Moscow tax authorities summarised results for the first nine months of 2025 at the National Centre RUSSIA
On 30
October, the results of the Moscow Directorate of the Federal Tax Service for
the first nine months of 2025 were discussed at the National Centre RUSSIA. An
extended meeting of the Collegium of the Federal Tax Service Directorate for
Moscow was held under the chairmanship of its Head, Marina Tretyakova. The
meeting was attended by the Mayor of Moscow, Sergei Sobyanin, Head of the Federal
Tax Service of Russia, Daniil Yegorov, deputy heads and department chiefs of
the Directorate, as well as heads of subordinate tax inspectorates across
Moscow.
Sergei
Sobyanin congratulated employees of the Moscow Directorate on the 35th anniversary
of the establishment of the Russian tax authorities and thanked them for
creating a service of world-class quality and performance. 
"Many
of the technologies developed and implemented by Russia’s tax authorities are
unparalleled in the tax services of other countries," emphasised the Mayor
of Moscow.
On the eve
of the 35th anniversary of the Federal Tax Service, Daniil Yegorov
congratulated his Moscow colleagues and addressed the young specialists:
"You have joined not just an interesting profession. Its true interest
lies in the complexity and non-triviality of the challenges we face — including
the task of ensuring fairness in taxation. We must find a smart and elegant way
to achieve a balanced and well-structured tax system."
Marina
Tretyakova delivered a report titled "Results of the Work of the Federal
Tax Service Directorate for Moscow and Its Subordinate Inspectorates for the
First Nine Months of 2025 and Key Objectives for the Remainder of the
Year". 
– Total
revenue administered by the Moscow Directorate and transferred to the Russian
budget system for the first nine months of 2025 reached 8.2 trillion roubles,
showing growth of nearly 121%.
–
Contributions to state extra-budgetary funds amounted to 2.6 trillion roubles,
or 24.5% of all-Russian collections, with a growth rate of 117%, outpacing the
wage dynamics by nearly 5 percentage points.
– Transfers
to the federal budget reached 2.7 trillion roubles, up 37%, including a 28%
rise in VAT revenues, which accounted for 27% of national VAT receipts.
– Transfers
to the Moscow city budget grew by 10% to 3.4 trillion roubles.
– Against the background of rising wages, personal income tax receipts to the city budget grew by 112.6%.
The
positive dynamics were also driven by efforts to legalise the tax base. Over
the first nine months of 2025, citizens voluntarily submitted nearly 960,000
tax declarations. An additional 26,000 citizens were brought into the
declaration process for income from property transactions, resulting in over 2
billion roubles in additional charges, including more than 300 million roubles
from stopping illegal rentals of residential and other property. 
This year,
measures were initiated concerning employable "non-working" residents
of Moscow who do not declare their income for tax purposes.
"Given
the relevance and social importance of the issue of illegal employment, the
risks it poses to the labour market and potential losses to the budget,
monitoring of activities related to ‘non-working citizens’ will remain a
constant focus," emphasised Marina Tretyakova. 
In light of
the upcoming changes in tax legislation, Daniil Yegorov noted that the Service
must maintain its focus on transparency and client-centredness, remaining a
system-based organisation that efficiently manages both risk assessment and
taxpayer services. The agency, he added, will continue to take a flexible
approach in addressing systemic challenges and adapting to changing realities.
Within its
cooperation with the Moscow Directorate of the Federal Tax Service, the Moscow
Government provides consistent support in equipping tax authorities with modern
information systems, office equipment and other necessary resources. 
In
conclusion, Sergei Sobyanin presented Moscow city awards to distinguished
employees of the Federal Tax Service Directorate for Moscow.
Summarising
the Directorate’s objectives for 2025, Marina Tretyakova stressed that the main
task of the tax authorities remains the stable provision of budget revenues at
all levels in line with the established economic parameters and the continued
improvement of tax administration efficiency across all areas of activity.
