On 21 April, as part of the second All-Russian Municipal Forum "SMALL HOMELAND — STRENGTH OF RUSSIA," the ceremony of the All-Russian municipal award "Service" took place at the National Centre RUSSIA. The award in the category "Valour and Heroism in Service to the Motherland" was presented to the winner by the President of the Russian Federation, Vladimir Putin.

The All-Russian municipal award "Service" is held under the instruction of the President of the Russian Federation, Vladimir Putin, and is awarded to outstanding representatives of the municipal community — teams and individuals who have made a special contribution to the development of municipalities and the improvement of citizens’ quality of life.

The organizer is the All-Russian Association for the Development of Local Self-Government (VARMSU), with the support of the Executive Office of the President of the Russian Federation.

This year, the Award was presented in ten categories covering key areas of activity of municipal community representatives development of territories and improvement of quality of life, preservation of cultural and historical legacy, patriotic education, improvement of mechanisms for interaction with citizens, development of the institution of mentorship and succession in municipal service, strengthening of family values, and care for the families of military personnel participating in the special military operation (SMO).

A total of 41,313 applications were submitted for the Award by representatives of the municipal community and municipal teams from all regions of the country, including the new constituent entities. Public voting for the TOP 100 participants of the "Service" award took place on the Gosuslugi portal. Nearly 1 million votes were cast for the nominees.

During his speech, President of Russia Vladimir Putin stated, addressing those gathered:

"You are dedicating yourselves to a difficult but very important service. It is to you that people turn first to resolve their everyday problems; it is with you that they pin their hopes for tangible, much-needed positive change. That is why municipal work is both a great responsibility and a true calling and, I emphasize, one of the most important missions for the state and for our society. It is truly a service, a mission. You know how many passionate and concerned people serve among you — in municipal authorities, enterprises, and organisations. They are truly passionate about their work, they follow the rich, centuries-old traditions of the Russian system of local self-government, the best ideals of Russian zemstvo, and they are ready to devote their efforts, knowledge, and energy to real change, including in small towns and rural areas, for the development and prosperity of their native land — and therefore our entire beautiful and vast country. This is indeed genuine service to fellow citizens, neighbors, and compatriots. Of course, it is right that this is exactly how the award is called – Service – that is presented for the best projects and initiatives of the municipal community. I know that selecting the winners and laureates was not an easy task. The award organizing committee received nearly 42 thousand applications, and around one million people took part in the public voting. This shows that the idea of the award and your work itself resonate with people. I am confident that such recognition will serve as motivation for even more productive work, for the emergence of new initiatives and projects that will help unlock the potential of local self-government and strengthen the well-being of our citizens."

The President of Russia separately highlighted the work of municipal employees in the regions of Donbass, Novorossiya, and border areas, as well as the importance of involving participants of the special military operation at all levels of government.

"In the regions of Donbass and Novorossiya, in the border areas, municipal workers carry out their professional — and, in a broader sense, simply human — duty under very difficult conditions, sometimes at the risk of their lives. They help people, support them, and save them. This deserves the deepest respect and gratitude. And of course, it is absolutely fair and timely that this year the award includes a new nomination — 'Valour and Heroism in Service to the Motherland.' I believe it is very important to actively involve participants and veterans of the special military operation in work at all levels of government, including the municipal level. They have proven through their actions that they are strong and reliable people, ready to take on the most difficult tasks, and that the interests of the Motherland come above all else for them. Let me remind you that the 'Time of Heroes' federal career development programme is in effect. Similar career projects have been launched – that was my request, and I would like to thank the heads of regions and municipalities for complying – in all territories and all regions of Russia. Of course, I expect these programmes to give us new leaders and professionals in local self-government, who can take the lead and show an example of selfless work for the benefit of society. Capable, competent, and thoughtful leaders are a welcome asset everywhere, but especially at the municipal level. Clearly, the municipal level comes first, since it is as close to the people as it gets. That is why the most effective managers should emerge there. It is critical to be aware of goal you are working to achieve, and to follow the true nature of service, where the good of the country and its people is the key objective, the top mission. The awards to be presented today are a tribute to those who see their calling in this particular way. I would like to thank all the winners and laureates of the All-Russian municipal award 'Service' and wish the participants both professional success and personal happiness," stated the President of the Russian Federation Vladimir Putin.

Nomination "Valour and Heroism in Service to the Motherland"

Awards in the nomination "Valour and Heroism in Service to the Motherland" are presented for acts of valour and heroism in the performance of official duties in municipal service. These are actions that require personal bravery and self-control. The award was presented to the winner by the President of the Russian Federation Vladimir Putin. The winner of the nomination was Vladimir Petrovich Tarantsov, First Deputy Head of the Veydelevsky District Administration of the Belgorod Region – Head of the Security Department.

From the first days of the special military operation, Vladimir Tarantsov took on one of the most difficult tasks: ensuring the safety of people in the border area. More than 6000 refugees — women, children, and the elderly — passed through his district. On February 25, 2022, 38 people gathered at the border in the village of Rassypnoye, including 16 children. Vladimir Petrovich was the first to arrive at the site and, risking his life, under the cover of border guards, personally escorted them to the Russian village of Solontsy. After that, he made more than 36 trips with humanitarian missions to Donetsk, Lugansk, Zaporozhye, Svatovo, and Kremennaya, delivering more than 400 tons of humanitarian aid to the soldiers. In 2024, he joined the volunteer detachment "BARS-Belgorod" and spent two months on the line of contact as a senior rifleman. He organized two territorial defense companies with more than 170 people. He was awarded the Ministry of Defence medal "For Strengthening Military Cooperation" and the state award of the Lugansk People's Republic "For Humanitarian Assistance."

