On 28 November, the final stage of the International Forum "New Philosophy of Upbringing" began at the National Centre RUSSIA. Ahead of the official opening ceremony, the participants were presented with the Code of the same name — the first document of its kind in the history of the forum.

Speakers noted that the Code of the New Philosophy of Upbringing is the key document defining the direction of educational and upbringing work within the initiative of the same name, and serves as a foundation for consolidating the efforts of the state, schools and public organisations in shaping responsible citizens of the country. Deputy Director and Head of the Training Centre of the Russian Children and Youth Centre (FSBI "Rosdetcentre"), Gennady Kirechenkov, explained how the Code supports the promotion of national interests and priorities.

"We are the conductors of the state’s values and priorities. But if we are not creative, if we cannot listen and feel, if we fail to find a balance between state policy and its creative realisation, we will not be able to make upbringing something living and truly necessary for both parents and our children. This is why the Code helps us find agreement within ourselves; it serves as a unifying foundation. Today we understand better than anyone that school advisers alone cannot solve the task of ensuring our national security. It is essential that all those who are not formally our employees — homeroom teachers, school staff, the parent community, and even more broadly — all strive to take part in this process and understand the values we convey," Gennady Kirechenkov told the participants.

Vladimir Belousov, Vice-Rector for Upbringing Work at Omsk State Pedagogical University, highlighted the significance of the Code from the perspective of the university community.

"We also constantly reflect on the priorities that are shaped, adjusted and changed in our state. But the most important thing is that at the centre of all these priorities stands the person. Therefore, the Code allows us to assess how our system of higher pedagogical education corresponds to the tasks and priorities established in today's school. After all, the higher-education system neither begins nor ends within itself. We admit school students who have gone through the New Philosophy of Upbringing, and we graduate those who will return to schools to build a new upbringing environment there," explained Vladimir Belousov.

 The final stage of the "New Philosophy of Upbringing" forum is being held at the National Centre RUSSIA from 28 November to 1 December. It will conclude the extensive work carried out throughout the year and become a starting point for implementing new approaches in upbringing work. More than one and a half thousand leading school upbringing advisers, representatives of student bodies and parent communities from all regions of the country will share their experience and practices, and discuss current issues in the field of upbringing and education. An important part of the programme will be the IV All-Russian Children’s Award "New Philosophy of Upbringing".
