Achievements of non-profit organizations were presented at the RUSSIA EXPO

talk shows, masterclasses, quizzes and performances - the Day of Non-Profit
Organizations was held at the RUSSIA EXPO. Leaders of NPOs from all over the
country gathered here.
Currently,
about 60 thousand socially oriented non-profit non-governmental organizations
operate in Russia, said Ilya Chukalin, Director General of the Presidential
Grants Fund. At the same time, about 30% of them received support from the
organization. Over the seven years of the Fund's work, about 70 billion rubles
have been allocated for this purpose. The total projected amount of inflows to
non-profit organizations will be about a trillion rubles, he noted.
In many
respects, the development of the NPO system in Russia is connected with
decisions on its support at the federal level: since 2000, relevant legislation
has been gradually changed - including legislation related to the taxation of
non-profit organizations. It concerns, for example, reduced tax rates for them.
In addition, from 2020, legal entities that participate in charity can include
their donations in expenses and reduce profit tax - this encourages
organizations to support NPOs.
"Within the framework of the amendments made to the Constitution of the Russian Federation in 2020, the functions of the Russian Government were expanded to include the implementation of measures to support civil society institutions - including non-profit organizations, and ensure their participation in the development of state policy. The norm of support for non-profit organizations became constitutional. Presidential grant support continues. In addition, Russian President Vladimir Putin has decided that reduced insurance payments for NPOs will be indefinite. When you already come across something ready-made and have been working with non-profit organizations for a long time, it seems that systemic preferences that have become the norm are already commonplace. But in fact, almost no countries in the world have such a well-thought-out system of taxation of non-profit organizations. It is maximally adjusted and well thought out. No other tax code in the world has such a number of norms related to non-profit organizations," emphasized Ilya Chukalin.