"This award belongs to all our municipal employees and citizens of the border region. Our task is to protect the borders of our Motherland, ensure the safety of civilians, and assist the military. These are the ideas that drive all of Belgorod and our neighbors. Thank you, Vladimir Vladimirovich, for your support and attention to the municipal community," stated Vladimir Petrovich Tarantsov.

The laureate of the nomination "Valour and Heroism in Service to the Motherland" was Yuri Vladimirovich Polskoy, Head of the Administration of the Giryan Rural Council of the Belovsky District of Kursk Region. When regular shelling of the border areas began in August 2024, the Giryan Rural Council found itself at the epicenter of it. Houses, infrastructure, including the head's house, came under fire. Yuri Vladimirovich did not abandon his post: he drove around the streets in his car, begging people to evacuate, transported the wounded, organized shelters, risking his own life. On his initiative, a volunteer militia was created, which assisted with evacuation, firefighting, and guarding destroyed buildings from looters. He launched the "Odnoselchane" ("Fellow Villagers") chat, which became an emergency communication channel and a source of moral support. The village already has electricity, water, and gas restored, and the phased reconstruction has begun. Yuri Polskoy's sons serve in the special military operation; his elder son is a two-time recipient of the Order of Courage.

"I have worked in the region for many years, and I want to say that being the head of a municipality is the hardest job on earth. And for me, today is a special event because a year ago, this forum was held at the RUSSIA EXPO. And at that time, the President decided to extend the exposition," said the Director General of the National Centre RUSSIA, Natalia Virtuozova.

The laureate of the nomination "Valour and Heroism in Service to the Motherland" was Tatyana Mikhailovna Andryushchenko, a trolleybus driver at the Municipal Unitary Enterprise "MakElectroTrans" of the city of Makeyevka (DPR). On May 20, 2024, during the shelling of Makeyevka, Tatyana was driving trolleybus No. 2. Explosions occurred near the "North" stop. Without panicking, she stopped the vehicle, checked the passengers, and then went outside, where she found two young people who had been wounded. Despite the threat of further shelling, she administered first aid and stayed with the injured until the medics arrived. After the evacuation of the victims, Tatyana returned to the cabin and continued her route. This act is an example of strength, self-control, and true courage. In an ordinary city profession, she performed an act equal to a hero's feat: when fear paralyzed others, she chose to act.

The laureate of the nomination "Valour and Heroism in Service to the Motherland" was Natalia Vyacheslavovna Ostapenko, Deputy of the city Duma of Kogalym. Since the beginning of the special military operation, Natalia Ostapenko became a participant in the first humanitarian mission to Donbass. Since then, she has completed eight rotations, spending four months on the front lines: working under shelling, in hospitals, in kitchens, and in temporary accommodation points. She coordinates the volunteer corps in Kogalym, delivering aid to the SMO zone and the border regions. However, her journey began long before the SMO: she has been involved in blood donation, organizing search squads, working with people with disabilities, educational projects, and lessons on courage. One of her projects, "Depths Give Hope," brought together divers and people with disabilities. She is a teacher, poet, coordinator, volunteer, but most importantly — a person who chooses to help rather than give up.

The laureate of the nomination "Valour and Heroism in Service to the Motherland" was Alyona Igorevna Komandir, Head of the Department of Culture and Interethnic Relations of the Administration of the Krasnogvardeysky District of the Republic of Crimea. An honoured worker of culture of the Republic of Crimea and a mother of many children, Alyona Komandir united volunteers, artists, and military personnel into the front-line brigade "CRIMEA." Together, they performed about 150 concerts in the special military operation zone, in hospitals, temporary accommodation points, and front-line schools. In addition to the creative trips, she organized the production of humanitarian aid: camouflage nets, dry rations, trench candles, clothing, and survival bracelets. The parcels contained verses from Crimean poets. Alyona Komandir’s brother was killed on the front lines in 2023.

The laureate of the nomination "Valour and Heroism in Service to the Motherland" was Vasily Alexandrovich Shvets, Head of the Municipal Formation of the Resort City of Anapa of the Krasnodar Region. In December 2024, when two oil tankers sank in the Kerch Strait, causing oil sludge to wash up on the beaches of Anapa, Vasily Alexandrovich immediately declared a state of emergency, set up a headquarters, and gathered all the city's resources under his command. Thus, Anapa became the center of ecological volunteerism: over 11,000 volunteers from all over the country united to save the sea. Hotlines, headquarters, warming stations, bird rescue points, and online maps were created. In just one week, a special area for storing contaminated soil was built in the industrial zone, 650 units of equipment were used, and 350,000 pieces of personal protective equipment (PPE) were distributed. But most importantly, human resources were mobilized. Under his leadership, Anapa demonstrated that courage is not only about the front lines, but also about the ability to protect nature and people in times of disaster.

The laureate of the nomination "Valour and Heroism in Service to the Motherland" was Andrei Viktorovich Rodygin, Head of the Administration of the Kizel Municipal District of the Perm Region. On August 22, 2024, a gas explosion in Kizel destroyed the upper floor of a four-story building. Andrei Rodygin, hearing the explosion from the administration building, immediately arrived at the scene. He coordinated the rescue efforts, personally went into the destroyed apartments, and helped carry children and elderly residents out of the building. As a result of the tragedy, no one died — all residents were rescued. For two days and nights, Andrei Rodygin remained at the site of the emergency, providing electricity, communication, housing, and psychological support. His actions became an example of leadership in a critical situation — not from an office, but in the dust, smoke, and stress.

