New mechanisms of the "Learning Through Service" programme presented at the National Centre RUSSIA in Yugra
An open dialogue dedicated to the federal programme
"Learning Through Service" was held at the All-Russian Civil Society
Development Forum "Dobrino" at the National Centre RUSSIA space in
Yugra. Participants discussed how the programme helps solve real social issues
as part of the educational process and how non-profit organisations can become
full partners for universities.
The speakers included Deputy Minister of Science and Higher Education of the
Russian Federation Olga Petrova, Director of the Department of Youth Policy,
Civic Initiatives and External Relations of Yugra Yakov Samokhvalov,
Vice-Rector for Education at Yugra State University Tatyana Kostyleva, Head of
the Financial Literacy programme at the Contribution to the Future Charitable
Foundation Nina Osipova, and Vice-Rector for Youth Policy at Surgut State
University Svyatoslav Bolotov.
The "Learning Through Service" programme is being implemented on the
instructions of the President of the Russian Federation, Vladimir Putin. Today,
about 600 universities and colleges, as well as schools, have already joined
it. Students work on specific socially significant tasks — complex issues that
are relevant to the regions. These tasks are posted on the Dobro.rf platform.
Non-profit organisations account for 42% of the programme’s social partners.
"The 'Learning Through Service' programme has today become one of the key
mechanisms for developing practice-oriented education. It is especially
important that the programme helps train a new generation of specialists —
competent, responsible, ready for teamwork and participation in the country’s
development. Today, it brings together hundreds of universities and builds a
continuous educational path in which participation in social projects becomes
part of professional development," Deputy Minister of Science and Higher
Education of the Russian Federation Olga Petrova emphasised.
The programme platform will be launched in an updated format on 1 September
2026. The key innovation is that educational organisations and non-profit
organisations will no longer need to conclude a separate agreement — all
interaction will take place through a single service. A hotline will also be
launched to enable partners and universities to communicate quickly.
Today, all universities in Yugra participate in the programme, and each of them
has developed its own approaches and unique practices. Students solve tasks in
a wide range of areas: tourism, education, media projects, IT solutions, social
assistance, improvement of public spaces and much more.
"Yugra became one of the pilot regions to join this project. Two years
ago, at the Dobrino Academy, we launched the first educational model for
non-profit organisations on how to become a social partner and client for a
university. At that time, we faced a task that turned out to be common to many
regions. We built a system that helps non-profit organisations interact with
universities, and now we see that this is becoming a sustainable social
practice," Director of the Department of Youth Policy, Civic Initiatives
and External Relations of Yugra Yakov Samokhvalov said.
Yugra State University, which received the status of a core university in 2024,
has become one of the leaders in implementing the programme in the region. It
has created a social design laboratory — a single space for students and
mentors. The programme has been integrated into all educational areas, while
project activity has been made continuous, from the first year through to
graduation. More than 1,000 students take part in it every year.
The All-Russian Civil Society Development Forum
"Dobrino" of the Rosmolodyozh.Forums platform is being held at the
National Centre RUSSIA in Yugra from 1 to 14 July and brings together 500
participants from all regions of Russia and several foreign countries. The
event is organised as part of the national project "Youth and
Children". The organisers are the Government of the Khanty-Mansi
Autonomous Area — Yugra, the Dobrino Academy for Civil Society Development
autonomous non-profit organisation, the Federal Agency for Youth Affairs
(Rosmolodyozh), the Dobro.rf Association and the Youth Centre of Yugra
autonomous non-profit organisation.
