"Indivisible and comprehensive": experts formulated principles of global security at the National Centre RUSSIA
From May 27
to 29, the National Centre RUSSIA is hosting the 13th International Meeting of
High Representatives for Security Issues. The forum has brought together around
130 delegations from more than 100 states, including participants from BRICS,
SCO, ASEAN, CIS, the Arab League, the African Union, CSTO and other interstate
associations.
During the
expert discussion "Forming an Architecture of Equal and Indivisible
Security: Challenges and Opportunities for Global South and East States,"
participants from international delegations identified fundamental elements and
prerequisites for maintaining global stability in conditions of a polycentric
world order. Speakers highlighted problem areas in international relations that
require consolidated efforts from the world community.
Global
security today comprises multiple criteria and is indivisible. This was stated
during the meeting by the Ambassador Extraordinary and Plenipotentiary of the
Republic of India, Mr Vinay Kumar.
"In
our interconnected world, the concept of security has moved beyond traditional
military disputes. Security now has a multidimensional nature. It concerns such
issues as climate change, economic sustainability, and supply chains. Thus,
security penetrates the most diverse spheres of our activity. India, being part
of the Global South, intends to seek ways to address these problems, including
within the framework of the G20. True global security will only be achieved if
we equally address vulnerabilities for all countries. India is ready to act
together with other countries to realise this vision of security," noted
Mr Kumar.
One of the
extensive spheres of global stability today is cybersecurity, explained the
Deputy Director General of the National Security Council of the Republic of the
Philippines, Mr Erico.
"The
Philippines very actively advocates the need to combat the threat associated
with cybercriminal activity. We understand that, in particular, deepfakes and
generative artificial intelligence tools are being used for illegal activities.
We see that such approaches as scamming, phishing, distribution of software
that causes damage, and so forth are being used. It is certainly extremely
important to exchange information. But we see that false messages and
disinformation can undermine trust in governments and state structures, thereby
fuelling conflicts and divisions," emphasised Mr Erico.
Uniting
countries to achieve global security is necessary at both regional and global
levels, noted the Minister of the Interior of the Republic of Ghana, Mr
Terlabi. He also expressed agreement that states need to work in the most
diverse directions.
"Ghana
is interested in expanding cooperation in capacity building, data sharing and
responsible use of new technologies. We look forward to the opportunity to
familiarise ourselves with Russian capabilities and share our experience in
combating cybercrime and protecting critical infrastructure. Our long-standing
bilateral ties with the Russian Federation lay a solid foundation for deepening
security cooperation. We also strive to increase Russian investment in
education, energy and trade," said Mr Terlabi.
The speaker
added that Ghana expresses gratitude to Russia for its continued engagement
with African countries and highly valued the productive discussions that took
place.
The programme on May 28 continued at the
National Centre RUSSIA with meetings of high representatives of international associations
responsible for security issues. In addition, delegations visited expositions
at the National Centre RUSSIA — "Journey Across Russia" and "The
Birth of Scale," where they became acquainted with the economic
achievements and potential of all federal districts of our country, as well as
with the history of Russian architecture.
