Tatyana Golikova: 60 cities have entered the race for the title of Family Capital of Russia
In Russia, support for families extends far beyond federal measures and is becoming an integral part of the social policy of regions, cities and employers. A corporate demographic standard is being introduced, new opportunities are being created for parents with children, and municipalities are joining efforts to create a comfortable family-friendly environment. To involve municipalities in this work, a competition for the title of Family Capital of Russia was launched this year on the initiative of Artyom Zdunov, head of the Republic of Mordovia and Chairman of the State Council Commission on Family. Sixty cities across the country have already entered the race for this title. This was announced by Tatyana Golikova, Deputy Prime Minister of the Russian Federation, at the first meeting of "The Motherland Is Its People" series, held as part of the all-Russian project "What Does the Motherland Begin With?" at the National Centre RUSSIA.
"In 2024, the Russian Tripartite Commission for the Regulation of Social and Labour Relations approved the so-called corporate demographic standard. It provides a wide range of measures to support employees with family responsibilities. The most well-known of these is payments at childbirth. But alongside financial support, remote working opportunities and flexible schedules are equally important. Every organisation can find feasible steps within its means," noted Tatyana Golikova, Deputy Prime Minister of the Russian Federation for Social Policy.
According to her, various provisions of the corporate demographic standard are already being implemented in 82 regions of the country. Its main objective is to create conditions in which combining professional work and raising children becomes easier, and family support becomes part of corporate culture.
The all-Russian competition "Family Capital of Russia" continues this work. It is aimed to develop a comfortable urban environment for families with children and spread best municipal practices. The winner will receive the title of Family Capital of Russia–2027, while laureates will also be named in five special categories: "City of Future Generations", "City for Large Families", "Flagship of Large Families", "City of Happy Parenthood" and "City of Family Stability".
Experts will assess participants against a comprehensive range of indicators, including demographic trends, the number of large families, the development of infrastructure for families with children, housing programmes, social support measures, conditions for a healthy lifestyle, the implementation of the corporate demographic standard, and other parameters. Following the competition, a bank of best municipal practices will be compiled, which regions across the country will be able to adopt.
Among the cities vying for the title of Family Capital of Russia are Vladivostok, Kazan, Murmansk, Nizhny Novgorod, Naberezhnye Chelny, Nakhodka, Yuzhno-Sakhalinsk, Sevastopol, Novorossiysk, Yalta and many others.
