Hotels in Primorye raise their comfort standards
The
assessment of hotel standards, compliance with tax legislation, and the rules
for registering foreign nationals were among the key topics discussed at a
meeting between the leadership of the Ministry of Tourism and representatives
of the region’s hospitality sector. The event was held at the Primorye branch
of the National Centre RUSSIA.
Primorye
continues to demonstrate positive tourism dynamics: according to experts, more
than 3.3 million visits to the region were made in the first nine months of 2025.
Some visitors choose collective accommodation facilities when travelling to
Vladivostok. Today, there are more than 1,100 such establishments in Primorye.
The high season and major large-scale events highlight the shortage of
available rooms.
"Today,
the ministry’s priority is not only to increase the number of rooms but also to
create comfortable conditions for guests. It is important that people do not
turn to questionable apartments on aggregators or unofficial holiday bases.
These cases lead not only to a spoiled trip but also to safety risks for
tourists and reputational damage to the region," said Minister of Tourism
of the Primorye region Natalia Naboychenko.
During the
meeting, the results of the self-assessment of collective accommodation facilities,
including guest houses, were presented. As of today, 726 accommodation
facilities in the Primorye region are listed in the Unified Register, of which
566 have completed classification or self-assessment. Guest houses must undergo
the self-assessment procedure by 1 January 2026. There are more than 100 of
them in the region, but only 25 are currently included in the official register
of classified accommodation facilities.
"The
purpose of this experiment is not to strangle businesses or hinder their development,
but to make holidays in Primorye safe and high-quality. At the moment, the
quality of services depends entirely on the integrity of the owners. After
completing self-assessment, the service will have a higher benchmark and
defined criteria. Our key objective is to help businesses comply with
established standards," explained the head of the department.
Hotel
operators were reminded that providing accommodation services without completed
classification or without entering the required information into the register
results in administrative fines: from 50,000 to 70,000 roubles for officials
and from 300,000 to 450,000 roubles for legal entities.
Representatives
of the Primorye Department for Migration Issues, the Interdistrict Federal
Taxation Service Inspectorate and Primorskstat answered questions about
statistical reporting, the submission of data when registering and
deregistering Russian and foreign nationals, compliance with Russian tax
legislation, including specifics of calculating and paying the tourist tax, and
the submission of tax reports.
"At
present, the ministry’s work is focused primarily on preventive measures:
providing consultations, explaining requirements, and clarifying the procedure
for submitting documents. We are committed to helping you successfully adapt to
the new regulations and continue developing the region’s tourism
infrastructure," summarised Natalia Naboychenko.
The
regional Ministry of Tourism is planning to hold a round table with hotel
operators and tour companies, which will make the tourism product more
attractive both in terms of excursion offerings and pricing.

More than 600 Russian and international students will take part in the event.
The event, dedicated to the 35th anniversary of the Federal Tax Service, was held at the National Centre RUSSIA on 20 November.