The laureate of the "Valour and Heroism in Service to the Motherland" nomination was Fail Yusupovich Berdiyev, Head of the Rural Settlement Osypnoy Bugor, Astrakhan Region. Fail Yusupovich lost his son, Lieutenant Azamat Berdiyev, a Hero of Russia, on the front line. But instead of retreating into his pain, he began to help. More than 25 times, he personally delivered everything necessary to the soldiers: from equipment to pet cats, so they could protect food and personal belongings from mice. Using his own funds, he repaired and handed over two UAZ vehicles. Fail Berdiyev gathered more than 700 people around him in the volunteer movement "Let’s Support Ours." Over two years, they raised more than 13 million rubles, sent humanitarian aid, and supported the families of soldiers. He is with those who have lost, those who wait, and those who hold the front—moral, human, and civil. His courage lies in the steadfastness of a heart that has not hardened but continues to beat for others.

The laureate of the "Valour and Heroism in Service to the Motherland" nomination was Ksenia Dmitrievna Lapuzina, Senior Inspector of the Youth Affairs Committee of the Orsk administration, and Head of the "Dobro.Orsk" center. On April 5, 2024, the dam in Orsk broke, and the large city was submerged. That very night, Ksenia Lapuzina created a Telegram chat #WEARETOGETHER, uniting more than 6,500 volunteers. She also lost her home but took charge of the coordination center. Under her leadership, volunteers unloaded trucks, delivered food and water, rescued people and animals, and cleared debris. Over three months, 7,000 requests were processed, a shelter for rescued animals was opened, and continuous assistance to the victims was organized. "Dobro.Orsk" became the city's pillar. Thanks to Ksenia Lapuzina and her team, Orsk saw that courage is the daily "I am with you," even when one has been affected as well.

The laureate of the "Valour and Heroism in Service to the Motherland" nomination is Tatyana Yuryevna Solovyova, Head of the Investment Development Department of the Economic Development Committee of the Shebekinsky Urban District, Belgorod Region. When Shebekino came under shelling, Solovyova created the medical platoon "Bastion-1" and coordinated evacuations, debris removal, and assistance to the wounded. In the summer of 2023, during a drone attack, she saved several people, including pulling a woman out from under the rubble with her bare hands. In 2024, during another airstrike, she was injured but stayed to help because "there were those nearby who were worse off." Under her leadership, dozens of volunteers, thousands of saved lives, and humanitarian aid worth millions were organized. She remains where it is scary because she knows — fear will pass, but a person may not survive. Her courage lies in the readiness to go first.

Nomination "Young Specialists — in Service to the Country"

In the "Young Specialists — in Service to the Country" nomination, projects, management decisions, and initiatives of young professionals who have made a significant contribution to municipal service are recognized. The awards were presented by Yuri Saprykin, Deputy Chairman of the Board for Regional Development and Chief Executive Officer of the Skolkovo Foundation, Grigory Gurov, Head of the Federal Agency for Youth Affairs, and Artem Metelev, Chairman of the State Duma Committee on Youth Policy, Chairman of the Council of the Association Dobro.rf.

The winner in the "Young Specialists — in Service to the Country" nomination was Stanislav Olegovich Trofimov, Head of the Yadrinsky Municipal District of the Chuvash Republic. At the age of 30, he became one of the youngest heads in the region and, in just two years, managed to launch dozens of initiatives: from budgeting (183 projects in 2024) to the development of investments and infrastructure. In 2024, Stanislav Trofimov held 750 personal meetings with residents, and the response time to requests to the administration was reduced to one and a half hours. Under Stanislav Trofimov’s leadership, teams of managers are involved in district tasks. Residents associate the positive changes with the energetic and systematic work of the head.

"For me, this award is a great honor. I see it not as a personal achievement, but as the collective merit of all the residents of the Yadrinsky municipal district. It is thanks to their trust and our daily collaborative work that we can move forward and solve the most important tasks. Special thanks go to the President of our great country, as well as to the Federal Agency for Youth Affairs for creating growth opportunities for young managers. My path began with volunteering, with participation in the 'We are Together' campaign, with Saturday workdays — this is a true school of life. Today, I head the municipality, and this became possible thanks to the support of the head of the Chuvash Republic, Oleg Alekseyevich Nikolayev, who teaches, guides, and creates educational projects. I am glad that Chuvashia is actively developing — and we are doing this together," said Stanislav Trofimov.

The laureate in the "Young Specialists — in Service to the Country" nomination was Marina Valeryevna Paletskykh, editor-in-chief of the newspaper "Volchanskie Vesti" (Sverdlovsk Region). She created the "Summer Journalism School" — an educational project for teenagers that has already reached more than 120 participants in two municipalities. Thanks to her mentorship, children become authors, finalists of competitions, and students of specialized universities, while a stable cultural and media environment is being formed in the region.

The laureate in the "Young Specialists — in Service to the Country" nomination was Amir Gadzhievich Khiriyasulaev, computer science and technology teacher at Endireiskaya School No. 3 (Republic of Dagestan). His project "Strong Roots – Strong Country" helps young specialists find their way into state and strategic management. More than 5,000 participants, hundreds of mentorship programs, and a 70% employment rate in the specialty are the results of his efforts in creating a personnel reserve in the region.

