From secret incidents to shared datasets: Yuri Maksimov speaks about the culture of trust in cybersecurity at the National Centre RUSSIA

Today's challenges in cybersecurity require not only a technological breakthrough but also a reconsideration of the very model of cooperation between business, the state, and other countries. During the Summer Expert Meetings at the National Centre RUSSIA, held as part of the Open Dialogue "The Future of the World. A New Platform for Global Growth", Yuri Maksimov, co-founder of Positive Technologies and the Cyberus Foundation, proposed adjusting the approach to sharing information about cyber threats.

As the expert noted, the lack of a common understanding of strategic goals and the concealment of information about cyber-attacks hinder cooperation even where it is possible.

The expert proposed creating open artificial intelligence models, and publishing not only the ready-made "weights" — the trained parameters of neural networks — but also the datasets on which these models were trained. The use of such datasets by different countries and companies for training and testing their systems could, according to Yuri Maksimov, become the foundation of a new culture of trust and make cybersecurity not a privilege of the strongest, but a common good.

"And this is not even about money; it's about the extent to which, say, Kaspersky Lab and Sberbank can sit down together and combine some data. We can say: 'Yes, there were incidents, they are very dangerous and scary, let's classify them.' But let's not — let's instead provide this data to a limited number of companies so they can work with it, but do it in a way that does not harm national security. Perhaps some open model should emerge — but not only the 'weights,' but also the dataset that can be trained and verified," proposed Yuri Maksimov.

Yuri Maksimov, co-founder of Positive Technologies and the Cyberus Foundation, spoke at the Summer Expert Meetings in the block dedicated to how globalisation is changing and what technological sovereignty means. He presented a vision of a new digital architecture and the risks of excessive centralisation of IT systems.

The Open Dialogue "The Future of the World. A New Platform for Global Growth" was initiated by the National Centre RUSSIA in 2025 and is held in partnership with the Centre for Cross-Industry Expertise "Third Rome", with the support from the Presidential Executive Office of the Russian Federation. By decision of Russian President Vladimir Putin, the event has become annual. The Open Dialogue brings together those who are already thinking today about what tomorrow will look like and are ready to propose concrete steps for shaping it.
