Winners of the second hackathon of the First Neurocontent Cup special project announced at the National Centre RUSSIA
The Presidential Platform "Russia — Land of Opportunity", together with the Internet Development Institute, the National Centre RUSSIA, and ANO "Artificial Intelligence Technologies Development", announced the results of the second hackathon of the special project First Neurocontent Cup. The project supports specialists who create relevant content about the country’s achievements using neural networks. The event, held as part of the II International Symposium "Inventing the Future", brought together 27 teams from across Russia competing for the main prize. The winner was the Moscow-based team KROLIKI.
"For us, it is especially important that the next Neurocontent Cup will become the first regional stage. It will take place this December — as part of the opening of the new branch of the National Centre RUSSIA in the Krasnoyarsk region. I really hope that my native Siberian region will take an active part in it. I’ll tell you a secret — I’ve already seen some of your works, and they are incredible! Honestly, I got goosebumps seeing how talented, brave, and inspired you are. Thank you so much!" said the Director General of the National Centre RUSSIA, Natalia Virtuozova.
First Neurocontent Cup is a special project of the Presidential Platform "Russia — Land of Opportunity" and the Internet Development Institute aimed at supporting specialists who create content for state and commercial organisations using neural networks. It brings together content managers, copywriters, video makers, motion designers, and AI creators, giving many people the opportunity to demonstrate how new technologies can help shape a positive and creative image of the country.

Many of the videos touched the heart deeply — it was both inspiring and a little frightening. At the event held at the National Centre RUSSIA, 27 teams competed with projects generated from ideas developed by experts on the first day of the II International Symposium "Inventing the Future". The central theme of their work was "Russia of the Future Is...", within which teams used neural networks to visualise concepts in four key areas: "Technologies of Tomorrow", "Person of the Future", "Cities of the Future", and "Union of Science and Creativity".
"We see the growing interest of young people in creative industries and technology. In the special project First Neurocontent Cup, 75% of participants are young people. This is not just a competition but a real platform for developing creative skills and discovering talented young individuals who create content by merging creativity and technology. It is especially valuable that the participants are gaining new knowledge and tools while filling their work with deep meaning and purpose," said Head of the Federal Agency for Youth Affairs, Grigory Gurov.
At every stage of the Cup, participants were evaluated based on the speed and quality of their work, covering the full production cycle — from generating text and images using neural networks to creating animation and assembling the final video.
The expert jury of the project included Director General of the Presidential Platform "Russia — Land of Opportunity" and Rector of the Senezh Management Workshop, Andrei Betin; Director General of the Internet Development Institute, Alexei Goreslavsky; Director General of the National Centre RUSSIA, Natalia Virtuozova; Head of the Federal Agency for Youth Affairs, Grigory Gurov; Managing Director and Head of the Immersive Solutions Centre at Sber, Maxim Kozlov; Aide at the Presidential Directorate for Social Projects, Vladimir Kosteyev; Deputy Head of the Presidential Directorate for Information and Communication Technologies and Communications Infrastructure Development, Alexei Maksakov; Director of the In-House Production Department at PREMIER and RUTUBE, Alexei Fedorov; film director and producer, Angelina Ashman; and First Deputy Director General of the Presidential Platform "Russia — Land of Opportunity", Gennady Guryanov.
"It is now essential to provide systemic support for those who can work with technology while preserving meaningful content and originality. These are exactly the kinds of teams we see at the Neurocontent Cup — a launch pad for many creative groups. However, they must be able to continue developing within the industry, producing larger-scale projects. Therefore, the Internet Development Institute will launch a separate competition in November for creating AI-based content — aimed at authors capable of conveying relatable ideas through innovative technological formats," said Director General of the Internet Development Institute, Alexei Goreslavsky.
The winning team, KROLIKI, received a contract with ANO "Artificial Intelligence Technologies Development" to produce socially significant content worth 500,000 roubles.
"Neural networks are becoming a full-fledged creative tool, and the First Neurocontent Cup inspires people to create new formats in other competitions. For example, submissions have opened for the Picture of the World contest, which will include the category Digital and Neural Art. We recommend that teams from the first and second hackathons upload their short videos to the contest website — the best entries, following a public vote, will be exhibited at the Tretyakov Gallery branch in Samara. Also, Director General of the National Centre RUSSIA, Natalia Virtuozova, proposed holding regional stages of the competition. The next hackathon will take place in December in Krasnoyarsk. This is the best recognition of the format our team has developed and implemented," said First Deputy Director General of the Presidential Platform "Russia — Land of Opportunity", Gennady Guryanov.
The first hackathon of the First Neurocontent Cup was held in Moscow in early September 2025. It received 272 applications from 57 Russian regions, with 53 finalists forming 17 creative teams. The winning team was Klever from Saint Petersburg.

The first group believes in the boundless potential of progress, while the second fears that technological development poses a new challenge to humanity.
During the event, the researchers shared personal stories — not only of their achievements but also of what usually remains behind the scenes.
