On June 26, the annual final meeting of the Board of the Federal Agency for Youth Affairs (Rosmolodezh) was held at the National Centre RUSSIA. Representatives of state authorities and public organizations, who are involved in the implementation of the youth policy, summed up the results of Rosmolodezh's activities in 2024, and announced plans for 2025. 

Dmitry Chernyshenko, Deputy Prime Minister of the Russian Federation, noted that one of the key results of 2024 was the adoption of a Strategy for implementing Youth Policy in Russia until 2030.

"The youth policy has a special place in the system of public administration. Its aim is to realize the potential of each person, to develop their talents, and to educate patriotic and socially responsible citizens. This is a national goal set by our President Vladimir Putin. According to polls, today more than 86% of youngsters believe in the possibility of self-realization in Russia, and 94% of the young people are proud to be Russian citizens. These are good indicators. They mean that we are providing conditions for every young person in our country to find their way and discover their talent," the Deputy Prime Minister stressed.

Dmitry Chernyshenko also noted that at the Government meeting chaired by Mikhail Mishustin, an action plan for the Youth Policy Implementation Strategy was adopted: "The plan has about 90 different initiatives from 30 ministries and departments. It has sections on such important tasks as provision of favorable conditions for young families to increase the birth rate, and shaping a value system for a healthy lifestyle among young people."

As part of the Strategy's implementation, special attention is being paid to providing favorable conditions for young families, fostering healthy lifestyle values, and expanding youth infrastructure. 

In 2024, 17 year-round youth education centers were opened, 12 of which are with participation of Russian President Vladimir Putin. Separate executive authorities responsible for the youth policy issues started to work in 87 regions, and Movement of the First has already united more than 12.4 million participants. 

Dmitry Chernyshenko stressed that an important area of educational work is the involvement of veterans of the Special Military Operation. The international youth cooperation has also been actively developing, as the World Youth Festival held in Russia proved. The volunteer movement is also growing: in just six months, the number of volunteers on Dobro.rf platform has increased by one and a half million people. Now more than 8.3 million people are registered on the platform.  

Sergey Novikov, Head of Presidential Directorate for Social Projects, addressed the Board members. He stressed that at a recent meeting of the Security Council, Russian President Vladimir Putin instructed the participants to keep under control the protection of traditional spiritual and moral values, as well as historical memory among the younger generation: "Traditional values are moral guidelines that were laid down by our ancestors during the centuries. They are at the heart of our civilization, our identity, and serve as a pillar for people and families, shaping culture and a sovereign worldview. If we want to be an independent, sovereign civilization, then we must protect and promote the values which everyone knows and equally shares. Therefore, all our projects for the younger generation, all Rosmolodezh's projects, should certainly be value-oriented."

Grigory Gurov, Chairman of the Board and Head of Rosmolodezh, made a report and announced the results of the Agency's activities for 2024.

"Today, the Board summed up the results of the Agency's activities, and outlined priorities for the future. From this year onwards, on behalf of President, we have been implementing the national project "Youth and Children". It covers all areas of young people's lives: from creation of the educational infrastructure and modern youth spaces up to projects aimed at the youth self-realization and support of their initiatives. The results of our work are measured not by the number of events held, but by changes in the minds of the young people — by strengthening their sense of pride in their country, and by believing in the possibilities of self-realization in Russia. This work is carried out together with relevant departments, public associations and institutions, educational institutions. It is very valuable that our friends and partners were present at the board meeting today. Together, we are creating a united educational space for every young person, so that anyone can realize their dreams in Russia, the land of opportunities." 

Vitaly Khotsenko, Governor of the Omsk Region, spoke about the upcoming Youth Day festival in Omsk, one of the Youth capitals of Russia. A program of festivities is planned for the city within the framework of the concept "Know. Love. Be proud. Make More." A new regional competition "Youth Capital of the Omsk Region" will also be launched, and the municipalities of the region will become its participants. Based on the results, there will be chosen a municipality, which will hold the status of the Youth Capital for the next year.

Artyom Metelev, Chairman of State Duma's Committee on Youth Policy, Chairman of the Council of Dobro.rf Association, spoke about legislative changes in the field of the youth policy, the development of the volunteer community, the protection and support of student families, as well as the need for increased work in the field of patriotic education. Konstantin Fedorenko, Director of  International Children's Centre “Artek”, Chairman of Public Council at Rosmolodezh, outlined the activities of the Public Council at Rosmolodezh. Artur Orlov, Chairman of Board of Movement of the First, spoke about the role of Movement of Firsts in development of the education system. He also noted that the largest movement of children and youth today unites 12.4 million people, and there are also about 2 million mentors.

During the event, Anastasia Zvyagina, Deputy Director General of the National Centre RUSSIA, received expression of gratitude for her contribution to the implementation of the tasks assigned to Rosmolodezh. She stressed the importance of developing among young people a sense of pride in the country.

"It is especially important for us, the National Centre RUSSIA, that young people feel proud of their country, not only because of its great history, but also because of Russia's modern achievements. Exactly this feeling nourishes a dream about the future, which prompts you to ask an important question: "What do I want my homeland to look like in 10-20 years? And what role can I play in this?" We have incorporated these meanings into every single projects we made, from expositions to educational programs. This is a part of the work that Rosmolodezh and our other partners are doing today. Together, we create conditions in which every young person can find their own business, realize their plans, and contribute to the development of the country," said Anastasia Zvyagina, Deputy Director General of the National Centre RUSSIA.

Maxim Dreval, Director General of the Russian Society "Knowledge, spoke about the Society's educational work, as well as about the requests of different target audiences of listeners. Mikhail Kiselyov, First Deputy Chairman of the State Duma Committee on Youth Policy, and Chairman of Supervisory Board of Russian Student Squads, summed up the results of the Russian Squads' activities during the year.