Nomination "Development of the Territory — Well-being of Residents"

The "Development of the Territory — Well-being of Residents" nomination recognizes projects, management decisions, and initiatives that contribute to the growth of well-being in the municipality and its residents, aimed at the comprehensive development of territories and the creation of a comfortable environment for living, work, and recreation. The awards in this nomination were presented by Marat Khusnullin, Deputy Chairman of the Government of the Russian Federation, Sofia Malyavina, Director General of the autonomous non-profit organization "National Priorities," Sergei Pakhomov, Chairman of the State Duma Committee on Construction, Housing and Utilities, Member of the General Council of the "UNITED RUSSIA" Party.

The winner in the "Development of the Territory — Well-being of Residents" nomination was Dmitry Viktorovich Anisimov, the Head of the City of Kemerovo. The "Building the New Kemerovo" project encompasses a large-scale transformation of the Zaiskitimsky district of the city — an area with over 3,500 private houses, where there was previously no centralized infrastructure. The plan is to create 23 modern residential neighborhoods for 120,000 people. In 2024, key engineering works were completed: water and heating networks, electrical communications, sewage systems, substations, and treatment facilities were built. At the same time, the street and road network is being modernized, and a new tram system is being launched. The construction of 3.4 million square meters of housing, 1 million square meters of social and commercial facilities, including 35 kindergartens and 10 schools, is planned. Already, improved embankments and pedestrian routes along the Tom and Iskitimka rivers have appeared. This transformation has become a model of comprehensive urban development, highly appreciated at the federal level.

"The 'Building the New Kemerovo' project is the result of the work of a large team and proof that with the support of the state, any ambitious idea can be realized. I am grateful to the President of Russia, the Government, and personally to Marat Shakirzyanovich Khusnullin for their attention to urban development, to the governor for the trust, and to the residents of Kemerovo for their unity and willingness to move forward together," said Dmitry Anisimov.

The laureate in the "Development of the Territory –Well-being of Residents" nomination was Kadyrov Khas-Magomed Shakhmomedovich, the Mayor of the city of Grozny, Chechen Republic. The "Grozny City Development Institute" project, implemented at the initiative of Mayor Khas-Magomed Kadyrov, has become a systemic foundation for urban planning. The Institute developed a master plan until 2035, launched digital modeling of new districts, including the Vladimir Putin neighborhood project, and implemented a digital twin of the city for designing architectural, transport, and engineering solutions. Work is being carried out by interdisciplinary teams with the involvement of architects, IT specialists, and engineers. The project strengthens human resources potential and makes Grozny's urban policy modern and technological.

The laureate in the "Development of the Territory — Well-being of Residents" nomination is Marina Igorevna Sotnikova, Village Head of Varvarovka, Tula Region. The "Planet of Childhood" initiative is a story about how the power of community can change the environment around. Together with the residents, Marina Sotnikova applied for a contest for initiative projects, received support, and achieved the creation of a modern sports playground with a safe surface, outdoor exercise equipment, and a family leisure zone in the village. This space has become a center of attraction not only for Varvarovka but also for neighboring villages, where this experience is now being adopted. Regular classes, meetings, and outdoor activities have noticeably improved the quality of life and gave people a sense of belonging to the changes.

Nomination "Family Well-being — State Priority"

In the "Family Well-being — State Priority" nomination, projects, managerial decisions, and initiatives that contribute to population preservation and aim to strengthen the prestige and role of the family in the state, as well as improve the quality of life for families, are recognized. The awards were presented by Mikhail Degtyaryov, Minister of Sport of the Russian Federation, Galina Karelova, First Deputy Chair of the Federation Council Committee on Federal Structure, Regional Policy, Local Self-Government and Affairs of the North, and Artur Orlov, Chairman of the Board of the Movement of the First, Hero of the Russian Federation.

The winner in the "Family Well-being — State Priority" nomination was Mikhail Alexandrovich Lobaznov, Head of the Administration of the Gubkinsky Urban District, Belgorod Region. The project "Happy Family of Gubkino" has reached over 6,500 families – more than 65% of all families with children in the district. In 2024, 56 events were held, including the forum "Love. Traditions. Values," family quests, meetings with future parents, sports holidays, and movie screenings. Five new support measures were implemented: payments for the birth of the first, third child, and twins/triplets; cancellation of kindergarten fees for families of SMO participants. Targeted programs operate in schools and kindergartens, and public spaces feature materials on family dynasties. At the end of the year, the "Family of the Year" award was presented to 20 families, with a prize of 50,000 rubles each. The total budget for the project was 1.6 million rubles.

"Last year, declared the Year of the Family by President Vladimir Putin, became a real impetus for us in Gubkino. It was this year that inspired our team to implement the project 'Happy Families of Gubkino,' which involved more than 16,000 residents. This recognition is the result of everyone who put their heart into strengthening family values. For us, this is not just a conclusion, but a motivation to continue. We will continue to implement initiatives aimed at preserving traditional spiritual and moral foundations and improving the quality of life for families in the district," said Mikhail Lobaznov.

The laureate in the "Family Well-being – State Priority" nomination was Tamara Shalvovna Karpenko, Deputy Chair of the Council of Deputies of the Altufyevsky Municipal District, Moscow. The Karpenko family has 8 children. Together with her husband, she founded the project "HelpALOT — Family Helps Family!" The project brings together over 1,000 families, forming a horizontal system of mutual aid: collecting humanitarian aid, participating in concerts and actions, helping the wounded, soldiers, large families, and new residents of the district. At the heart of the project is the personal involvement of the Karpenko family, which has become an example for others. Thanks to the project, family volunteering in the district has become a regular practice and cultural norm.

