Primorye region — Capital of Financial Culture 2026
The Primorye region has become the winner of the second
All-Russian Contest "Capital of Financial Culture". The award ceremony took place on 12 March at the National Centre RUSSIA. The award was
presented to Governor of the Primorye region Oleg Kozhemyako by Minister of
Finance of the Russian Federation Anton Siluanov and Governor of the Central
Bank of Russia Elvira Nabiullina.
"Financial literacy has become part of the cultural
code of our citizens. It is already difficult to imagine a modern person
without the skills of effective savings management. Interest in financial
products, financial strategies and the rules of managing personal and family
budgets grows every year. Today we are choosing a new Capital of Financial
Culture among 22 regions. We expect that the winning region will contribute
something new to the development of financial culture in the country,"
said Minister of Finance Anton Siluanov.
The Primorye region presented the project "FinEco"
for the contest. It is aimed at developing financial culture through conscious
consumption and careful use of resources. The project includes the creation of
an internet portal and a mobile application with an events listing of all
regional activities on financial literacy, a contest of educational initiatives
of labour collectives of enterprises and organisations, and in-person meetings
of financial experts and environmental specialists with citizens at workplaces
and in cultural spaces. Among other things, a series of lectures on rational
consumption as a component of financial culture will be held on regular ferry
routes from Vladivostok to the islands of the Vladivostok urban district.
The Primorye region will receive informational, expert and
methodological support for the implementation of the project
"FinEco". In addition, the region will become a venue for forums and
conferences dedicated to exchanging experience and promoting financial culture.
"There are many different projects for different
audiences. They allow other regions to observe which ideas will be successful,
which will be in demand and which will become the most effective, and to scale
these projects across the country. It seems to me that this young contest
justifies itself. Quantitative effects are difficult to measure immediately,
but we see that financial literacy is gradually becoming woven into our
everyday life. This is exactly how financial culture is formed," said
Governor of the Central Bank of Russia Elvira Nabiullina.
The contest "Capital of Financial Culture" is held
by decision of the Government of the Russian Federation in order to support and
scale the best regional initiatives aimed at improving financial literacy and
developing the financial culture of citizens. The organisers are the Ministry
of Finance of Russia and the Central Bank of Russia. The commission includes
representatives of the Federation Council, the State Duma, leading economic
universities and the professional community.
"By implementing this project step by step, we of
course strive to improve the culture of financial behaviour. On the one hand,
it is important to teach people how to manage their money competently and avoid
unnecessary spending. On the other hand, when choosing a purchase, it is
important to consider how necessary it really is, what its service life is,
what its cost is and what environmental impact it will have afterwards. This is
how our project 'FinEco' was born, which certainly combines several directions:
saving electricity, saving water and waste collection," said the Governor
of the Primorye region, Oleg Kozhemyako.
The contest was held in two stages. At the first stage, the
commission reviewed applications from 22 regions that actively implement
initiatives aimed at developing financial culture. Following the selection, 13
regions advanced to the final stage, six of which participated in the contest
for the first time.
In the final, projects were presented by the Altai,
Zabaykalsky and Primorye regions, the republics of Bashkortostan, Sakha
(Yakutia) and Komi, the Bryansk, Kaliningrad, Omsk, Oryol, Tver and Ulyanovsk
regions, as well as the city of Saint Petersburg.
Their initiatives covered various areas: financial education
in the workplace and in the family, countering fraud, developing skills of
rational consumption, youth initiative budgeting, improving the qualifications
of teachers, as well as creating media projects. Each finalist was awarded a
diploma.
In 2025, the winners of the first contest "Capital of
Financial Culture" were two regions — the Krasnoyarsk region and the
Nizhny Novgorod region. They received the same number of points. Ten out of the
twelve finalists of the contest launched the projects they presented.
The Krasnoyarsk region organised the first thematic session
on financial literacy "FinZHOZH" at the Biryusa Forum in the history
of nationwide youth forums. The event was attended by 350 young specialists
from 66 regions of the country, who developed dozens of project initiatives —
from educational programmes to technological start-ups.
The Nizhny Novgorod region, in the status of the capital of
financial culture, implemented the digital platform "Resident of the
Capital of Financial Culture". The service uses game mechanics:
participants receive points for completing educational activities and can
exchange them for tickets to cultural institutions and souvenir products.
During the first month, more than 25 thousand users joined the platform.
