Vladimir Vladimirov: Stavropol region is building the economy of the future
The Stavropol region is actively developing its economy across all sectors — from agriculture, chemicals and tourism to green energy and the creative industries. This was stated by Governor Vladimir Vladimirov at the National Centre RUSSIA during the presentation of the development strategy "Region-2030. Stavropol Region" as part of the thematic days at the National Centre RUSSIA. According to him, the systematic development of these areas is essential for improving people’s well-being.
"A key trend that we have maintained in 2025 is the growth of all major indicators: gross regional product, investment in fixed capital and tax revenues. This is the foundation of our future. Over five years, we have almost doubled our GRP. We expect that by 2030 we will confidently surpass 2.5 trillion roubles. This represents a significant volume of output. At the same time, investment growth continues. We have set ourselves the goal of confidently exceeding 500 billion roubles in investment in the economy of the Stavropol region. For us, this is first of all a guarantee of decent wages and comprehensive business development," Vladimir Vladimirov emphasised.
The governor of the Stavropol region noted that the region is developing in several directions simultaneously: it preserves its traditional sectors — agriculture, resorts and chemicals — while also advancing new industries, including solar and wind energy. He stated that another solar power plant is under construction and that the project will be implemented despite existing challenges. At the same time, all economic development must lead to the main objective — increasing residents’ incomes so that life in the Stavropol region is convenient and comfortable.
"For the confident development of the Stavropol region, we need a creative economy. Today, schools of creative industries have been opened in Pyatigorsk and Stavropol. This is not only about craftswomen or traditional crafts — a wide range of areas is in demand. We have Nekrasov Cossacks, Molokans and Cossack traditions — all of this forms part of the region’s cultural environment. But schools of the creative economy are about something different: we nurture children’s talents, for example directors and animators, so that they can develop in various fields — not only in sport or conventional artistic pursuits, but also in the creative industries. A child tries different paths and understands what is close to them. That is why such schools are opening in the Stavropol region — so that everyone can find their place," he added.
As Vladimir Vladimirov noted, agriculture remains the foundation of the Stavropol region’s economy. Irrigation is expanding, allowing for two harvests per year, and the area of super-intensive orchards has increased from 10 to nearly 2,000 hectares. A new sector — plant nurseries — has emerged, and today the Stavropol region has become the largest producer of seedlings in Russia. Production of greenhouse vegetables is also developing with access to export markets, and large farms and processing plants are being built, creating new products and strengthening the region’s market position.
"By 2036, we must increase industrial output by at least 60%. We need to expand exports — today they account for about 25%, and we must raise this figure to nearly 2 billion US dollars and then add another 25%. This is a serious challenge: it is not enough to produce, we must also sell. We are major producers of agricultural products, but we do not process them sufficiently. Our task is to double processing volumes within the region. And, of course, by 2036 we would like to exceed a population of 3 million and maintain steady population growth," the governor said.
The development of all these areas has a positive impact on the creation and expansion of infrastructure in the Stavropol region, Vladimir Vladimirov is confident: "A hospital that provides high-quality treatment. A school where a child receives a quality education. A kindergarten where children take their first steps in communication and socialisation. All of this shapes a comfortable living environment. Over the past five years, 340 new healthcare facilities have been built in the region and 55 schools have been renovated. This year we are continuing the work — renovating a further 43 schools and planning to upgrade 7 kindergartens. We are also building new roads. Every year we improve up to 300 facilities under the local initiatives programme and up to 50 under the federal programme: creating squares and parks, upgrading public spaces — this is part of the high standard of living in the Stavropol region."
Vladimir Vladimirov stated that an important element of comfortable living in the Stavropol region is the development of airports in Mineralnye Vody and Stavropol. He emphasised that passenger traffic at Stavropol is steadily increasing, with the goal of exceeding 1.5 million passengers, while Mineralnye Vody aims to reach 10 million passengers by expanding its route network and reconstructing terminal facilities for international flights. According to him, the region currently serves around 17 international destinations, including the CIS, Turkey, Dubai and Asia, and is actively developing economic and tourism ties with South America and Belarus, creating the foundation for an international aviation hub and the overall development of the region’s transport infrastructure.
In his address, Vladimir Vladimirov also discussed the Caucasus Investment Forum, the Year of National Unity and interethnic cooperation, industrial development and investment, strategic goals up to 2036, tourism and road infrastructure, quality of life, human resources policy and support for young people, as well as comprehensive assistance to participants in the special military operation and their families.
