The second All-Russian Municipal Award "Service" has been launched at the National Centre RUSSIA
On December 17, at the National Centre RUSSIA, the Supervisory Board of the second All-Russian Municipal Award "Service" approved new nominations for municipal employees.
The award
is held by decree of the President of the Russian Federation, Vladimir Putin,
and is granted to outstanding representatives of the municipal community —
officials who have made a significant contribution to the development of
municipal entities and the improvement of citizens' quality of life.
The
organizer is the All-Russian Association for the Development of Local
Self-Government (VARMSU), supported by the Executive Office of the President of
the Russian Federation. The Head of the Supervisory Board of the
"Service" Award is the First Deputy Chief of Staff of the
Presidential Executive Office of the Russian Federation, Sergei Kiriyenko.
At the
National Centre RUSSIA, the members of the Supervisory Board approved the list
of nominations for the second All-Russian Municipal Award "Service."
In 2024, awards for municipal community representatives will reflect the
priorities of the state policy of the Russian Federation and highlight the
importance of municipal initiatives aimed at social and economic development.
The
candidates for the second All-Russian Municipal Award "Service" will
be heads of municipal entities, municipal employees, staff of municipalities
and municipal organizations, chairpersons, executive directors, and members of
councils of municipal entities in Russian regions, as well as chairpersons and
members of Territorial Public Self-Government (TPSG) bodies, rural elders, and
municipal deputies.
"The
first 'Service' Award attracted nearly 19,000 applications from 89 regions of
the country, which vividly demonstrates that the municipal community has a
significant demand for recognition, experience exchange, and support for best
practices. We witnessed not just initiatives but large-scale, successfully
implemented projects that are already integrated into the local economy and
social life. As we prepared for the second Award, we carefully considered the
feedback from applicants and the public opinion. For instance, we noted that
there were few young professionals under 30 among the participants of the first
award. Their work, especially in border areas, cannot be underestimated — they
are the golden reserve of municipal service, its future. Therefore, we strive
to create conditions for their recognition at the highest level,"
emphasized Irina Guseva, Co-Chairperson of VARMSU and a member of the Presidium
of the Council under the President of the Russian Federation for the
Development of Local Self-Government.
She also
highlighted the new features of the award that will offer participants
additional opportunities.
"This
year's innovations include the introduction of a Public Voting system through the
Gosuslugi portal, which will make the process transparent and accessible to all
residents of the country. We will also give applicants from the first award the
chance to reapply if their projects did not win. This is an opportunity to
showcase new results and improvements made over the past year," noted
Irina Guseva.
The second
"Service" Award features categories that recognize efforts in
territory development and the creation of a comfortable living environment
under the nomination "Territory Development — Residents' Well-Being,"
engagement of citizens in local development issues under "Each Person’s
Initiative — A Shared Success," and projects implemented in collaboration
with businesses under "Strengthening Partnerships — Expanding
Opportunities." Achievements in building effective communication and
feedback with the population will be recognized in the category "Direct
Dialogue — Trust in Authorities."
Special
attention will be given to initiatives aimed at identifying leaders within the
municipal community, supporting young professionals, and fostering a new
generation of experts. For instance, the nomination "Young Professionals —
Serving the Country" will highlight the contributions of young employees,
while "The Mentorship Institute — For the Future of the Country" will
recognize the implementation of targeted mentorship models.
Alongside
state support measures, it is essential to recognize and encourage initiatives
addressing the strategic issues of our country — population preservation and
the strengthening of family values. In municipal work, supporting families in
difficult life circumstances involves not only social and medical assistance
but also creating conditions for their integration into public life, ensuring
access to education, psychological support, rehabilitation, and active
participation. Thus, the nomination "Family Well-Being — A State
Priority" will recognize efforts aimed at improving the quality of life
for families, while the nomination "Caring for Heroes' Families — A
Contribution to Our Shared Victory" will highlight initiatives supporting
the families of veterans and servicemen of the Special Military Operation
(SMO).
To support
initiatives aimed at raising the younger generation in the spirit of
traditional Russian spiritual and moral values, the Supervisory Board has
established the nomination "Great Legacy — For Future Generations."