The laureate in the "Family Well-being — a State Priority" nomination was Alexander Alexandrovich Bokk, Chair of the Mikhaylovsky District Council of Deputies, Altai Region, member of the Council of Fathers under the regional government, author of the "Positive Image of Father" project aimed at rethinking the role of fatherhood. In 2024, dozens of events were held: Fatherhood Days, sports tournaments, training sessions, family festivals. More than 200 families participated in these events. Over the year, there was a 5% increase in father attendance at school meetings, and a 10% decrease in family conflicts. Thirty-five men joined volunteer programs, including projects for landscaping. One of the results was victory in the regional competition for the construction of a children's playground (1.9 million rubles), initiated by the fathers themselves.

Nomination "Direct Dialogue — Trust in the Authorities"

The "Direct Dialogue — Trust in the Authorities" nomination recognizes projects, management decisions, and initiatives aimed at building effective communication and feedback with the population. By decision of the Supervisory Board, three laureates and one winner were awarded. The awards were presented by Vladimir Tabak, Director General of the ANO "Dialogue" and ANO "Dialogue Regions," Alexei Goreslavsky, Director General of the non-profit organization "Institute for Internet Development," and Andrei Kondrashov, Director General of the Russian News Agency TASS.

The winner in the "Direct Dialogue — Trust in the Authorities" nomination is Vladimir Yevgenievich Dudochkin, Head of the Troitsk Urban District in Moscow. The "Neighbors' Day" project became a new format for dialogue between the authorities and city residents. The administration, led by Vladimir Dudochkin, conducts regular meetings directly in the yards: here, youth and pensioners, doctors and utility workers gather to discuss pressing issues. The project has reached over 20,000 people and helped resolve more than 5,000 requests, from street lighting to landscaping. Thanks to quick and timely responses to requests, the number of complaints to higher authorities has decreased. "Neighbors' Day" has become a platform where everyone is heard — without queues and formalities.

"I would like to express my deep gratitude to the President of Russia, Vladimir Vladimirovich Putin, for supporting the 'Service' award — now we know we serve with purpose. This initiative, born in the All-Russian Association of Local Government Development, has elevated our work to an incredible level. Special thanks to Moscow Mayor Sergei Semenovich Sobyanin for his attention to local self-government. But most importantly, it's the people. Municipal employees of the Science City Troitsk, who have been implementing the 'Neighbors' Day' project for over ten years, have put their hearts into it. This format can truly be scaled — and we are ready to share our experience," said Vladimir Dudochkin.

The laureate in the "Direct Dialogue — Trust in Authority" nomination was Tatyana Nikolayevna Ilyinykh, Head of the Department for Media Relations of the Administration of the City of Uray (Khanty-Mansi Autonomous Area — Yugra). The "Radio City" project became the voice of Uray: twice a day, the residents hear news prepared by the administration team through the city's audio system. The news is voiced by familiar voices of the Cultural Center workers, which creates a sense of community. The average response time has been reduced by more than half, and the number of resolved issues has increased by 40%. Ryazan demonstrates how digital technologies can enhance the human approach in working with residents.

The initiative "Municipal Management Centres" helped unite the efforts of the authorities, utility services, and contractors in 30 microdistricts. Over 3,000 residents' requests were promptly resolved, ranging from pothole repairs to yard improvements. Through unified regulations, chatbots, and photo reports, the number of complaints was reduced by 90%, and the level of tension in social media decreased by 65%.

Nomination "Great Legacy — For Future Generations"

The "Great Legacy — For Future Generations" nomination recognizes projects, managerial decisions, and initiatives aimed at raising the younger generation in the spirit of traditional Russian spiritual and moral values. The awards were presented by Olga Lyubimova, Minister of Culture of the Russian Federation, Maxim Dreval, Director General of the Russian society Znanie, and Natalia Virtuozova, Director General of the National Centre RUSSIA.

The winner in the "Great Legacy — For Future Generations" nomination was Vasily Vasilyevich Lukyanov, Chairman of the "Khutor Pogorelov" Territorial Public Self-Government (TOS) in the Belokalitvinsky District of the Rostov Region. Thanks to Vasily Lukyanov, the village of Pogorelov, with a population of 400 people, became a centre of historical and cultural revival. The initiative began with the organization of the annual "Kayal Readings" festival, which brings together reenactors, schoolchildren, historians, artisans, and families from various regions. The event recreates the atmosphere of an ancient Russian military campaign based on "The Tale of Igor's Campaign," and serves as an open-air history lesson. The project has gone far beyond a cultural event: with the blessing of Patriarch Alexei II, the "Igorevo Pole" ("Igor’s Field") complex is being built in the village — Russia's first socio-ethnic center, including a museum, church, educational and patriotic program areas. In 2024, together with colleagues from Belarus, a unique museum "The Tale of Igor's Campaign: Kayal History" was established. In the village, a school, a kindergarten, a community center, a rural medical station, a bridge, a stage, a craft center, and a children’s playground have been built. The village has been fully gasified, emergency buildings have been demolished, and commemorative signs have been installed. More than 250 million rubles in investments have been attracted. All of this is the result of the work not only of the TOS but also of the community, for which history has become a point of growth.

"For me, it is a great honor to be on this stage today and to thank everyone who works for future generations — from those who first step through the doors of a kindergarten to the oldest residents of our country. The project we are implementing is based on the great legacy — the Tale of Igor's Campaign' as a symbol of the unity of nations. And special thanks to the President of Russia for sharing these values and strengthening our common future," said Vasily Lukyanov.

