Maxim Oreshkin: Russia is ready to share AI technologies with partners around the world

Artificial intelligence is becoming one of the most important tools of our time, but it can multiply the capabilities only of a person who continues to develop, has critical thinking skills and is able to remain "above" artificial intelligence. At the same time, Russia is ready to share its AI expertise with partners around the world. Maxim Oreshkin, Deputy Chief of Staff of the Presidential Executive Office of the Russian Federation, said this on 15 September at the International Festival of Youth (IFY-2026) in Yekaterinburg. He met with participants from different countries at the event named "OD CAMPFIRE: Youth Meeting". This is a project which runs as part of the Open Dialogue titled "The Future of the World. A New Platform for Global Growth" and is held at IFY-2026 in Yekaterinburg. Together, they discussed how artificial intelligence is changing professions and science; why countries need to preserve technological and cultural sovereignty; and what solutions can help people realise their potential in a changing world.

"The world is changing very rapidly and dramatically today: the weight of different countries is shifting, technologies are developing and demographics are transforming. To help people in all countries prepare better for these changes, it is particularly important to maintain contacts, communicate, share knowledge and understanding, and build horizontal connections. The International Festival of Youth is one of the places where people can meet, talk and learn something new about one another. And this is important not only for our country, but for global development as a whole," Maxim Oreshkin said.

Young people from around the world actively discussed artificial intelligence, including ethical issues and its implementation in public administration and science. According to Maxim Oreshkin, AI is already becoming part of everyday life: it is used in healthcare, on the public services portals, in education and in interactions with citizens.

"When it comes to AI adoption, the Moscow healthcare system is a good example. AI is already deeply integrated into many processes there, including image analysis and predictive analytics. We have a modern public services portal that uses chatbots and other AI technologies to communicate with citizens. Whatever area of public administration you look at, artificial intelligence is there — in education, healthcare and on the public services portals. AI is the future of public administration, the social sphere and the economy as a whole. Those who fall behind in this process risk being left behind forever," the Deputy Chief of Staff of the Presidential Executive Office stressed.

According to him, people who, through their own development, stronger critical thinking and a good understanding of context, learn to use artificial intelligence as a tool will be able to use it to multiply their capabilities. That is why, Maxim Oreshkin stressed, countries need to build systems of education and lifelong learning in a way that enables people to remain "above" artificial intelligence. He believes that the key task for education and human development systems should be to foster this kind of critical thinking and a broad context, including a cultural one.

"The scientists of the future will necessarily be a combination of a person or a group of people and artificial intelligence — there is no other way. The key is to use artificial intelligence while remaining above it as a researcher: understanding what it is, understanding how to use it, and critically assessing the results and material it produces for you. Education systems around the world are now trying to work out how to organise the process so that more students remain above artificial intelligence," Maxim Oreshkin said.

He also emphasised that Russia is ready to share its expertise in artificial intelligence, the platform economy and autonomous systems with international partners. Such exchanges of technology and knowledge enable countries to develop together, strengthen their own capabilities and find joint responses to global challenges.

In addition to artificial intelligence, Maxim Oreshkin and participants in OD CAMPFIRE discussed a wide range of other topics. These included Russia's demographic future and measures to support families and encourage higher birth rates, and technological sovereignty and the country's role in supporting the development of partner countries, including cooperation with African and Asian states. Environmental issues were also discussed, from the development of renewable energy to the modernisation of industry and the urban environment. Participants also discussed changes in the global financial system amid sanctions, prospects for creating new institutions within BRICS, and the role of sport in cooperation between the group's member countries.

The Open Dialogue "The Future of the World. A New Platform for Global Growth" is an ecosystem of international events initiated by the National Centre RUSSIA in partnership with the Centre for Cross-Industry Expertise "The Third Rome", with the support of the Presidential Executive Office of the Russian Federation. The project features expert sessions, discussions and presentations held throughout the year.

"OD CAMPFIRE: Youth Meeting" formed part of the National Centre RUSSIA programme at the International Festival of Youth in Yekaterinburg. The event brought together young people from different countries, as well as representatives of science, business, civic initiatives and the creative industries. The informal format enabled participants to discuss key global trends, technological changes and the future that the new generation will need to shape directly with experts and government representatives.
