On July 24, the Seventh Eurasian Aerospace Congress — the major industry-related business event of 2025 — was held at the National Centre RUSSIA.

The Congress brought together representatives of the executive and legislative authorities, as well as Russia’s industrial, scientific, academic, and expert communities, alongside participants from 20 countries from both near and far abroad.

The Congress is held with the support of the Ministry of Industry and Trade of the Russian Federation and the Ministry of Economic Development of the Russian Federation, and its traditional organisers are the Eurasian Partnership of Aerospace Clusters and Soyuzinform.

The key messages of the Congress were aligned with the implementation of the national project "Development of Space Activities in the Russian Federation up to 2030 and for the Long Term up to 2036," and the "Comprehensive Programme for the Development of the Aviation Industry in Russia up to 2030," focusing on the formation of a long-term development strategy, the launch of long-term projects to build scientific and technical capacity, and the strengthening of human resources.

The event opened with a plenary session moderated by the First Deputy Chairman of the State Duma Committee on Economic Policy, Denis Kravchenko.

The overall tone of the Congress was set by an address from Anton Alikhanov, Minister of Industry and Trade of the Russian Federation. He noted that "the Seventh Eurasian Aerospace Congress continues to fulfil its main functional purpose — establishing effective communication within the professional community in the field of aviation and space activities."

Denis Kravchenko stressed that "the relevance of dialogue today is more important than ever, as the national project 'Development of Space Activities in the Russian Federation up to 2030 and for the Long Term up to 2036' has been approved, which means we must begin its implementation without delay.""As for aircraft manufacturing," Denis Kravchenko added, "we are seeing a similar situation — at least four projects for the production of medium-range and regional aircraft are already in a high degree of readiness, and these are urgently needed by Russian operators. Therefore, we must focus all resources and use every possible mechanism to ensure their serial production."

The importance of supporting the operation of foreign-made aircraft under the complete refusal of after-sales service from manufacturers in unfriendly countries was highlighted in the speech by Deputy Head of the Federal Air Transport Agency Andrei Dobryakov. He noted that under these circumstances, the digitalisation and automation of certification processes, as well as the creation of favourable conditions for introducing Russian aviation equipment to the market, become critically important.

In turn, Director General of the Union of Aircraft Manufacturers of Russia Alexei Rogozin noted that due to unlawful sanctions, the Russian aircraft industry has been forced to establish a full-cycle civil aircraft production system in a very short time. "This incredibly complex task has already been accomplished, but the key condition for serial production remains the existence of a stable system of aviation regulations, norms, and standards. Without it, certification, cooperation, and the legal security of the industry are impossible," Alexei Rogozin stated.

Participants of the plenary session paid great attention to the issue of implementing developments from universities and scientific institutes into production. In this regard, Member of the Presidium of the Russian Academy of Sciences and Deputy Chair of the Siberian Branch of the Russian Academy of Sciences, Academician Nikolai Testoyedov, expressed the opinion that the most effective way to implement these developments is to create new scientific or technological products commissioned by industrial partners, and then, based on the results of prototype development, make a joint decision on the further course of testing and production: either by the industrial manufacturer in the case of serial production, or by the university or research institute in the case of single or small-scale production.

The intention to deepen cooperation in space activities between Russia and Belarus was announced at the congress by Head of the Aerospace Activities Department of the National Academy of Sciences of Belarus, Academician Piotr Vityaz. This includes contributions to the creation of the new Russian orbital service station, the joint development of new spacecraft, and the implementation of a number of Union State space-related programmes, such as "Kompleks-SG," which envisages the launch of three satellites in 2027.

Acting Rector of Kazan Aviation Institute and Head of the Space Programme at MIPT Kirill Okhotkin presented various scenarios for the implementation of advanced space systems and services within the framework of the seamless sky concept. Okhotkin noted that the full range of required technologies is currently being developed by a consortium of universities and industrial enterprises, both public and private.

The implementation of ambitious projects and strategies requires new approaches to training personnel for the digital economy. The Federal Project "Personnel for Space," which is part of the National Project "Space," is set to launch on January 1, 2026 to address these challenges. The project administrator, Acting Director of the Department of State Youth Policy and Educational Activities of the Russian Ministry of Science and Higher Education Alexander Vedekhin, emphasised that relations between universities and industrial partners must undergo a transformation: from the purchase of a ready-made spacecraft and its joint launch, as is predominantly the case today, to the joint development of the spacecraft and its payload. "The goal of the federal project is to unite universities and real-sector enterprises to train personnel for space and ensure mutual benefit," Alexander Vedekhin noted.

The organisers made full use of the extensive opportunities offered by the venue of the National Centre RUSSIA. Conferences and round-table discussions were held simultaneously in three halls, and the congress's rich programme of discussions continued into the late evening. The breadth of the industry agenda was reflected in the titles of the key discussions at the congress:

-  certification of aviation equipment: issues and solutions,

-  industrial robots in the digital production of aviation equipment,

-  artificial intelligence in predictive maintenance of aviation equipment and flight safety,

-  composites and additive technologies in the aerospace industry,

-  B2B partnerships: holdings and private space companies,

-  transfer of R&D results into aerospace industry projects,

-  international cooperation in space activities and commercialisation of space services,

-  the routine of space: how to bring back the lost romance?

"The work of the congress is complete, but the Congress Expert Council still has to summarise the outcomes and draft a Resolution that will include practical proposals and recommendations," said Vildan Zinnurov, Head of the Directorate of the Eurasian Aerospace Congress.

Summing up the results of the previous Sixth Eurasian Aerospace Congress, which took place at the National Centre RUSSIA on November 12, 2024, the moderator of the plenary session Denis Kravchenko noted that the Resolution of the Congress, comprising over 70 proposals and recommendations, had been submitted to the Government of the Russian Federation, the State Duma, and industry regulatory authorities. A significant part of these proposals has already been reflected in adopted decisions and sectoral strategies, including the National Project "Development of Space Activities in the Russian Federation until 2030 and for the Long Term up to 2036," approved this year. In turn, Deputy Head of the Federal Air Transport Agency Andrei Dobryakov confirmed the importance of the Congress’s proposals and recommendations for the Federal Air Transport Agency (Rosaviatsiya), noting that most of the proposals of the Sixth Eurasian Aerospace Congress have already been put into practice.