The laureate in the "Great Legacy — For Future Generations" nomination was Yevgeny Olegovich Lukoshnikov, Deputy of the City Council of Podolsk, and Director of the D.I. Zernov School. Yevgeny Lukoshnikov is the director of a school where patriotic education has long been a systematic practice. Under his leadership, the institution became the headquarters of the YUNARMIA (Russian Youth Army) of the Moscow Region and the organizer of the country's largest military-patriotic games: "YUNARMIA, Go Forth!", "Heirs of Victory", "In the Snowy Fields near Moscow", "Girls in Uniform", "Defender of the Fatherland". In 2024, the "YUNARMIA, Go Forth!" project gathered 125 teams and 1,100 participants from 30 regions, becoming the largest game of its kind in the country and expanding to an international level. In addition to organizing events, Yevgeny Lukoshnikov personally oversees humanitarian aid collections: under his leadership, students collected more than 50 tons of assistance for participants in the SMO and wrote and sent 250,000 letters to soldiers. He regularly visits new regions, delivering packages and letters from schoolchildren. His approach combines education, real assistance, and a personal example of responsibility. Yevgeny Lukoshnikov's school has become a hub for teenagers who want to grow in an atmosphere of meaning, duty, and respect for history.

The laureate in the "Great Legacy — For Future Generations" nomination was Denis Vladimirovich Yarchenko, Deputy Head of the city of Krasnodar. Krasnodar became a platform for the revival of the "Post No. 1" movement. On the initiative of local participants and with the support of the administration under the leadership of Denis Yarchenko, two All-Russian patriotic forums of activists "Post No. 1" were held, gathering participants from 47 regions of Russia and three countries: Belarus, Abkhazia, and the Republika Srpska. The forum included an extensive program: 25 events, panel discussions, workshops, museum tours, meetings with Heroes of Russia, veterans of military actions, and participants of the SMO. The participants stood guard at the Eternal Flame in Krasnodar for 12 hours as part of the Honorary Vigil of Memory. At the forum, the best practices of patriotic education were discussed, experiences were exchanged, and new formats of interaction between the Headquarters of Post No. 1 were developed. As a result, the project became a platform for systematic work on preserving historical memory and developing patriotic education, contributing to the unification of scattered initiatives into a single network, strengthening interregional and international ties, and creating a lasting tradition for future generations.

The nomination "Strengthening Partnerships — Expanding Opportunities" recognizes projects, management decisions, and initiatives aimed at improving the quality of life and implemented through building cooperation with business. The awards were presented by Andrei Shevchenko, Chairman of the Federation Council Committee on Federal Structure, Regional Policy, Local Self-Government, and the Affairs of the North, Co-Chairman of the All-Russian Association for the Development of Local Self-Government, Yevgeny Pervyshov, Acting Head of the Tambov Region, and Irina Makiyeva, Managing Partner for Urban Development at VEB.RF.

The winner in the "Strengthening Partnerships — Expanding Opportunities" nomination was Natalia Sergeyevna Andreyeva, Head of the Department of Industry, Entrepreneurship, and Investments of the Voskresensk Urban District, Moscow Region. The project "Tomorrow is Born Today" allowed Voskresensk to drastically reduce pendulum migration (from 12,000 to 5,400 people), create over 2,000 new jobs, and increase investment volume by five times. The district has implemented a municipal investment standard, developed an investment passport, and formed a land bank. An investment council has been created, and work with investors and educational organizations has been established. One example is the greenhouse complex "Podmoskovye," which employs 1,500 people, and the new enterprise of the "Ekokultura" holding with an investment of 10 billion rubles. In 2024, the construction of factories for cable production, plastics, and metal structures was completed. More than 100 hectares are already leased for new projects. Career training is organized in collaboration with colleges, and graduates receive internships and job offers.

The laureate in the "Strengthening Partnerships — Expanding Opportunities" nomination is Andrei Vladimirovich Svetlakov, Head of the Sentyabrsky Rural Settlement of the Nefteyugansk district of Khanty-Mansi Autonomous Area – Yugra. Under his leadership, a Board of Directors was created in the village, with representatives from leading companies such as Transneft Siberia, Salym Petroleum, Yuganskneftegaz, and others. Cooperation agreements with businesses have led to the construction and renovation of schools, kindergartens, parks, and sports facilities. For instance, LLC Ekoton built a church and organizes sports tournaments, while other companies assist with machinery in winter and support social programs. The uniqueness of the project lies in the sustainable nature of the cooperation and the fact that initiatives increasingly come from the companies themselves. The award was received by Alla Bochko, Head of the Nefteyugansk District.

The laureate in the "Strengthening Partnerships — Expanding Opportunities" nomination was Yulia Vladimirovna Nikolayeva, Deputy Head of the Economic Development and Investment Department of the Administration of the city of Khanty-Mansiysk. The creative industries development project is part of the city's strategy until 2036 and includes targeted growth in employment, turnover, and the number of self-employed individuals. In 2024, financial support was provided to 61 entrepreneurs (11.6 million rubles), 23 real estate properties were offered at rates starting from 1 ruble per square meter, and 61.5 million rubles were saved in tax benefits. The Forum of Creative Practices became the main platform for designers, craftsmen, museums, and universities. The sector's turnover increased from 5.1 to 6.6 billion rubles, and 6 brands were recognized at federal forums. Products from Yugra reached the Russian market, from Murmansk to Moscow. The award was received by Maxim Sigarev, Head of the Economic Development and Investment Department of the Administration of the city of Khanty-Mansiysk.

