Sergei Kravtsov outlined goals for designing the Education Development strategy until 2040
The
Minister of Education of the Russian Federation, Sergei Kravtsov, spoke at the
strategic session "Development of Education in the Russian Federation
until 2040." He presented the goal of the upcoming Education Development
strategy and highlighted the challenges that need to be addressed.
The event
took place at the National Centre RUSSIA, initiated by the Ministry of
Education of the Russian Federation, the Ministry of Science and Higher
Education of the Russian Federation, the Federal Service for Supervision in
Education and Science, and the Federal Agency for Youth Affairs. The organizer
of the session is the Russian society Znanie.
"Our
task is to prepare a strategy that reflects the consolidated opinion of the
professional community, students and parents, and government bodies regarding
the development of the education system until 2036, with a perspective until
2040. Much has already been done: the formation of a unified educational space
is ongoing, and schools are implementing a unified upbringing program. It is
crucial to solidify these trends so that graduates love their homeland, adhere
to traditional spiritual and moral values. Additionally, schools must provide
broad knowledge and prepare students for professional education," said
Sergei Kravtsov.
The head of
the Ministry of Education of Russia expressed gratitude to everyone involved in
this large-scale effort. He emphasized that the preparation of the document is
coordinated by the Executive Office of the President of Russia, the Government
of Russia, and personally by the Deputy Prime Minister of the Russian
Federation, Dmitry Chernyshenko. The draft strategy is being discussed with
representatives of the regions.
The
Minister of Education of the Russian Federation highlighted that it is crucial
for the members of the working groups to define the goal and mission of the
Education Development strategy, establish specific outcomes for all areas
covered by the document, and determine how these outcomes will be measured.
As Sergei
Kravtsov explained, the Education Development strategy must take into account
contemporary challenges. These include the rapid changes in the labor market,
demographic issues, the need to ensure scientific-technological and industrial
sovereignty, large-scale digitalization of all spheres of life,
economic-administrative barriers, unprecedented sanctions and ideological
pressure, and other factors.
The
Minister of Science and Higher Education of the Russian Federation, Valery
Falkov, emphasized the importance of collaborative efforts in preparing the
strategy.
"The
document should establish a unified conceptual framework for the entire
education system, define long-term goals and objectives, as well as the mission
and values of education. It is significant that work on the strategy,
particularly regarding higher and supplementary education, is being carried out
in active collaboration with representatives of higher education institutions,
other educational levels, leading employers, scientists, and public figures,"
said Valery Falkov.
The Head of
Rosmolodezh, Grigory Gurov, underlined that the elaboration of the Education
Development strategy is a shared task for the education sector, the youth
policy system, public institutions, and the regions.
"Engaging
the family community and employers in its discussion is particularly important
to us. Only together can we achieve the major federal goals that lie before us.
When discussing the quality of education, we must always remember that an
integral part of it is the system of character-building work. This system
defines the direction in which the acquired knowledge will be applied. For us,
this is undoubtedly the sovereign interests of our state, meeting the needs of
society and every citizen," noted Grigory Gurov.
The Head of
Rosobrnadzor, Anzor Muzayev, spoke about the joint efforts with the Russian
Ministry of Education to develop the Education Development strategy for the
period up to 2036, with a perspective extending to 2040. He emphasized the
importance of establishing a system for objectively assessing the quality of
the document’s implementation.
"Representatives
of the parent community, professionals, and students from our educational
institutions have participated in the Strategy's development. We have already
done a tremendous amount of joint work, and I am confident that today’s event
will mark a new step toward improving the quality of the materials prepared by
the working groups. Let me highlight that the quality of education is the key
indicator. It is crucial for us to verify the existing indicators and establish
an objective assessment of the strategy's implementation quality over the
years," said Anzor Muzayev.
Maxim
Dreval, Director General of the Russian society Znanie, also participated in
the strategic session.
"Today,
at the National Centre RUSSIA, we held a strategic session on the development
of education in the country up to 2040. Over 200 representatives from federal
and regional authorities are contributing to the proposals that will form part
of the new Education strategy. This is an important, systemic document that
will establish modern approaches to raising younger generations and elevate
education in the country to a new level," said Maxim Dreval.
The Education Development strategy up to 2036, with a perspective extending to 2040, is being developed in accordance with the directive of Russian President Vladimir Putin and aims to comprehensively prepare younger generations for future challenges. More than 650 people are involved in drafting the strategy, including experts in education, leaders and professors of educational institutions, representatives of the academic community (teachers, scientists), specialized non-profit organizations, businesses, and state corporations. Representatives from all 89 constituent entities of the Russian Federation are participating in the strategy's development, including schoolchildren, students, and their parents.
Feedback from the public is collected through regular research by VCIOM and surveys on the "Gosuslugi" portal.
The event will feature a presentation of a collection of essays written by participants of the international project "Open Dialogue: The Future of the World. New Platform for Global Growth."
