Intellectual property in the economy of the future: Rospatent conference opens at the National Centre RUSSIA
The
plenary session of Rospatent's XXX International Scientific and Practical
Conference "Intellectual Property in the Economy of the Future" was
held on 16 October at the National Centre RUSSIA. The event focused on
intellectual property management in the context of achieving national
technological leadership and building an innovation-driven economy.
The Head of Rospatent, Yuri Zubov, devoted his address to how intellectual
property is becoming an economic driver and called for it to be managed as an
economic asset in its own right.
"Intellectual activity is central to innovation. Its results are
inseparably linked to intellectual property as a tool that helps both protect
them from copying and turn them into an economic asset," Yuri Zubov
stated.
He said that businesses are already learning to value and capitalise on
intellectual property rights. A pilot programme offering loans secured against
intellectual property has covered more than 17 regions, with small and
medium-sized businesses receiving 2.2 billion roubles in loans secured against
portfolios of intellectual property rights.
The head of the agency also announced a three-year experiment with the Ministry
of Healthcare and the Ministry of Science and Higher Education, under which the
Federal Institute of Industrial Property (FIPS) will work with valuation
professionals to value intellectual property for medical organisations,
universities and research institutes.
Another topic was the development of digital technologies and artificial intelligence,
alongside new opportunities for software developers to patent software,
interfaces, in-game skins and clothing in virtual reality.
"We are responding to new trends, one of which is the rapid growth of
digital platforms. Today, they are essentially key sales channels for products
protected by intellectual property rights, including trademarks and patents.
The better the rights of rights holders and sellers are protected on these
platforms, the more we, the country's citizens, stand to benefit: we will be
buying genuine products, confident that when we press a button, click and pay,
we will receive what we want," Yuri Zubov concluded.
The Chair of the Federation Council Committee on Science, Education and
Culture, Lilia Gumerova, discussed the strategy for developing the creative
economy through to 2036, adopted on 23 September 2026, and the work of the
Intellectual Property Council, established in 2012 at the initiative of
Valentina Matviyenko.
"This year, thanks to our joint work with Rospatent, a law was adopted on
patent protection for technical and design solutions in the software
development industry. It will make it possible to establish a simple, effective
mechanism for patenting IT solutions," Lilia Gumerova said.
She
also recalled amendments to the Civil Code concerning the commercialisation of
the results of intellectual activity, the law on geographical indications,
under which 380 regional brands have already been registered, and the law on
patent attorneys.
The conference programme also includes a ceremony to sign an agreement between
the National Centre RUSSIA and Rospatent, an award ceremony for the winners of
the fifth anniversary edition of the "Successful Patent" contest, the
presentation of the third issue of the journal "FIPS Bulletin", and a
round table entitled "Dialogue Between Regions: Intellectual Property at
the Heart of Regional Strategies".
The event is supported by its general partner, AO Gazprombank, and general
media partner, TASS.