Nomination "Caring for the Families of Heroes — Contribution to the Common Victory"

In the "Caring for the Families of Heroes — Contribution to the Common Victory" nomination, projects, management decisions, and initiatives aimed at supporting the families of veterans and servicemen, and creating conditions for their well-being, are recognized. The awards in the "Caring for the Families of Heroes — Contribution to the Common Victory" nomination were presented by Mikhail Kuznetsov, Head of the Executive Committee of the All-Russian Public Movement "Popular Front 'For Russia'", Anna Tsivileva, State Secretary – Deputy Minister of Defence of the Russian Federation, Chairperson of the State Fund for Supporting Participants of the SMO "Defenders of the Fatherland", and Artem Zhoga, Plenipotentiary Representative of the President of the Russian Federation in the Ural Federal District.

The winner in the "Caring for the Families of Heroes — Contribution to the Common Victory" nomination is Alexey Viktorovich Blagov, Executive Director of the Association "Council of Municipalities of Tula Region". The musical-patriotic marathon "EverythingForVictory71" has become a regional movement supporting soldiers and their families. In 2024, as part of the project, 164 events were held in Tula and its municipalities, including patriotic music concerts, the "Letter to the Defender" campaign, workshops on weaving camouflage nets, making trench candles, and the photo project "Wives of Heroes". The project brings together schoolchildren, veterans, volunteers, and the wives and children of servicemen. A total of 22,000 people participated. The project was born as a response to the pain and need to be close, becoming a symbol of solidarity: each concert, each letter, or workshop is a real contribution to the morale of the fighters and their families. "EverythingForVictory71" strengthens the connection between generations and creates a sustainable support community, where attention to the family of the defender is a constant practice.

"The 'EverythingForVictory71' project has become a true matter of honor for every municipal servant, volunteer, and worker in culture and education who joined the support of the participants of the SMO and their families. There were no indifferent people in this endeavor — each person contributed a part of themselves: organizing venues, helping, inspiring, and uniting people. Personally, I would like to thank the Governor of the Tula Region, Dmitry Vyacheslavovich Milyaev, and the regional government for their constant support and attention to our initiatives. Thanks to this support, we are able to do more," stated Alexei Blagov.

The laureate in the "Caring for the Families of Heroes — Contribution to the Common Victory" nomination is Irina Sergeyevna Kuznetsova, First Deputy Head of the Orekhovo-Zuyevo Urban District of the Moscow Region. The project "Path to a New Life" was created as a comprehensive system for supporting SMO participants and the families of fallen soldiers. A prosthetics office has been opened in the district, allowing veterans to receive help locally, without the need to travel to other regions. In 2024, eight combat participants were employed, and two underwent retraining at the "Summit" Centre. Housing adaptation is being carried out, assistance with disability benefits is provided, and a long-term care system is in place. For the families of the fallen, memorial services, pilgrimages, activities for children, and meetings with psychologists are organized. Fathers of heroes participate in the Lessons of Courage at schools. Special attention is paid to everyday needs, such as free hairdressing services, legal assistance, and targeted support.

The laureate in the "Caring for the Families of Heroes — Contribution to the Common Victory" nomination is Andrei Vyacheslavovich Rudakov, Head of the Municipal District of the City of Monchegorsk, with jurisdiction over the territory of the Murmansk Region. Support for the families of soldiers in Monchegorsk is built on the constant personal involvement of the district head. Andrei Rudakov is in direct contact with dozens of families, personally initiates assistance, and responds to every request. In 2024, more than 10 vehicles with humanitarian aid were sent to the front, including medicines, equipment, food, and camouflage nets. Special attention is given to the "27 km" garrison: after major repairs, School No. 10 has reopened, courtyards and roads have been restored, building facades renovated, and a shopping center has been built. Simultaneously, the "Sopki" public spaces are being developed for sports and youth leisure. Expositions and memorial events are held, with memorial plaques, murals, and stands installed, as well as the "Desks of Heroes" project implemented. The community is committed to ensuring that the families of soldiers feel supported every day.

Nomination "Individual Initiative — Collective Success"

The "Individual Initiative — Collective Success" nomination recognizes projects, management decisions, and initiatives implemented in collaboration with residents, aimed at involving citizens in territorial development issues. The awards in this nomination were presented by Ruslan Kukharyuk, Governor of the Khanty-Mansi Autonomous Area - Yugra, Co-Chairman of the All-Russian Association for the Development of Local Government; Alexei Lavrov, Deputy Minister of Finance of the Russian Federation; Vladimir Yakushev, First Deputy Chairman of the Federation Council of the Federal Assembly of the Russian Federation, Secretary of the General Council of the "UNITED RUSSIA" Party.

The winner in the "Individual Initiative — Collective Success" nomination is Maria Mikhailovna Smirnova, Specialist of the Administration of the Tagilstroevsky District of the city of Nizhny Tagil.The project "No One But Us" originated in the Pogranichny microdistrict — once an abandoned area with unlit streets, a garbage dump, and no social infrastructure. The initiative of local residents and activists, supported by the administration, transformed this space into a Family Recreation Centre fully equipped with infrastructure. Over two years, community clean-up events were organized, 400 cubic meters of garbage were removed, street lighting and surveillance cameras were installed, sports and children's playgrounds were created, a workout zone, football field, and a 120-seat stage were set up, and 140 trees were planted. In 2024, 270 events were held at the centre: festivals, training sessions, masterclasses, lectures, and expositions. From here, 100 cars with humanitarian aid, 30 trucks, and 10 trailers were sent to the front. The project united dozens of public organizations, including veterans of the border troops. It became an example of how the combined efforts of residents and authorities can completely transform the face of a microdistrict and provide people not only with improvement but also with a sense of community.

