A comprehensive approach to the economy, the social sphere, and the urban environment; the implementation of major projects in industry, agribusiness, education, and healthcare; support for participants in the special military operation and their families; and the creation of comfortable, modern infrastructure were the key topics of an open discussion with the Governor of the Ryazan Region, Pavel Malkov. The event was held on 24 December as part of the project " Platform of the Future: Region-2030. 100 Steps" at the National Centre RUSSIA.

"When you approach something with full dedication and commit yourself to it completely, over time it becomes something you truly love. For me, Ryazan is exactly that — my life’s work. It is an incredible region: very beautiful, with remarkable culture, history, and architecture, and, of course, with wonderful, hardworking people. It is no coincidence that our President called Ryazan the heart of Russia," Pavel Malkov said.

According to him, three components are essential to make life in the Ryazan region comfortable and engaging: a high-quality urban environment, a developed economy, and a strong social sector. He emphasised that these areas must be developed together, as none of them works effectively in isolation.

"We are actively developing the pharmaceutical sector and the design and production of medical equipment. More than ten major enterprises are already operating in the region. A plant producing medicines from human blood plasma is under construction. This is critically important for our country, as all such medicines have previously been imported. The plant will be launched next year. At the same time, a facility producing modern medicines for the diagnosis and treatment of cancer is being created. It is currently under construction and is scheduled to open in 2027. Very recently, a plant producing medical nutrition was launched. What was the issue here? More than 80 per cent of medical nutrition on the market was imported. We depended on foreign supplies, but now, with the launch of this facility in Ryazan, we will fully cover the market with high-quality, modern medical nutrition. Moreover, this enterprise will meet not only the needs of the region but of the entire country," he stressed.

He also noted that it is important to create conditions for enterprises to operate, rather than merely building facilities. The Governor cited the example of the Ryazan industrial park covering 560 hectares with full infrastructure along the M-5 highway, where around twenty enterprises are currently under construction. Its opening will create 12,000 jobs. This was followed by the launch of construction of another agro-industrial park and several smaller sites. He emphasised that new industrial zones are being developed according to modern principles, with green areas, multifunctional public service centres, a hotel, a kindergarten, fitness facilities, and housing nearby, so that people feel comfortable working and spending time there.

"We have many active projects, including in the field of unmanned aerial vehicles. These include drones for agriculture and civilian purposes. We are not talking about drones as an end in themselves, but about developing specific practical applications. We are working on the delivery of medicines to remote areas using drones, as well as the transportation of biomaterials. We have centralised the laboratory system, brought it up to the highest standards, and organised it in such a way that people can have tests done anywhere in the region, even in its most remote areas," he said.

In addition, Pavel Malkov addressed the development of the agro-industrial sector. According to him, the Ryazan region set records this year across a number of agricultural indicators, including grain, oilseed crops, milk, chicken eggs, and meat.

The education sector in the region is undergoing modernisation. He noted that every institution is being developed, including kindergartens, schools, and colleges: "We are creating robust infrastructure. Seven large modern schools are being built simultaneously across the region. Since 2022, with federal support, 55 schools have been renovated and modernised. Parents, students, and teachers are actively involved. They accompany the project from start to finish and ultimately receive exactly the school they want to see. We apply a home-like atmosphere approach, while at the same time, alongside systemic development, we also create flagship schools that lead the entire system forward". 

The Ryazan region is one of three regions where educational institutions are being built by decision of the President of Russia. A school designed for 800 students with a residential campus for 300 permanent residents is currently under construction. As Pavel Malkov noted, the facility will include a swimming pool and an observatory, making it a landmark project for the entire region.

"No project exists in isolation — it shapes a specific environment around it. A school becomes a centre and a growth point for the entire neighbourhood: housing, roads, and sports facilities are already under construction, the embankment is being improved, and another kindergarten and a secondary school are being built nearby. A whole neighbourhood is taking shape before our eyes around a flagship project," he emphasised.

Another key area actively being developed in the Ryazan region is healthcare: "We have set ourselves an ambitious goal: to create a benchmark regional healthcare system. We are modernising medical facilities and building new ones at all levels — from small rural first-aid posts, more of which have been built than at any other time in history, to large specialised centres. We are upgrading and purchasing equipment, working on staff training, and introducing types of medical care that have never existed in the region before. The task is to ensure that residents can receive all medical services without leaving the region, except for extremely rare cases that require federal centres. Everything else should be available within the region."

Pavel Malkov stated that the perinatal centre in the Ryazan region has been fully re-equipped and relaunched, and that the maternity care system has become a quality benchmark for the region.

"For the first time, we have reversed the trend of doctors leaving the region. Since the beginning of last year, just over 60 specialists have left, while more than 140 have arrived <...> One of our priorities remains a human-centred approach. I am confident that the public healthcare system can provide services of a very high standard, even higher than private medicine. That is why we pay close attention to everything — from parking or public transport stops to the reception at a medical facility. Every detail matters: how you are welcomed and how long you have to wait in line," he added.

In addition, according to him, a system of preventive medical examinations and health screenings has been established since 2022. The number of people covered has increased from 373,000 to 712,000, making it possible to detect diseases at early stages and reduce mortality. A specialised health screening centre with carefully designed logistics and separated patient flows will be launched in the region soon to ensure the most efficient and comfortable service, he added.

Support for participants in the special military operation and their families remains a priority for the Ryazan region, Pavel Malkov noted. The region provides assistance to military units, restores social infrastructure, and works in the territories under its patronage. An individual support system with personal coordinators and more than one hundred support measures has been created for families, including priority access to medical services without queues. Particular attention is given to employment and self-realisation through the programmes "Heroes 62" and "Your Own Business". These programmes make it possible to build individual career pathways and provide effective, high-level support.

Meetings with the heads of the constituent entities of the Russian Federation are held as part of the large-scale regional programme of the National Centre RUSSIA, " Platform of the Future: Region-2030. 100 Steps". Its implementation is carried out in line with Russia’s national development goals defined by the President and is based on the principle of prioritising the interests of each individual, their self-realisation, and improving quality of life.

In addition to this, from 23 to 28 December, Ryazan Region Days are being held at the National Centre RUSSIA. The thematic week features business, cultural, and educational programmes with the participation of the region’s senior officials. The week opened with the lecture "Success. Sport. Achievements" for children and young people.
