on the first day of the II International Symposium "Inventing the Future". All topics share a common theme: "Russia of the Future is..."

"The first stage of the Cup showed that many teams can work with AI without losing their human creativity. That balance is the most important thing: participants must not only demonstrate technical proficiency but also develop a strong artistic concept. We always pay attention to the message behind the content and the problem it seeks to address," said Oksana Starostina, Deputy Director General of the Internet Development Institute.

The participants’ tasks cover the entire production cycle — from generating text and images with neural networks to creating animation and assembling the final video. At each stage, experts assess their work based on speed and quality.

The winning team will receive a contract with ANO "Artificial Intelligence Technology Development" to produce socially significant content worth 500,000 rubles. The finalists will have the opportunity to take an advanced training course at the Financial University under the Government of the Russian Federation titled "Leadership Programme for New Media".
