On 12 April, as part of the presentation of the national project "Youth and Children", a meeting of the State Council Commission on the "Youth and Children" direction was held at the National Centre RUSSIA.

Head of the Federal Agency for Youth Affairs (Rosmolodezh) Grigory Gurov presented the "Generation Index," which will allow for a comprehensive analysis of the current situation among young people in Russia. This tool will help assess the effectiveness of the measures taken in the field of youth policy, which is important for creating the conditions to foster a harmoniously developed, patriotic, and socially responsible individual based on traditional spiritual and moral values — a task set by the President of Russia within the framework of the new national project "Youth and Children."

"’Generation Index’ is a reflection of our cultural and social changes. For the first time, we are conducting such a large-scale monitoring of all areas of young people's lives in order to understand their impact on the development of the country. The Index will help us assess the effectiveness of current measures and, in the future, develop new ones so that Russia remains a land of opportunity. Through expert interviews, analysis of the best theoretical and methodological approaches and practices, and based on strategic guidelines and the goals of state policy, seven indicators have been defined to form the index: education, worldview, work and socially beneficial activity, family and intergenerational connection, health and sports, leisure, culture, infrastructure for young people, and the image of the future. This is our common task — coordinated work of all structures and agencies," said Grigory Gurov.

The study is being conducted across the country in collaboration with the Higher School of Economics, the Federal Centre for Humanitarian Practices of the Russian State University for the Humanities, Innopraktika, and the Centre for the Study and Network Monitoring of the Youth Environment. The results of the study, in the form of a public report, are planned to be presented in June this year.

Another item on the agenda of the meeting was the Strategy for the Development of the Education System until 2036, which includes such aspects as improving the quality of education, enhancing the prestige of teachers, and organizing the educational process. Presentations were given by Governor of the Yamalo-Nenets Autonomous Area Dmitry Artyukhov, who heads the State Council Commission on the "Youth and Children" track; State Secretary and Deputy Head of the Federal Agency for Youth Affairs Denis Ashirov; Deputy Minister of Education of the Russian Federation Irina Shvartsman; Deputy Minister of Science and Higher Education Olga Petrova; and Deputy Head of the Federal Service for Supervision in Education and Science Sergei Rukavishnikov.

"Together with colleagues from federal agencies, we are designing the Strategy for the Development of Education. This document will become the foundation of the future education system in the country. The main goal of the strategy is to unite everyone involved in raising children and young people: parents, teachers, schools, colleges, universities, and supplementary education institutions. The strategy will help coordinate efforts and build a consistent approach in a unified direction. We expect the document to serve a practical function and become a tool that will allow synchronization of all areas of upbringing and education," noted Dmitry Artyukhov.

Deputy Minister of Science and Higher Education of Russia Olga Petrova spoke about the priority tasks currently facing the agencies implementing the national project "Youth and Children":

"Our key goal is to train highly qualified and socially responsible specialists—proactive patriots ready to tackle the most complex challenges of the modern economy. As part of the national project 'Youth and Children,' we are creating comprehensive conditions in universities to foster the development of such multifaceted individuals. The Ministry of Science and Higher Education of Russia and the relevant agencies face a large-scale task, the fulfillment of which directly impacts Russia’s future. I am confident that by joining forces, we will achieve this strategically important goal."

"The work on the strategy was carried out by 15 working groups with the participation of nearly 2,000 experts. These include experts from the Ministry of Education of Russia, the Ministry of Science and Higher Education of Russia, the Federal Service for Supervision in Education and Science, the Presidential Executive Office, the Russian Academy of Sciences, the Russian Academy of Education, the Federal Tax Service, university rectors, school and college directors, representatives of science, public organizations, and business. We discussed the approaches in each constituent entity of the Russian Federation. Based on these results, citizen surveys, and discussions in the State Duma and the Federation Council, the working groups identified a wide range of issues concerning various levels of education and cross-cutting topics: the quality of upbringing, psychology, digitalization, management, economics, and the export of education," said Irina Shvartsman.

She emphasized that the mission, vision, and goal of education have been formulated. The values of the strategy were also discussed: human-centeredness, traditions, innovation and technology, responsibility, and safety.

About a thousand alumni of previous Rosmolodezh forums, representatives of regional organizations responsible for implementing the national project "Youth and Children," winners of the Rosmolodezh grant competition, and young representatives of the Movement of the First are taking part in the presentation. The goal of the event is to present the key ideas of the national project "Youth and Children," introduce innovations of upcoming forums, and demonstrate nationwide values that form the foundation of Russia's cultural code.

The event is organized by Rosmolodezh in cooperation with the Ministry of Education of Russia, the Ministry of Science and Higher Education of Russia, the State Corporation Roscosmos, the Russian society Znanie, the ANO "National Priorities of Russia," the presidential platform "Russia – Land of Opportunity," the Movement of the First, the National Centre RUSSIA, and Dobro.rf.

Partners of the outreach program include: Gazprom-Media Holding, the Food Bank Rus charitable foundation, the Krutitskoye Patriarchal Compound of the Russian Orthodox Church, the Mosvolunteer Resource Centre, and the interactive museum "In Silence."