The award is intended to recognize projects that foster a sense of connection
to the country’s history and culture among young people, while also
strengthening interethnic and interfaith unity. The nomination gains particular
significance in the lead-up to the 80th anniversary of the Great Victory,
emphasizing the importance of passing on the memory of the nation’s heroic
deeds and the responsibility of preserving historical heritage.
In the
nomination "Courage and Heroism — Serving the Motherland,"
applications will be collected from municipal community representatives who
have demonstrated outstanding achievements in municipal service.
Application
period for the second All-Russian Municipal Award "Service" will open
on December 17, 2024. Projects, management decisions, or initiatives can be

"The
upbringing of children and youth in the spirit of patriotism and traditional
spiritual and moral values is our most important priority. The work of
municipalities, focused on specific people and local communities, holds
particular significance in achieving this goal. Therefore, we proposed expanding
the list of nominations for the All-Russian Municipal Award 'Service' with two
additional categories. In the nomination 'Great Legacy — For Future
Generations,' we will recognize the contribution of municipal employees to
patriotic education of the youth, the preservation of historical memory, and
the strengthening of interethnic and interfaith unity. In the nomination
'Courage and Heroism — Serving the Motherland,' we will honor municipal
employees located in the SMO zone, on the frontlines, and in border regions —
those who have demonstrated personal courage and heroism in the performance of
their civic duty. I am convinced that the nominees and winners of the award
will serve as worthy examples of dedication for the entire Russian
society," — noted a member of the Supervisory Board meeting, Hero of
Russia, SMO veteran, participant in the "Time of Heroes" program, and
Chairman of the Board of the All-Russian Public-State Movement for Children and
Youth "Movement of the First," Artur Orlov.
"The
Service Award is not just recognition, but a real tool that helps municipal
initiatives achieve development. Our project 'Citizen 2.0: The Right to
Influence,' which became a laureate of the first award, was scaled up this
year: over 30 initiatives totaling more than 60 million rubles have been
implemented in the Georgievsky Municipal District of the Stavropol region. The
importance of the award lies in its transparency — the multi-stage selection
process enhances trust in the projects and helps identify truly best practices.
The integration of finalists into federal programs opens new horizons for
municipal management development. It is at the local level that we address
issues directly affecting the lives of each citizen, and the award helps us
move forward," shared the 2023 Award laureate, Deputy of the Georgievsky
Municipal District Duma of the Stavropol region, winner of the I season of the
All-Russian Leaders of Russia competition, Artur Indzhiev.
"The
'Andryushka' project is our special mission aimed at helping children whose
lives have been changed by tragic circumstances. Starting with one boy who
suffered severe injuries in 2014, today the project has become a comprehensive
rehabilitation model, uniting the efforts of doctors, psychologists, speech
therapists, and social workers. Over 500 children have already received help:
we have provided prostheses, restored vision, and given them the chance to live
active lives. It is especially important to support the families of our heroes
— those who are defending the honor and territorial integrity of the country
today. We must ensure that they know their children are in safe hands and that
their families are surrounded by care and support. In this context, the Year of
the Family and the new nomination of the 'Service' Award become not just
symbols, but concrete steps toward helping those in need. The family is the
fundamental foundation of our lives, a transformative force that shapes the
future of each of us," emphasized the director of MBEI "Constellation"
Educational Centre, a member of the city council of Krasnogorsk, and the head
of the comprehensive psychological, medical, and social support and
rehabilitation project for children from the Donetsk and Lugansk People's
Republics, Sergei Syurin.
The
National Centre RUSSIA was established by order of the President of the Russian
Federation, Vladimir Putin, to preserve the legacy of the International RUSSIA
EXPO and to showcase the achievements of the country and its citizens on a
permanent basis. Federal government agencies, state companies, corporations,
and regions take part in the Centre’s work.
The
National Centre RUSSIA is located at 14 Krasnopresnenskaya Embankment, Moscow.
The Centre is open from 10:00 to 20:00 every day except Monday.
