Model libraries, art schools and films for children: cultural policy priorities discussed at exposition
On February 15, the RUSSIA EXPO hosted the events of the National Achievements Forum "Our Culture". Minister of Culture Olga Lyubimova in her speech at the plenary session "On Key Results and Achievements in the Field of Culture" emphasized the significant results of work in each of the priority areas of the department - from the preservation of historical memory, work with young people and the development of volunteer activities to the support of theaters, museums and national cinema.
She paid special attention to the implementation of the national project "Culture", which has significantly improved access of millions of Russians to the country's cultural heritage. One of the brightest examples was the program of development of a network of model libraries in the regions of Russia.
"The national project initiated by the President has already made it possible to transform more than a thousand libraries in all corners of the country. Today, model libraries are available to more than 60 million people in Russia. Each of them is such a comfortable multifunctional modern space for self-realization, creativity and intellectual growth of readers," said Minister of Culture Olga Lyubimova.
The work on support of the education system in the sphere of culture is of no less importance for the department. In recent years, much has been done to ensure that each of the three levels of education, whether art schools, colleges or specialized universities, received both material and technical and personnel enhancement.
"Thanks to the support of the President, in 2021 we established the special status of children's art schools in the federal legislation. It was important to do this in order to consolidate their difference from sections, clubs, children's art houses and other similar forms of education. Within the framework of the national project we are working together with the regions to repair and equip art schools: about 1500 schools have received new musical instruments, equipment and educational literature, more than 600 buildings have been repaired," emphasized Olga Lyubimova.
Notable results were also achieved in terms of expanding the educational infrastructure of theater and cinematographic universities. In 2021 VGIK was the first to open its branch in Tashkent, the capital of Uzbekistan. In 2025 it is planned to open a number of branches in the Far East. Thus, a branch of GITIS will be opened in Blagoveshchensk, a branch of VGIK will be opened in Khabarovsk, and a subdivision of the Shchukin Theater Institute will start work in Yuzhno-Sakhalinsk. This work is based on the experience accumulated by already existing branches of creative universities.
In the sphere of cinematography, support for domestic children's cinema has become a fundamentally important task. The amendments to the Federal Law on Cinematography, signed in 2023 by the President, have opened up new opportunities - the norm allows claiming 100% state funding for the production and distribution of national feature films for children and youth. The Ministry of Culture has already supported 11 projects.
The Industry Day of Culture is held as part of the National Achievements Forum, which will continue at the exposition until February 27.
