"A new stage of global stability": points for security architecture formation were named at the National Centre RUSSIA
The third
day of the 13th International Meeting of High Representatives for Security
Issues is taking place at the National Centre RUSSIA on May 29. The
international dialogue under the chairmanship of Secretary of the Security
Council of the Russian Federation Sergei Shoigu is being held from May 27 to
29, 2025.
The forum
is attended by 124 high-level delegations from 104 countries that are members
of BRICS, the SCO, ASEAN, the CIS, the Arab League, the African Union, the CSTO
and other international organisations, as well as 13 secretaries-general and
representatives of international organisation leadership. Speakers are voicing
their states' views on global security issues and challenges that today require
intervention from a number of countries.
The main
theme of the plenary session on May 29 is "Forming an Architecture of
Equal and Indivisible Security: Challenges and Opportunities for Global South
and East States."
The opinion
of Thailand on the situation in international stability, as well as on anticipated
problems and opportunities for the state and regions, was voiced by
Secretary-General of the National Security Council of the Kingdom of Thailand
Mr Bangchuad.
"This
meeting will serve as a vital platform for developing dialogue and cooperation
between countries. Today, geopolitical dynamics, international conflicts and
technological progress are changing the global security architecture, inclining
towards a more polarised multipolar world order. These developments not only
open new opportunities but also create more complex problems. They require our
collective attention and action. Thailand, like other countries, faces diverse
security challenges. Growing geopolitical tensions and interstate conflicts
continue to hinder global efforts to maintain peace and stability. Thailand is
deeply concerned about the escalation of humanitarian crises in such regions
and advocates for comprehensive dialogue aimed at their resolution," Mr
Bangchuad emphasised.
Today even
small countries bear responsibility in ensuring a stable world and security,
noted Minister of Internal Affairs of the Republic of Sierra Leone Mr Lengor.
He also expressed gratitude to President of the Russian Federation Vladimir
Putin, the Government and people of Russia for the invitation to the
international dialogue and warm reception in the capital.
"We
have gathered in Moscow, a city that is a symbol of courage, a symbol of
struggle for security and ensuring stability of our interconnected world at a
crossroads. Security is experiencing the impact of both long-standing and new
conflicts. We see that information and communication technologies are
developing, and it is necessary that they do not cause harm to any country.
Cyber threats, terrorism, organised crime, instability caused by climate
change, and the proliferation of new types of weapons — all of this requires
joint action and coordinated approaches for resolution. The complexity of these
challenges requires that we build trust, use multilateral approaches and engage
in dialogue. Dialogue must take precedence over any division. Moreover, I
believe that we must speak here about collective responsibility," Mr
Lengor emphasised.
The
Minister of Internal Affairs of the Republic of Sierra Leone added that
international meetings of this format are of key importance for addressing the
outlined problems. Director of Foreign Intelligence of the Republic of Sudan Mr
Bahit agreed with him.
"This
meeting is an excellent initiative put forward by the Russian leadership. And
holding this conference is a very important step towards strengthening the
fight for security worldwide. We consider the current meeting a real beginning
of a new stage in work to strengthen security based on international
cooperation. Sudan strives to strengthen international relations. We express
our readiness to fight against transnational crime. We believe it is necessary
to strengthen stability so that our countries can develop and achieve economic
growth. It is necessary to reduce unemployment, poverty and hunger. We must cooperate
against organised crime. Many countries of the South and East face terrorist
and extremist threats to their security," Mr Bahit said.
On the
third day of the International Meeting of High Representatives for Security
Issues, bilateral negotiations also took place between Secretary of the
Security Council of the Russian Federation Sergei Shoigu and high security
representatives from the UAE, DPRK, and Iran. Additionally, a memorandum of
cooperation was signed with Director-General of the Intelligence Service of the
Republic of Seychelles Benediste Hoareau.
