Festive expanded board meeting of the Federal Tax Service marking the 35th anniversary of Russia’s tax authorities held at the National Centre RUSSIA
The results of the large-scale digital transformation that
has reshaped the country’s tax system in recent years were discussed at the
expanded board meeting of the Federal Tax Service. The event, dedicated to the
35th anniversary of the Federal Tax Service, was held at the National Centre
RUSSIA on 20 November.
Deputy Prime Minister of the Russian Federation and Chief of Staff of the Government of the Russian Federation Dmitry Grigorenko noted that over 35 years the Federal Tax Service has become an undisputed technological leader: "Today the Federal Tax Service of Russia represents not a ‘controller’ but a suite of modern, convenient and customer-oriented services. At the same time, the Service’s work in the field of digitalisation has become a recognised benchmark of quality and efficiency for the entire system of public administration."
Minister of Finance Anton Siluanov stated that thanks to the
automated VAT declaration control system of the Federal Tax Service, ACS VAT-2,
the VAT gap has fallen to less than one per cent.
"We adopted a whole series of tax amendments last year
and this year. The Federal Tax Service implements these changes and
communicates them to our entrepreneurs — doing so with precision,
professionalism and accuracy. Last year we expanded the number of VAT payers,
primarily small businesses. Ninety-eight per cent of new taxpayers pay VAT
efficiently and without failures, in full," said Anton Siluanov.
Head of the Federal Tax Service Daniil Yegorov noted that
over the years the Service has moved from the image of an exclusively
supervisory authority to that of a reliable partner and service organisation
for citizens and businesses. Projects of the Federal Tax Service balance
control and service functions, but ultimately they cease to be merely tax
projects and become part of broader infrastructure, taking public
administration to a new level.
According to him, the data used by the Federal Tax Service to create new tax regimes make it possible to develop truly unique products, such as AutoUSN (the automated simplified taxation system): "Such technology has never been used before. No tax authority in the world has yet reached systems that allow the simultaneous calculation of account movements across various banks and cash registers and performing computations by types of payments and categories of receipts in order to form tax obligations."
He called the Unified Population Register the pinnacle of
the development of the registers maintained by the Federal Tax Service. Thanks
to this register, public services will be provided quickly, efficiently and
without additional costs. Citizens will already be able to verify their own
data in the Unified Population Register next year, said Daniil Yegorov.
In conclusion, he thanked the employees, emphasising that
today’s event is an opportunity not only to summarise results but also to set
objectives for the future.
"We must continue to improve the quality of services,
make the tax system even more convenient and transparent, and actively
introduce modern domestic technologies and artificial intelligence
capabilities," he summarised.