"On behalf of our entire team and the residents of the Pogranichny microdistrict, we express our immense gratitude for the high recognition of the "No One But Us" project. It grew from a simple volunteer initiative and became a real point of attraction. Today, the volunteers continue to collect aid for the SMO soldiers: from clothing to special equipment – everything goes to the front lines. This is our collective work, where every resident feels like part of a great cause. Special thanks go to the President of Russia for the attention to issues of local government development, to the leadership of the Presidential Executive Office, especially to Igor Yarovoy, Nikolai Grachev, and Irina Guseva — the people who made this award possible. It is thanks to them that municipalities are encouraged to believe in their abilities and unite people around real actions," said Maria Smirnova.

The laureate in the nomination "Individual Initiative — Collective Success" was Eleonora Vyacheslavovna Nikolova, Deputy Chairwoman of the Council of Deputies of the intra-city municipal formation — the Maryino municipal district in Moscow. The "Together We Are Strong!" project transformed the technical cascade of 16 ponds in the Maryino district into a modern and sought-after public space. The residents, together with the deputies, proposed the idea of landscaping, gained the support of the administration, and actively participated in discussing each stage. Today, the Novochekassky, Marinsky, and Perervinsky boulevards are routes with alleys, lighting, rest areas, and sports facilities. The project became proof that when residents get involved, infrastructure becomes truly necessary and in demand.

The laureate in the nomination "Individual Initiative — Collective Success" was Pavel Ivanovich Kambalin, Deputy Head of the City — Head of the Apparatus of the Administration of the City of Novokuznetsk. The "ProIdeas" project was launched as a unified growth platform for public initiatives, NGOs, and territorial public self-governments (TOS). Through acceleration and consultation programs, 100 social leaders underwent training and legal preparation, while 85 organizations received assistance in the registration, development, and promotion of their projects. "ProIdeas" reached about 10,000 people and became a platform for cooperation, experience exchange, and the popularization of civic activity. The project is supported by federal and regional partners, from the Agency for Strategic Initiatives (ASI) to "Opora Russia." Thanks to it, social initiatives in Novokuznetsk received professional support, and residents gained a real opportunity to be heard and involved in the city's development.

Nomination "Mentorship Institute — For the Future of the Country"

The "Mentorship Institute — For the Future of the Country" nomination recognizes projects, management solutions, and initiatives for the implementation and realization of the targeted mentorship model "mentor — mentee" within municipal teams. The awards were presented by Vladimir Roshchupkin, Head of the Gryazinsky Municipal District of Lipetsk Region, Anton Serikov, Director General of the autonomous non-profit organization "Mashuk Knowledge Center,'' and Andrei Betin, Rector of the Senezh Management Workshop, General Director of the autonomous non-profit organization "Russia — Land of Opportunity."

The winner in the nomination "Mentorship Institute — For the Future of the Country" is Viktor Vladimirovich Yelin, Head of the Administration of the Atkarsk Municipal District of the Saratov Region. The "Mentorship as a Path to Professional Level" project has become a systematic solution to the personnel issue in the Atkarsk district. The administration implemented a model where leaders personally mentor young specialists. A competition called "Day of the Double" was launched, where schoolchildren work "in the shadow" of the district head, his deputies, and department heads. This model has already yielded tangible results: three project participants became employees of the administration, and two took leadership positions. Mentorship is integrated into the management system — each department has performance indicators for knowledge transfer, which influence motivation and bonuses. This has helped reduce turnover and increase the loyalty of young specialists. The administration has become an environment for growth — not through reporting, but through trust and continuity.

"I am sincerely glad to receive this award, but I want to emphasize — this is the achievement of the entire team. It is the result of joint work between the municipality and our residents. I thank everyone who supported us, especially the regional government and the governor. For us, this is not just recognition, but an incentive to move forward and continue serving the people and our land," said Viktor Yelin.

The laureate in the nomination "Mentorship Institute — For the Future of the Country" was Alexander Richardovich Rozbaum, Mayor of Veliky Novgorod. In 2023, the administration of Veliky Novgorod recorded a high turnover rate — every third employee left within a year. To change the situation, a mentorship system was created: every newcomer is assigned a mentor who helps them adapt, understand tasks, and build a development trajectory. As part of the project, a team of 7 people was formed, 43 mentorship pairs were implemented, and 95% successfully completed the program. The turnover rate was halved. Program participants proposed 15 initiatives, one of which has already been implemented. Young employees underwent training in client-centricity and lean technologies. Every third person promoted in 2024–2025 is a participant in the mentorship program. This has become the foundation for the new personnel policy, where the key focus is on personal support and the development of managers within the team.

TThe laureate in the nomination "Mentorship Institute — For the Future of the Country" was Yelena Igorevna Androshchuk, Head of the Reception and Issuance of Documentation for Municipal Services Department of the Department of Property Relations of the Administration of the city of Tyumen. In a department where there was high turnover (7 employees left in a year), Yelena Igorevna introduced a mentorship model, starting with herself. She personally mentored newcomers: from their first steps in the profession to difficult conversations with applicants. Together with the committee on municipal service development, psychological testing, competency assessment, conflict management training, and individual meetings were introduced. As a result, turnover decreased by 37%, job satisfaction increased to 85%, and the average length of employment grew to 12 months. Two employees have already become mentors. In 2024, Yelena became the winner of the federal competition "Mentorship" of the "Russia — Land of Opportunity" platform. Her experience is recognized as a model case, which is now applied in other departments.
