Current objectives of energy legislation and modern legal science were discussed at the RUSSIA EXPO
Pavilion No. 46 "Energy of Life", which introduces
visitors to the history and achievements of the country's fuel and energy
complex, hosted the International Conference "Musin Readings 2024. Current
Issues of Energy Legislation and Modern Legal Science".
This year the event was dedicated to the 85th anniversary of
the birth of Valery Musin, an outstanding Soviet and Russian legal scholar,
corresponding member of the Russian Academy of Sciences (2008), a specialist in
civil law, civil procedure and private international law, who made an
invaluable contribution to the development of Russian legal science and
personnel training. The conference was supported by the Ministry of Energy of
the Russian Federation and the Association of Lawyers of Russia. Valery Musin's
pupils and colleagues, young scientists, representatives of government
agencies, energy companies and public organizations, practicing lawyers, and postgraduate
students took part in the discussions.
"For us, 'Musin Readings 2024' have a very special
significance because the conference is held in the year of the 85th anniversary
of Valery Abramovich Musin's birth, and I am very grateful to everyone who

Viktoria Romanova, Doctor of Law, Professor, Director of the ANO "Research
Center for Development of Energy Legislation and Modern Legal Science named
after V. A. Musin", Chairwoman of the Commission of the Association of
Lawyers of Russia on Energy Law and Development of Legislation in the Sphere of
Fuel and Energy Complex, addressed the conference participants.
At the opening of the conference, welcoming addresses from
Anastasia Bondarenko, State Secretary - Deputy Minister of Energy of the
Russian Federation, and Andrei Fursenko, Aide to the President of the Russian
Federation, were read out.
"Legal regulation in the energy sector plays a crucial
role in ensuring efficient and sustainable development of the industry. Your
work is aimed at finding new solutions and approaches that will help to improve
legislation and increase the efficiency of the energy sector. I am confident
that the exchange of experience and knowledge within the framework of the
conference will be an important contribution to the development of energy law
and will allow us to jointly overcome the challenges the industry faces,"
Anastasia Bondarenko noted.
"The tasks of energy legislation development in modern
legal science are becoming particularly relevant, and many topics arouse
well-deserved interest from the scientific expert community of practitioners.
The issues put up for discussion are of great importance for ensuring energy
security, competitiveness of the energy industry, training of modern personnel
of the highest qualification. I wish everyone fruitful work and long-term
cooperation," said Andrei Fursenko, Aide to the President of the Russian
Federation.
The conference participants and organizers also received
greetings from Viktor Zubkov, Chairman of the Gazprom Board of Directors,
Konstantin Chuichenko, Minister of Justice of the Russian Federation, Maxim
Nedzvetsky, Director General of Gazprom VNIIGAZ, Vladimir Pligin, Co-Chairman
of the Association of Lawyers of Russia and others.
The conference included the ceremonial signing of the
Agreement on Cooperation in Science and Education between the Energy Law
Research Institute (Republic of Turkey) and ANO "Research Center for
Development of Energy Legislation and Modern Legal Science named after V.A.
Musin".
"I was pleased to hear about the merits of Valery Musin
and I am very happy to be present at the conference organized in his honor.
Energy legislation in Turkey has come a long way in the last twenty years, and
we expect that cooperation between our countries in all areas of our activities
will only grow stronger in the near future, and it will be on the basis of the
Musin Center for the Development of Energy Legislation and Modern Legal
Science," said Suleyman Bosca, Managing Partner of Bosca Law, Head of the
Energy Law Research Institute, Head of the Energy Dispute Resolution Center
(Republic of Turkey).
The most pressing issues of energy legislation and modern
legal science were put up for discussion. Among them were modern trends in the
further formation of energy legislation of the Eurasian Economic Union, BRICS+
and friendly states, current issues of gas, nuclear, oil and electricity law,
trends in the development of corporate governance and digitalization in energy
companies, procurement activities in the fuel and energy sector, dispute
resolution practices in the energy sector, state regulation and supervision in
the energy sector. The theses of the conference participants will be published
in a commemorative monograph dedicated to the 85th anniversary of V.A. Musin.
The conference summarized the results of the first stage of
the All-Russian contest of scientific publications by young specialists of the
fuel and energy complex and young scientists. The participants of the contest
were awarded with certificates of honor. In addition, within the framework of
the readings, the members of the Commission on Energy Law and Development of
Legislation in the Fuel and Energy Complex were awarded.
The event
is organized by the Ministry for the Development of the Russian Far East and
the Arctic, with support from Norilsk Nickel PJSC and the Rosatom State
Corporation.
